【關注《加快推展北部都會區發展的專屬法例》立法諮詢📌第二章: 加快發展不應以犧牲農地為代價】

政府展開為期兩個月嘅《加快推展北部都會區發展的專屬法例》公眾諮詢。嘉道理農場暨植物園 Kadoorie Farm and Botanic Garden 與世界自然基金會香港分會,對當中建議大幅精簡城規程序深表關注,包括將改劃用途嘅審批時間壓縮至最快2個月,以及將臨時土地用途年期延長至7年。

喺一直「只聞樓梯響」嘅「農業優先區」(APA)政策仍未落實之際,上述放寬措施有機會進一步增加農地被破壞嘅風險,令本來已經飽受發展壓力威脅嘅農業用地及其獨特生態價值面臨更大壓力。

我哋認為,推動經濟發展唔應該以犧牲農地為代價⚖️,並提出以下建議:
1️⃣喺《專屬法例》中,豁免全部納入APA嘅選址地點及其他優質農地
2️⃣透過《城市規劃條例》嘅土地用途規劃制度,加強農地保護
3️⃣不接受任何為期超過三年嘅農地臨時土地用途變更規劃申請
4️⃣限制如室内種植等根本性破壞農田土壤及生態嘅生產模式

[Concerns over the legislative consultation on the “Dedicated Legislation to Accelerate the Development of the Northern Metropolis”📌Chapter 2: Development Must Not Come at the Expense of Farmland]

The Government has launched a two-month public consultation on proposed dedicated legislation to accelerate development in the Northern Metropolis. Kadoorie Farm and Botanic Garden and WWF-Hong Kong express deep concern over the proposal to significantly streamline town planning procedures. These include compressing the approval timeframe for land rezoning to as short as two months, and extending the duration of temporary land uses to up to seven years.

At a time when the long-discussed Agricultural Priority Areas (APA) policy remains largely “all talk and no action,” the proposed relaxation measures may further increase the risk of farmland destruction, placing even greater pressure on agricultural land—already under significant development threats—and its unique ecological value.

We firmly believe that economic development should not come at the expense of farmland⚖️. We therefore put forward the following recommendations:
1️⃣ Exempt all sites designated under APA, as well as other high-quality farmland, within the dedicated legislation
2️⃣ Strengthen farmland protection through land use planning system under the Town Planning Ordinance
3️⃣ Do not accept any planning applications for temporary land-use changes on farmland exceeding three years
4️⃣ Restrict production models, such as indoor farming, that fundamentally damage farmland soil and ecology

#米埔 嘅基圍、紅樹林、潮間帶泥灘同蘆葦叢等多元濕地生境,為唔同野生生物提供重要棲息地,亦係候鳥遷徙途中非常重要嘅中途站或越冬地,呢度豐富嘅生物多樣性🦆🐾🪺,係全球生態系統重要嘅一環🌟。

隨着香港大力推進北部都會區發展,相關發展目標亦應該同「生態文明」與「自然向好」嘅政策方針保持一致🖇。區內現存或擬設,總面積逾1,300公頃嘅自然公園、濕地保育公園及海岸保護公園,正正係體現將生物多樣性納入發展框架嘅最佳舞台。

然而,橋咀洲、鹹田灣等過度旅遊例子顯示,若缺乏具法律效力嘅旅遊規管,遊客過多、棲息地退化、干擾野生動物等情況難以遏止。現時主要依賴宣傳教育及人手勸喻嘅管理模式,既被動亦難以長遠維持。

隨着三寶樹濕地保育公園等嶄新生態相關項目陸續落成,勢必會吸引大量訪客,若缺乏完善嘅旅遊管理機制,或會重演橋咀洲事件⚠️。

WWF認為,政府喺擬訂立嘅《加快北部都會區發展訂立專屬法例》框架下📑,應整合現有且合適嘅相關條例或條文 ,納入專屬法規內,主動規管遊客不當行為,確保北都喺加快發展嘅同時,亦能有效守護珍貴自然資源。

[Dedicated legislation to accelerate the development of the Northern Metropolis📌Chapter One: Conservation Must be Considered Hand in Hand with Growth]

As Hong Kong advances the Northern Metropolis, relevant development goals should align with the policy premises of ecological civilisation and a nature-positive future🖇. The existing or planned nature parks, wetland conservation parks and coastal protection parks—covering over 1,300 hectares—reflect the direction of integrating biodiversity conservation into the development framework.

