It means Youths’ love of opportunities and technology. The founder and chairman of Y-LOT, Mr. Andy Fei Chi En, donated HKD 20m to The Hong Kong University of Science and Technology (HKUST). In December 2020, HKUST established the ‘Fei Chi En Education and Research Fund’ to promote the future development of SciTech and its education, such as advanced materials research, aerospace and automotives pr

ojects, biomedical research and procurement of related facilities. We aim at making knowledge of Science and Technology more accessible and approachable to everyone. With better knowledge, we all will aspire to have a brighter future. At the same time, we focus on the education of young people, build a SciTech platform for them, and vigorously support the development of scientific research projects.

【2026-27財政預算案｜全面推動AI+發展】

香港特區政府財政司司長陳茂波於2月25日發表《2026-27年度財政預算案》，將人工智能置於創科發展的核心位置，透過一系列前瞻性部署，推動AI融入產業發展與社會各界。

在戰略層面，政府成立由財政司司長主持的「AI+與產業發展策略委員會」，為產業轉型提供頂層設計，並以應用場景驅動「AI產業化、產業AI化」。與此同時，香港人工智能研發院將於下半年投入運作，沙嶺數據園區同步提升算力規模，為AI創新應用築牢根基。人才培育方面，政府撥款5,000萬元推動全民AI培訓，並將僱員再培訓局升格為「技能提升局」，務求讓不同年齡層的市民都能掌握AI技能，為經濟轉型升級儲備人才力量。公共服務層面，政府撥款1億元加速數智化轉型，並透過增撥資源開展數據科學分析，讓科技真正惠及民生。此外，預算案亦積極拓展生命健康科技、微電子、航天科技及量子科技等前沿領域，全方位完善創科生態圈。

【𝐓𝐡𝐞 𝟐𝟎𝟐𝟔-𝟐𝟕 𝐁𝐮𝐝𝐠𝐞𝐭 Highlights丨Fully Driving AI+ Development】

On 25 February 2026, HKSAR Financial Secretary Mr. Paul Chan Mo-po GBM, GBS, MH, JP announced “𝐓𝐡𝐞 𝟐𝟎𝟐𝟔-𝟐𝟕 𝐁𝐮𝐝𝐠𝐞𝐭,” positioning Artificial Intelligence at the very heart of Hong Kong's innovation and technology development. Through a series of forward-looking strategic deployments, the government aims to catalyze the deep integration of AI into industrial growth and across all sectors of society.

At the strategic level, the government has established the "AI+ and Industrial Development Strategic Committee," chaired by the Financial Secretary, to provide top-level design for industrial transformation and drive "AI industrialization and industrial AI-fication" through diverse application scenarios. Simultaneously, the Hong Kong AI Research Institute is set to become operational in the second half of the year, while the Sandy Ridge Data Facility Cluster will scale up its computing power to build a solid foundation for innovative AI applications. Regarding talent cultivation, the government has allocated HK$50 million to promote city-wide AI training and will upgrade the Employees Retraining Board into the "Upskill Hong Kong," ensuring that citizens of all ages can master AI skills to build a robust talent pool for economic upgrading.

In terms of public services, the government has earmarked HK$100 million to accelerate digital and intelligent transformation, while providing additional resources for data science analysis to ensure technology truly benefits people's livelihoods. Furthermore, the Budget actively expands into frontier fields such as life and health technology, microelectronics, aerospace technology, and quantum technology to comprehensively refine the I&T ecosystem.

2026年2月7日至8日，《贏在AI+》第二季香港專場路演圓滿舉行。是次活動由中央廣播電視總台《贏在AI+》節目組、香港優才及專才協會聯合主辦，深入發掘AI領域的創新潛力。𝐘-𝐋𝐎𝐓聯合創辦人兼行政總裁、香港政府數碼港「數碼轉型支援先導計劃」顧問及評審王靜嫻女士應邀出席活動，並擔任活動特邀主持人。

From February 7 to 8, 2026, the Hong Kong roadshow for the second season of "Winning in AI+" was successfully held. Together, they identified innovative projects with high commercial potential, positioning AI as a "Super Connector" for the integration of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).

The roadshow successfully established a vital platform bridging innovative ideas, capital, and industrial resources, highlighting the innovative prowess and development potential of Hong Kong and the GBA in the AI field. 行程首日，王靜嫻女士重點調研了無錫梁溪科技城的關鍵創新平台，包括無錫腦機科學創新示範中心與人工智能協同創新基地，深入了解了非侵入式腦機接口技術的最新應用進展及人工智能算力基礎設施的產業賦能模式，並到訪錫躍SPACE（無錫青年創新創業基地），考察其培育新生產力、打造青年發展型載體的創新生態。

【𝐘-𝐋𝐎𝐓 Connecting Cutting-Edge Technology Resources to Strengthen Cooperation between Wuxi and Hong Kong】

On 26-27 January 2026, 𝐌𝐬. 𝐄𝐥𝐚𝐢𝐧𝐞 𝐖𝐨𝐧𝐠, 𝐂𝐨-𝐟𝐨𝐮𝐧𝐝𝐞𝐫 & 𝐂𝐄𝐎 𝐨𝐟 𝐘-𝐋𝐎𝐓, and Founding President of Hong Kong Liang Xi Association, led a delegation to Liangxi District, Wuxi City, Jiangsu Province. The visit aimed to facilitate in-depth activities centred on technological innovation and industrial transformation.

