Centre for Innovation Policy and Governance (CIPG) is a research-based advisory group which aspires to excel in the area of innovation, policy and governance.

CIPG focuses on doing research, consultancy, and capacity building activities through rigorous process analysis based on evidence and data. Our area of interests range from knowledge and innovation to information and social changes. CIPG’s excellence rests on the rigorousness of our research process, and on the relevance of our activities to the stakeholders and society established through close engagements.

Kebijakan publik tidak pernah lahir dari ruang hampa. Ia dibentuk oleh kepentingan politik, relasi kekuasaan, dinamika institusional dan bukti (evidence). Namun di tengah ruang partisipasi masyarakat sipil yang kian menyempit dan arah keputusan politik yang seolah sudah ditentukan lebih dulu, masih relevankah bukti dalam proses kebijakan?

Pertanyaan ini yang akan kita bedah bersama dalam diskusi publik bertajuk "Jadi Pijakan atau Diabaikan? Menimbang Peran Bukti dalam Kebijakan Publik" Diskusi ini mempertemukan perspektif lembaga riset independen (think tank), akademisi, media, dan gerakan akar rumput.

As we commemorate 28 years of Reformasi today, we are pleased to share our latest research: The landscape of democracy in Indonesia: Structuration and the dynamics of democratic reconfiguration.

Drawing on 80 years of Indonesia’s political history — from the parliamentary era of 1945 to the present day — this working paper examines how successive regime changes have reshaped political participation, transformed state and civil society relations, and influenced the trajectory of the rule of law and civil liberties over time.

While Indonesia has experienced important democratic gains, these developments have often coexisted with recurring patterns of exclusion, elite consolidation, institutional fragility, and evolving forms of political control. Hence, we believe this is an important moment to critically reflect on what kind of democracy is being reproduced today, whose interests it continues to serve, and what possibilities remain for a more substantive democratic future.
