ISCM supports the Government’s new policy initiative to grant permission for presence of dogs on food premises, and views this as a positive step towards fostering a more inclusive, vibrant, and experience-led city offering.
Food & Environmental Hygiene Department (FEHD) has arranged four trade sharing sessions to F&B operators on the proposed arrangements on 11, 12, 13 and 28 May. ISCM is pleased to be represented by our Vice-Chair, Internal Affairs, Michelle Lee, and Vice‑Chair of General Affairs, Monica Hong, who share current pet-friendly policy in Hong Kong malls to the participants.
Through these sessions, ISCM is contributing practical experience and insights from the shopping centre and F&B sectors.
Three key themes emerged from the discussions:
1️⃣ A new opportunity for shopping centre and dining
The policy reflects evolving consumer expectations, where pets are increasingly integrated into daily lifestyles. Pet-friendly dining presents a clear opportunity to enhance Hong Kong’s retail appeal, drive footfall, and increase dwell time — generating tangible commercial value for shopping centres and F&B operators.
2️⃣ Advancing experience-led placemaking
Allowing dogs in approved food premises supports the continued shift towards experience-driven retail environments. It enables operators and landlords to create more engaging, differentiated destinations that foster stronger emotional connections with customers.
3️⃣ The importance of practical implementation
The industry welcomes the development of a clear and workable framework covering hygiene standards, operational arrangements, and stakeholder responsibilities. Effective and practical implementation will be critical to ensuring industry confidence while upholding public health standards.
This initiative represents both a response to market demand and a forward-looking business opportunity. With thoughtful ex*****on, it has the potential to create shared value for the city, for shopping centres, for operators, and for customers, further strengthening Hong Kong’s position as a leading retail and dining destination.
