2000年4月，香港童軍總會設立童軍技能評審計劃，以協助童軍成員及其他喜愛野外活動人士學習、鍛煉和提升各項野外活動技能。任何人士如經考驗合格和獲証實已達到開設技能科目任何級別的技能水平後，可獲授該級技能證書，以資証明。
童軍技能評審計劃 (簡稱 SAS) 自發展至今，共有386名領袖獲得不同水平和項目的資歷。開設FACE BOOK的平台，旨在給予持有SAS資歷的領袖們，交流經驗和心得。同時，藉此平台讓領袖們發表意見，改善SAS的工作。