However, lessons from overtourism at sites like Sharp Island and Ham Tin show that without legally enforceable regulation on visitor behaviour, problems such as overcrowding, habitat degradation, and disturbance to wildlife will be difficult to contain. The current management approach, which relies mainly on public education and on-site verbal reminders, is both reactive and difficult to sustain in the long term.

With innovative projects like the Sam Po Shue Wetland Conservation Park expected to attract large numbers of visitors, similar challenges may arise without proper visitor management⚠️.

WWF believes that, within the framework of formulating dedicated legislation to “accelerate the development of the Northern Metropolis,” 📑 the government should consolidate existing relevant and appropriate ordinances/provisions into this dedicated legal framework, proactively regulate improper visitor activities—ensuring that while the Northern Metropolis develops, its invaluable natural assets are effectively protected.

【🌊 《公海條約》啟動全球海洋保育新時代】

自今年一月起,《公海條約》(BBNJ 協定)正式生效,將為全球提供一套全新嘅機制,保護嗰啲唔屬於任何國家、但就佔全球海洋面積約三分之二嘅公海生物多樣性。第一屆締約國會議亦都定於來年一月喺紐約進行。

點解 BBNJ 咁重要?
公海係地球最大嘅生態資產,但過去幾乎冇全面保護機制。BBNJ 協定為公海設立保護區、進行環境影響評估,並大大協助實現「到 2030 年保護至少 30% 海洋(30x30)」呢個目標。

WWF 資深全球海洋治理與政策專家 Jessica Battle,目前正帶領 WWF 國際網絡推進《公海條約》,佢表示:「《公海條約》(BBNJ 協定)與海洋 30x30 目標一起,開啟了一個重塑全球海洋治理的世代機遇。」

WWF 點樣將《公海條約》變成真正嘅行動?
1️⃣ 鯨豚安全航運航道
• 爭取喺全球層面劃定減少碰撞與噪音風險嘅鯨豚友善國際航運路線。

2️⃣ 零誤捕漁業
• 將鯊魚、鰩魚、鯨豚、海鳥、海龜等物種嘅保育關注帶入相關海洋機制。
• 推動漁業管理落實有效措施,以減少甚至消除誤捕。

3️⃣ 國際漁業與航運的聯合環評
• 確保環境影響評估結果轉化為最佳實務管理,以減低整體與累積嘅生物多樣性影響。

4️⃣ 公海保護區網絡(MPA networks)
• 運用最新科學進行生物地理劃分並劃定優先區域,逐步發展為具代表性且相互連通嘅公海保護區網絡。

公海議題並唔遙遠——我哋食嘅海鮮、越洋過海嘅貨物,都同佢有關,未來我哋會繼續分享WWF喺呢方面嘅工作成果☘️。

[🌊 The High Seas Treaty is now in force!]

Since January this year, the High Seas Treaty (BBNJ Agreement) has officially entered into force, giving the world a new set of rules to protect marine biodiversity in areas beyond national jurisdiction, which cover about two thirds of the global ocean. The first Conference of the Parties meeting is also set to be held in January next year in New York.

Why does the High Ses Treaty matter?
Because the high seas have long lacked comprehensive protection, even though they’re one of Earth's largest global commons. The Treaty finally enables the creation of marine protected areas, environmental impact assessments, and helps deliver the goal of protecting at least 30% of the ocean by 2030 (30x30).

Jessica Battle, WWF’s Senior Global Ocean Governance and Policy Expert, who’s leading our international network efforts in progressing the Treaty, reflected on the profound opportunity ahead, stating: “The High Seas Treaty (BBNJ Agreement) and the marine 30x30 target together open a once in a generation window to reshape global ocean governance.”

How will WWF mobilising our global network turn the High Seas Treaty into real action?

1️⃣ Whale safe shipping routes
• Secure global shipping routes that reduce collision and noise risks for whales.

2️⃣ Bycatch free fisheries
• Bring conservation concerns for sharks and rays, whales and dolphins, seabirds and turtles into related sea frameworks
• Ensure implementation of effective measures to sharply reduce and ultimately eliminate bycatch.

3️⃣ Joint EIAs for international fisheries and shipping
• Ensure environmental impact assessments outcomes translate into best practice management that reduces overall and cumulative impacts on biodiversity.