During the first day, Ms. Wong focused on key innovation platforms in Wuxi Liangxi Sci-Tech City, including the Wuxi Brain-Computer Science Innovation Demonstration Center and the AI Collaborative Innovation Base. She gained insights into the latest developments in non-invasive brain-machine interface technology and AI infrastructure. The delegation also visited Xiyue SPACE, a youth innovation and entrepreneurship base, to explore its ecosystem for fostering new productivity and supporting youth development.

On the second day, leveraging its expertise, 𝐘-𝐋𝐎𝐓 invited Mr. Edmund Chan, Co-founder and COO of Meat the Next, for a specialized alignment session. At the Wuxi Research Institute of Future Food, he engaged in discussions with experts from the Wuxi Jiangnan Future Food Research Institute about trends in future food R&D, market demands, and industrial partnerships. This exchange laid a solid foundation for collaboration in food technology between Hong Kong and Liangxi, aiming to drive innovation and upgrade both regions' food industries.

This visit effectively facilitated resource alignment and project consensus between Wuxi and Hong Kong in key areas of SciTech innovation. 12月14日，𝐘-𝐋𝐎𝐓聯合創始人兼行政總裁王靜嫻女士受邀前往香港理工大學無錫科技創新研究院進行考察交流。在考察中，王靜嫻女士與智仁藥業國際有限公司行政總裁曹晨、無錫空港經開區管委會副主任季要芳等領導，一同實地了解了已落地無錫的智仁藥業「神經營養素項目」的最新進展。

智仁藥業「神經營養素項目」是獲得香港「產學研1+計劃」資助並落戶無錫的重點項目之一。項目團隊曾於今年4月參與「𝐘-𝐋𝐎𝐓錫港科創交流團」進行深入對接，並最終於8月成功簽約落戶。此次考察旨在對項目落地後的推進情況進行實地跟進。

從王靜嫻女士推動首個項目「原子半導體」落地，到持續跟進「神經營養素」項目，𝐘-𝐋𝐎𝐓始終積極發揮橋樑作用，協助具有潛力的創科項目在無錫實現產業轉化，務實推動「孵在香港，產在無錫」的發展路徑。

【𝐘-𝐋𝐎𝐓 Visits PolyU-Wuxi Technology and Innovation Research Institute for Inspection and Exchange】

On 14 December 2025, 𝐌𝐬. 𝐄𝐥𝐚𝐢𝐧𝐞 𝐖𝐨𝐧𝐠, 𝐂𝐨-𝐟𝐨𝐮𝐧𝐝𝐞𝐫 & 𝐂𝐄𝐎 𝐨𝐟 𝐘-𝐋𝐎𝐓, was invited to the PolyU–Wuxi Technology and Innovation Research Institute for a formal inspection and exchange visit. During the visit, Ms. Wong met with officials of the Wuxi Municipal Government, including Ms. Yaofang Ji, Deputy Director of the Wuxi Airport Economic Development Zone Management Committee, and Mr. Chen Cao, CEO of AIM Pharmaceutical International Ltd. The discussions provided an in‑depth, on‑site understanding of the latest progress of AIM Pharma’s “Oxyphylla A” therapeutic project, which has officially landed in Wuxi and commenced operations.

The “Oxyphylla A” project is one of the flagship initiatives supported under Hong Kong’s “RAISe+” Programme, with Wuxi as its operational base. The project team joined the 𝐘-𝐋𝐎𝐓 “Wuxi–HK SciTech Exchange Tour” in April 2025 for substantive dialogue, subsequently signing the agreement and completing SciTech project landing in August 2025. This visit was a follow‑up to review the project’s implementation and early development after establishment.

From facilitating the landing of the pioneering Atomic Semiconductor Project to continuously supporting the advancement of the Oxyphylla A initiative by 𝐌𝐬. 𝐄𝐥𝐚𝐢𝐧𝐞 𝐖𝐨𝐧𝐠, 𝐘-𝐋𝐎𝐓 has remained steadfast in its role as a strategic bridge, enabling high‑potential SciTech projects to achieve industrial transformation in Wuxi. Through pragmatic collaboration, 𝐘-𝐋𝐎𝐓 continues to champion the development model of “incubating in Hong Kong, producing in Wuxi,” fostering deeper cross‑regional innovation synergy and accelerating the commercialisation of scientific research achievements.

我們對大埔宏福苑大火造成的傷亡深感悲痛。在此沉重時刻，𝐌𝐈𝐇 𝐂𝐥𝐮𝐛決定取消原定舉行的「City Light Gala」週年活動，以表達對逝者的深切哀悼及對受影響家庭的誠摯慰問。

我們將全力投入災後援助工作，為受影響家庭提供必要支援，共同渡過難關。願逝者安息，傷者早日康復，期盼受影響家庭在社會各界的支持下早日重建家園，重過正常生活。

【In Memory of the Deceased, Standing Together Through Adversity】

We express our profound sorrow over the casualties and injuries caused by the devastating fire at Wang F*k Court in Tai Po. At this heavy moment, the 𝐌𝐈𝐇 𝐂𝐥𝐮𝐛 has decided to cancel the upcoming City Light Gala annual event originally scheduled for 7 December 2025. This decision is made with deepest sorrow, as a mark of respect and mourning for those who lost their lives, and with sincere sympathy to the families affected.

At this difficult time, we will devote our full effort to post-disaster relief, providing necessary support to the affected households and standing in solidarity with them as they navigate this hardship. We extend our heartfelt prayers that the deceased may rest in peace, the injured may recover speedily, and the affected families may swiftly rebuild their homes and regain normalcy in their lives with the support of the wider community.
