The ILO Office for Central and Eastern Europe provides advisory services to 18 member countries to develop policies and programmes that promote more and better jobs for all women and men. The work of the office focuses on the four strategic objectives of the ILO, promoting rights at work, encouraging decent and productive employment, enhancing social protection, and strengthening social dialogue.

Geographically, the office concentrates on the Western Balkans, Moldova, and Ukraine. The office was established in 1993 and is located in Budapest, Hungary, with additional offices in the region.

🔥 ILO launches new Decent Work Country Programme for Ukraine

The International Labour Organization (ILO), together with the Government of Ukraine and employers’ and workers’ organizations, has launched a new Decent Work Country Programme (2026–2029) — a solid roadmap to support recovery, strengthen labour market institutions, and create more and better jobs.

🤝 Built on strong tripartite cooperation, the Programme highlights the unique role of the ILO in bringing together governments, employers, and workers to drive sustainable and inclusive change.

👉What this means in practice:
• Stronger labour market governance and inclusive social dialogue
• Expanded labour and social protection, with a focus on safety, rights, and gender equality
• Investment in skills, decent jobs, and enterprise growth, especially for SMEs

As Ukraine continues to face the impacts of war — from labour shortages to displacement — this joint effort ensures that recovery puts people, rights, and opportunities at the centre.

Towards safer and more inclusive workplaces in Montenegro

Efforts to strengthen protection from violence and harassment in the workplace have taken an important step forward with the launch of a process to amend Montenegro’s Law on Harassment at Work.

Representatives of government institutions, employers and trade unions have come together in a newly established working group to help ensure that the legislation responds more effectively to challenges faced by workers and employers in practice. The proposed amendments aim to align national legislation with the standards of the ILO Violence and Harassment Convention (No. 190), helping to create safer, more inclusive and more dignified workplaces for all.

The reform process is being supported by the International Labour Organization (ILO) and the (United Nations Development Programme - UNDP ).

Montenegro’s Minister of Labour, Employment and Social Dialogue, Naida Nišić, met with International Labour Organization (ILO) Director-General Gilbert F. Houngbo in Geneva during the 114th International Labour Conference.

They discussed strong ongoing cooperation and future efforts to improve labour laws and social dialogue, especially in the context of Montenegro’s EU accession. DG Houngbo commended Montenegro’s progress toward EU membership and its alignment with international labour standards, also welcoming its ratification of ILO Convention No. 190 on violence and harassment at work last year.

Both sides agreed to continue working together to strengthen the labour market, social dialogue, and workers’ rights.

🫶 Moldova takes a major step toward safer, more respectful workplaces

The Government of the Republic of Moldova has approved a new Regulation setting clear, standardised procedures for preventing, reporting, investigating, and addressing violence and harassment across all public authorities — a landmark move in the implementation of Law No. 194/2025, which brought Moldova's Labour Code into line with ILO Convention No. 190.

Developed by the Ministry of Labour and Social Protection together with social partners and with ILO technical support, the Regulation introduces, for the first time, a unified mechanism for temporary protective measures in situations of immediate risk. It requires every public authority to adopt tailored internal policies, guarantee confidentiality and protection for complainants, provide regular staff training, and report annually on implementation.

💪 The ILO supported the drafting process and contributed a comparative legal analysis of legislative frameworks in Spain, France, and Belgium, whose findings informed both the Regulation and its practical implementation tools. Going forward, the ILO will support a series of training sessions for central and local public authority representatives to build their capacity to prevent, identify, and respond to workplace violence and harassment.

This Regulation marks another concrete milestone in Moldova's commitment to decent work and alignment with international labour standards — and a meaningful step forward for the hundreds of thousands of women and men working in Moldova's public sector.

A highlight this year was the contribution of the International Labour Organization (ILO), supporting the event through the EU-funded project “Towards a Safe and Healthy Working Environment in North Macedonia.”

As a dedicated track partner for “Mind, Powered by ILO,” the organization helped drive critical discussions on mental health, psychological safety, and workplace well-being.

💡 Through insights shared by ILO National Project Coordinator Milan Petkovski, the message was clear: safe, healthy, and people-centered workplaces are not optional—they are essential for sustainable growth and business success.

If adopted, the draft Convention and draft Recommendation would be the first of their kind to address this rapidly evolving area in the world of work.