4️⃣ High seas MPA networks (MPA networks)
• Use the best available science to identify priority regions at the ocean basin scale and to facilitate ecologically representative and well connected networks of high seas MPAs.

The high seas are not distant from our lives—what we eat as seafood and the goods that travel across oceans are all connected to them. Going forward, we’ll continue to share WWF’s work and progress in this area.

最近大家出去郊遊行山嘅時候,有冇見到呢一種外型咁獨特嘅花呢?🌼佢個名叫梔(粵音:支)子,係香港原生植物。佢唔單止望落特別,仲有好多用途,例如佢雪白嘅花帶有淡雅清香,係提煉香水同各種芳香產品嘅原料之一。🧴另外,梔子嘅花、果、葉同根都可以入藥,有清熱解毒等功效。梔子嘅果成熟之後,蘊含豐富嘅色素🎨,又可以用嚟做天然嘅染料。甚至乎喺生態嘅層面,梔子都有特別嘅角色,因為佢係綠灰蝶嘅寄主植物~梔子真係好有用呀~

Not only does it have a striking appearance, but it’s also incredibly versatile! Its snowy white flowers carry a subtle, elegant scent, making it an ingredient for perfumes and various aromatic products. 🧴 In traditional Chinese medicine, the flowers, fruits, leaves, and even the roots can be used to "clear heat" and detoxify the body. And, once the fruit ripens, it is rich in natural pigments that can be used as a vibrant yellow dye. 🎨 It also plays a special role in our local ecosystem as the host plant for the butterfly Green Flash! 【時隔四年 「順風二 」再次返咗嚟米埔!】

今年春季遷徙期間,一隻於2022年喺 #米埔 環誌並放飛嘅 #黑尾塍鷸「順風二 」 (腳旗編號A2),時隔四年再次確認返到米埔!

過去幾年間,佢一直喺印尼越冬⛱️,並於春季遠赴俄羅斯繁殖🪺,兩地直線距離超過6500公里!透過佢佩戴嘅衛星追蹤器🛰️,我哋得以持續監測佢嘅位置,再次見證呢段偉大嘅遷徙旅程🪶🗺️

過去幾年都未有順風二喺香港停留嘅確切記錄,佢通常會由越冬地直接飛往江蘇或上海嘅中途停歇地。今年四月底,順風二喺米埔停留3日後再度啟程北上,目前已抵達江蘇連雲港。今日「 #世界候鳥日🐦」,我哋祝願順風二接落嚟嘅旅程一切順利,期待未來再次喺米埔同佢重逢💞

***所有野生鳥類皆受第170章《野生動物保護條例》保護。所有環誌活動均在漁農自然護理署(AFCD)發出的許可證下進行,並由經驗豐富的專家所監督。***

[Black‑tailed Godwit "Windy" Returns to Mai Po After Four Years!]

During this year's spring migration, Windy, a Black-tailed Godwit ringed with leg flag A2 and released in Mai Po in 2022, is recorded to return to Mai Po for the first time in four years!

Over the past few years, Windy has spent the winter in Indonesia⛱️ and migrated to breeding grounds in Russia in spring🪺, a straight-line distance of more than 6,500 km! Thanks to the satellite tracker🛰️ attached to Windy, we’ve been able to continuously monitor its movements and witness this remarkable migration journey again🪶🗺️

A2 has not been recorded to stopover in Hong Kong during migration in recent years and appeared to fly directly from Indonesia to stopover sites around Jiangsu and Shanghai. In April this year, after a short 3-day stay in Mai Po, A2 resumed its northbound journey and has now arrived in Lianyungang, Jiangsu.

On this World Migratory Bird Day🐦, we wish A2 a safe journey ahead and hope to meet this traveller back to Mai Po again someday💞

近日《2026 年邊境禁區(修訂)令》及《2026 年邊境禁區(准許進入)(修訂)公告》的相關媒體報道引起部分市民關注,我們希望在此提供正確的資訊,說明米埔自然保護區的進入安排。

• 進入米埔自然保護區及米埔邊境禁區仍必須向漁農自然護理署(漁護署)申請及取得進入許可證。今次修訂僅取消額外申請警方邊境許可證的規定,公眾仍需持有漁護署發出的許可證方可進入;

• 米埔內后海灣國際重要濕地核心區(即現今 #107 閘門外的範圍)的訪客承載量將維持不變,以確保這片濕地生態系統及其珍貴生物多樣性繼續受到有效保護;

