Below are the detailed description function and authority of The Council from the Constitution:
FUNCTIONS OF THE COUNCIL (Ref. The Constitution, Article 12.2)
The Council acts as the legislature branch, which is responsi
ble for legislation and regulation of finance of HKUSTSU. Its duties include:
- consideration and approval of applications for affiliation to the Union
- supervision, advice, proposing and passing rules and regulations on all sub-organizations
- interpretation of and proposing amendment to the Constitution
- consideration and approval of Master Budget of the Union
- application of Union subsidies
together with other issues and matters. Council By-laws, Section II)
1) LEGISLATIVE
1.1) To interpret the Constitution;
1.2) To scrutinise the constitutions of the Union Sub-organisations;
1.3) To make By-laws of the Council;
1.4) To determine terms of reference of the standing committees of the Council;
1.5) To pass any rules or regulations that shall be binding on all sub-organisations of the
Union.
2) SUPERVISORY
2.1) To supervise and advise on all sub-organisations of the Union so as to ensure proper
administration and representation of members by them;
2.2) To supervise executive work of the Union;
2.3) To discuss and adopt the proposals presented by the statutory bodies of the Union;
2.4) To discuss and, if thought fit, to approve application of affiliation to the Union;
2.5) To receive and consider half-yearly report of the Executive Committee, the Editorial
Board and Popularly Elected Councilors.
3) FORMULATION OF POLICY
3.1) To consider the recommendation of the standing and ad-hoc committees and shall
approve the same with or without amendment, if thought fit.
4) FINANCIAL
4.1) To discuss, and if thought fit, to approve the budget submitted by the statutory bodies
of the Union;
4.2) To receive financial report from the statutory bodies after the completion of any
activities;
5) APPOINTMENT
5.1) To make appointments to the Standing Committees of the Council after receiving the
recommendations made by the Council Officials.
6) GENERAL BUSINESS
6.1) To manage business assigned to the Council by the Constitution
6.2) To manage business furthering the function 1 to 5
