計劃對象主要為區內的獨居/雙老長者及家庭。套用能力為本的概念，激活長者及家庭的潛藏能力，並善用地區的人、物及環境資源，透過分享及互助過程，協助居民重拾鄰里互助精神。透過長者、家庭及社區人士努力，共同活化大興邨，打造一個具健康及凝聚力的社區，建立多元的互助及支援網絡，以社區承托家庭。