• 有關詳情及安排將有待漁護署稍後公布。

作為米埔自然保護區的長期共同管理機構,WWF 將一如既往,全力守護這片國際重要濕地。我們透過專業的日常管理、科學監測以及持續的公眾教育工作,致力維持米埔的生態健康與完整,讓這片珍貴濕地得以世代相傳。

[Clarification on Access Arrangements to Mai Po Nature Reserve]

Recent media reports on the Frontier Closed Area (Amendment) Order 2026 and the Frontier Closed Area (Permission to Enter) (Amendment) Notice 2026 have led to some concern among the public. We would like to provide accurate information regarding access to Mai Po Nature Reserve.

• Entering Mai Po Nature Reserve and the Frontier Closed Area still requires a valid entry permit issued by the Agriculture, Fisheries and Conservation Department (AFCD). The recent amendment only removes the need to apply for a separate Police border permit. All visitors must continue to obtain an official AFCD permit prior to entry;

• The carrying capacity of the core zone of Mai Po Inner Deep Bay Ramsar Site (i.e. the areas beyond the existing Gate #107) will remain unchanged. This ensures the wetland ecosystems and its rich biodiversity continue to be protected at the current sustainable level;

• Further details and arrangements will be announced by the AFCD in due course.

As the long-term co-managing organisation of Mai Po Nature Reserve, WWF-Hong Kong remains fully committed to safeguarding this Wetland of International Importance. Through dedicated daily management, scientific monitoring and ongoing public education programmes, we work continuously to maintain the ecological health and integrity of Mai Po for wildlife and future generations.

【校園分享-啟發年輕力量】

上星期,我哋好高興有機會同一班嶺南大學嘅同學仔,分享由 #鄉郊保育資助計劃 支持嘅「智慧濕地 2.0」項目嘅保育工作👨‍🏫。

今次分享中,我哋由「智慧濕地 1.0」嘅水位監測系統講起,介紹相關技術點樣協助我哋管理 #米埔自然保護區 裡面嘅 #基圍;再進一步分享「智慧濕地 2.0」嘅智能監測系統,講解點樣透過智能紅外線相機及隨建即連網絡(Mobile Ad-hoc Network),結合人工智能物種識別,提升哺乳類動物監測與研究效率,包括對 #歐亞水獺 嘅長期研究與監察📷 💻。

透過分享保育科學與創新科技結合嘅實例,我哋期望鼓勵更多年輕人探索科技喺生物多樣性保育中嘅角色💡⛓。

[Campus Sharing – Inspiring Young Minds]

Last week, we were delighted to share the conservation efforts of our Smart Wetland 2.0 (SW2.0) project👨‍🏫, supported by Countryside Conservation Funding Scheme, with students from the Lingnan University.

During the session, we began by introducing the water level monitoring system under Smart Wetland 1.0, and how it supports the management of the 𝘨𝘦𝘪 𝘸𝘢𝘪s in Mai Po Nature Reserve. We then moved on to the SW2.0 project, explaining how the smart monitoring system integrates infrared camera traps, Mobile Ad-hoc Network (MANET), and AI assisted species identification to enhance the efficiency of mammal monitoring and research📷 💻 — including long term studies and monitoring of the Eurasian otter.

By showcasing real examples of how conservation science paired with innovative technology, we hope to inspire more young people to explore the role of technology in biodiversity conservation💡⛓.

【呼籲成立海岸公園保護橋咀洲】

#橋咀洲 同 #內牛尾海 一帶,一直都係 WWF 重點關注嘅海洋優先保育地點之一。多年來,我哋持續推動擴展 #海洋保護區(Marine Protected Areas, MPAs)及相關措施,以更有系統同長遠嘅方式,守護香港整體嘅海洋生物多樣性。

呢個五一黃金周, WWF應漁護署委托,每日安排接近20位工作人員喺橋咀洲嘅水上同岸上進行公眾教育行動。總結一下我哋呢五天嘅行動同觀察:

🛶 水上行動:與漁護署一同設置浮泡、引導 #浮潛 同 #獨木舟 人士避免喺生態敏感嘅淺水珊瑚區上落水。 雖然尚未到浮潛旺季,但都有少數遊人進行浮潛活動,感謝帶領浮潛活動嘅團體配合現場安排,呢幾日我哋喺現場並沒有觀察到珊瑚受干擾嘅情況。

