⚜️Message from Chief Commissioner⚜️
前陣子,我在跑步時遇見幾位深資童軍在旅團領袖的帶領下進行獎章考驗。當刻,我感到很高興,在跑步期間遇見童軍兄弟姊妹,便立刻停下來與他們自拍,且十分感激前線領袖的努力付出,他們投入的服務時間和對童軍運動的熱忱實在值得嘉許。
我最近亦與吳家亮總監接見了各區區總監,進行交流及聽取意見,以了解各區的前線需求及強弱危機。總會將把保留成員、招募領袖及簡化旅團行政工作列為首要任務,我們希望各區區總監能與各旅團加強溝通,提供適切支援,確保旅團運作順暢,提升整體效能。
為簡化行政程序,總會已在資訊科技領域上投放更多資源,短期內會推出「網上報名及付款系統」來收取活動及訓練班的費用。新版的「童軍成員資訊系統」亦會簡化領袖委任、續任及資料更新的流程,而「童軍學習系統」將提供更多教材和學習資源,幫助旅團集會及成員訓練。
總會計劃在未來兩年推出優化行政工作的系統,以改善目前對前線支援不足的情況及減輕前線領袖繁重的行政工作,新系統將以前線領袖的工作為本,包括查閱和更新成員訓練進度、簽發證書、集會出席記錄等團務工作,並會提供家長帳戶以方便報名和回覆管理。此外,系統會整合各種登入方式和資料聯通,以簡化報名、資料更新、周年人數統計及購買徽章等流程。
訓練方面,總會於本年初成立了支部檢討工作小組,以檢視各支部的年齡層分布,並會修訂訓練綱要,確保能與時並進,切合成員的需求。目前,小組已完成各支部的年齡層建議和發展特色,接下來將規劃各支部的訓練內容和進度,並銜接各項活動。青年事務諮議會也會提供意見,以協助相關工作。我們的目標是在2025年6月完成修訂框架,進行諮詢,並在新學年試行。
為了支援前線領袖及回應其訓練需要,總會訓練署正在探索新的領袖訓練方向,包括引導技巧、精神健康、特殊學習需要、靈性發展及可持續發展目標(SDGs)等新領域,並會介紹一些新工具,例如PiScOut。我們會不定期檢視現有項目,開拓新的活動,豐富訓練內容,使前線領袖能夠更有效地掌握新技能。
經理解每位前線領袖的個人需要後,我們已推行網上學習。今年4月起,領袖初級訓練班已採用混合模式。訓練署正積極籌劃推出「新木章訓練系統」,目的是採取靈活形式以方便童軍成員學習,縮短獲取木章的時間。「新木章訓練系統」將於2025年第一季公布,並計劃於第二季全面推行,進一步優化木章訓練課程。屆時,不同階段的課程將可透過網上學習進行,並可同時展開在職訓練,以達致更靈活及高效率的學習模式。
我享受童軍運動的傳統精神,也明白團隊合作的重要性。前線領袖們的奉獻和熱誠值得我們每個人學習,而各署所作的優化與支援措施,無疑將為旅團的運作帶來新的活力。通過簡化行政流程和提供多元化的訓練,我們希望能支援前線領袖及滿足青少年的需要。未來,我會繼續與大家並肩同行,拓展童軍運動,不忘初心,讓每位童軍成員都能在這個童軍大家庭中茁壯成長。

I met several Venture Scouts by chance not long ago while I was jogging. They were undergoing a badge assessment under the supervision of their leaders. I was very pleased to meet my fellow Scouts during my jog, so I immediately stopped to take a selfie with them. I am really grateful for the hard work of our frontline leaders, their commitment and passion for the Scout Movement is truly commendable.
Mr Jason NG Ka-leung and I have recently met all District Commissioners to exchange ideas and gather feedback to understand the needs and challenges of the front-line leaders in each district. Members retention, leaders recruitment and simplification of administration work of Scout groups are the top priority of our Association. We hope that District Commissioners can strengthen the communications with their Scout groups, provide appropriate supports, and ensure the smooth operation of each Scout group, so as to enhance overall efficiency.
To simplify administrative procedures, the Association has invested more resources in Information Technology. In the short term, we will launch an "Online Enrolment and Payment System" to collect enrolment fees for activities and training. The new version of the "Scout Member Information System" will also streamline processes for Scout appointments, warrant renewal, and data updates. Additionally, the "Scout Learning System" will provide more teaching materials and learning resources to support Scout group meetings and members training.
The Association plans to launch an optimized administrative system over the next two years to address the current lack of front-line support and alleviate the heavy administrative workload on front-line leaders. This new system will focus on the tasks of front-line leaders, including review and update of members’ training progress, certificates issuance, and attendance recording. It will also provide parent accounts for easy registration and response management. Furthermore, the system will integrate various login methods and data connectivity to simplify processes such as registration, data updates, annual census, and badge purchases.
In terms of training, the Association has formed a task force earlier this year to review the age distribution of various Scout sections and will revise training scheme to ensure that the training progress would keep pace with the times and meet our members' needs. The task force has already completed recommendations for age levels and development characteristics for each section. Next, they will plan training content and schedules for each section and coordinate various activities. The Youth Affairs Advisory Council will also provide input to assist with this work. Our goal is to complete a revised framework by June 2025, conduct consultations, and pilot it in the following new school year.
To support front-line leaders and respond to their training needs, Training Branch is exploring new directions for leaders training, including guidance skills, mental health, special learning needs, spiritual development, and Sustainable Development Goals (SDGs). They will also introduce new tools, such as PiScOut. We will periodically review existing projects, develop new activities, and enrich training content to enable front-line leaders to master new skills more effectively.
After understanding the individual needs of each front-line leader, we have implemented online learning. Since April this year, the General Information Course has adopted a hybrid model. The Training Branch is actively planning to launch the "New Wood Badge Training System", aimed at providing flexible formats to facilitate scout leaders' learning and shorten the time required to earn their woodbadges. The "New Wood Badge Training System" will be announced in the first quarter of 2025 and is planned for full implementation in the second quarter, further optimizing the woodbadge training curriculum. By then, different stages of the courses will be available through online learning, with in-service training conducted simultaneously to achieve a more flexible and efficient learning model.
I enjoy the traditional spirit of Scouting and understand the importance of teamwork. The dedication and enthusiasm of front-line leaders are worthy of emulation by each of us. The optimization and support measures undertaken by various departments will undoubtedly bring new vitality to Scout group operations. By simplifying administrative processes and providing diverse training, we hope to support front-line leaders and meet the needs of young people. In the future, I will continue to walk alongside everyone, expand the Scout Movement, stay true to our mission, and ensure that every Scout member can thrive in this great Scouting family.