🎪教育攤位:遊人都踴躍參與我哋設計嘅小遊戲,唔少人表示:「終於知道海底嘅珊瑚原來係咁樣。」我哋亦把握機會,了解遊客嘅居住地,以及到訪橋咀洲嘅目的等,作為未來保育同管理工作嘅參考。

🚶‍♀️岸上勸喻:團隊沿住海岸線主動向遊人解說,提醒避免騷擾海洋生物。經我哋海洋保育大使耐心勸喻,大部分遊人都願意聆聽同配合。

未來半年嘅長假期,我哋團隊會繼續喺橋咀進行教育工作,預計最少投入 3,000 小時嘅當值時數。辛苦晒咁多位浮潛及獨木舟嚮導同海洋保育大使!

而要將呢份公眾意願轉化為長久而穩定嘅保育成果,仍然有賴明確而具約束力嘅法定框架去支撐同落實。

📢 我哋呼籲:
1️⃣各界支持儘快成立 #海岸公園 保護橋咀洲海洋生態,為核心敏感地提供法定保護
2️⃣喺更大範圍嘅內牛尾海,積極考慮以其他有效嘅區域保護措施 (OECM) 等方式,加強整體管理與保育連貫性
3️⃣除咗地區性嘅保護,檢示海洋物種嘅種群狀況,以法例保護馬蹄蟹及石珊瑚等重要海洋物種
4️⃣確立整體嘅海洋治理願景,透過以生態系統為本嘅思路,可持續地管理香港嘅水域;並通過擴大海洋保護區及實施其他有效嘅區域保護措施,保育其他如 #水口沙坪、 #白泥、 #吐露港 等重要海洋生境。

[Calling for the Designation of Marine Park to Protect Sharp Island]

Sharp Island and the Inner Port Shelter have long been identified by WWF-Hong Kong as one of our marine conservation priority areas. Over the years, we’ve consistently advocated for the expansion of Marine Protected Areas (MPAs) and related measures, to safeguard Hong Kong’s marine biodiversity in a more systematic and long-term manner.

In the May Day Golden Week, WWF was commissioned by the Agriculture, Fisheries and Conservation Department (AFCD) to deploy nearly 20 staff, ambassadors and guides each day to carry out public education and on-site engagement activities on the water and along coastal area at Sharp Island. Below is a summary of our actions and observations over the period:

🛶 On-water actions
Together with the AFCD, we installed floating buoys to guide snorkellers and kayakers away from entering and exiting through shallow, ecologically sensitive coral areas. While it was not yet peak snorkelling season, a small number of visitors did engage in snorkelling activities. We’d like to thank the snorkelling operators for their cooperation with the on-site arrangements. Importantly, no disturbance to corals was observed during this period.

🎪 Education booth
Visitors actively participated in our interactive games, with many sharing that they “finally understood what corals look like underwater.” We also took the opportunity to learn more about visitors’ places of residence and their purposes for visiting Sharp Island, to inform future conservation and management planning.

🚶‍♀️ Shoreline outreach
Our team proactively engaged visitors along the shoreline, reminding them to avoid disturbing marine life. Most members of the public were receptive and willing to cooperate, following the patient guidance of our conservation ambassadors.

Looking ahead to the upcoming public holidays over the next half year, our team will continue education and outreach at Sharp Island, with a minimum estimated deployment of 3,000 service hours. Our sincere thanks go to all snorkelling and kayaking guides, and our Ocean Ambassadors, for their dedication and hard work.

More importantly, to translate public willingness into durable and long-term conservation outcomes, there remains a clear need for a robust and legally binding statutory framework to support and institutionalise these efforts.

📢 We therefore call for:
1️⃣Broad support for the designation of a Marine Park at Sharp Island, to provide statutory protection for ecologically sensitive core areas
2️⃣In the wider Inner Port Shelter, active consideration of Other Effective Area-Based Conservation Measures (OECMs) to enhance overall management coherence and conservation connectivity
3️⃣Beyond habitat-based protection, a review of the population status of key marine species, with legal protection for ecologically important species such as horseshoe crabs and hard corals
4️⃣The development of a clear, overarching ocean governance vision based on ecosystem-based management, through the expansion of Marine Protected Areas and the implementation of OECMs, to safeguard other important marine habitats including Shui Hau Sandflat, Pak Nai, and Tolo Harbour and Channel
