本會在柬埔寨開展的「消除白內障致盲項目」，已於9月從磅士卑省遷至磅通省新項目點。本會高級顧問叢培勝、柬埔寨顧問盧雨明、廣西醫療隊隊長徐帆、磅通省副省長HAN Kosal及省衞生廳廳長Dr. PEK Kimsan，於9月23日在磅通省出席項目啟動儀式，並為首批復明患者揭紗布。

柬埔寨項目由本會與廣西壯族自治區衞健委合作。自2022年12月以來，在全國包括波羅勉省、磅士卑省派出了17批廣西醫療隊，為當地民眾提供超過6,600例免費白內障手術。

GX’s “Cataract Blindness Elimination Programme” in Cambodia has relocated from Kampong Speu to a new project site in Kampong Thom in September. GX Senior Advisor CHUNG Pui-shing, Cambodian Advisor LUU Meng, Guangxi Medical Team Head Dr. XU Fan, Deputy Governor of Kampong Thom Province H.E. HAN Kosal, and Director of the Kampong Thom Provincial Health Department Dr. PEK Kimsan attended the programme’s launch ceremony in Kampong Thom on 23 September, unveiling eye patches for the first batch of patients who have regained their sight.

The programme in Cambodia is a collaboration between GX and the Health Commission of Guangxi Zhuang Autonomous Region. Since December 2022, a total of 17 cohorts of Guangxi medical teams have been dispatched across the country, including Prey Veng and Kampong Speu provinces, providing more than 6,600 free cataract surgeries for local residents.

過去四年，本會旗艦項目「消除白內障致盲項目」逐步由依賴病人主動求醫的模式，轉為更積極主動的服務模式，將篩查服務延伸至偏遠社區，把重見光明的希望帶進更多醫療資源相對不足的地區。透過在當地衞生所開展下鄉篩查，醫療隊能及早識別白內障患者，協助他們接受免費手術治療，同時推動醫療資源更精準地惠及有需要的人群。

第17批廣西醫療隊於9月16日至18日，在柬埔寨磅通省內三個衞生所開展下鄉篩查工作，包括位於磅斯威縣的 Kork Ngoun Health Center和San Kor Health Center及位於斯登森市的 Sra Yov Health Center。 是次篩查共為303名居民提供眼科檢查，其中150名白內障患者獲診斷，團隊已逐一為他們安排手術治療。

Over the past four years, GX’s flagship “Cataract Blindness Elimination Programme” has gradually evolved from a model that relied on patients seeking treatment to a more proactive service approach, extending screening services into remote areas and bringing the hope of restored vision to underserved communities. Through outreach screenings at local Health Centers, medical teams can identify cataract patients, facilitate access to free surgery, and ensure that medical resources reach the communities most in need.

Between 16 and 18 September, the 17th cohort of the Guangxi Medical Team conducted outreach screening activities at three Health Centers in Kampong Thom Province, Cambodia, including Kork Ngoun Health Center and San Kor Health Center in Kampong Svay, and Sra Yov Health Center in Stueng Saen. A total of 303 individuals were screened, with 150 cataract patients identified. The medical team has arranged surgery for all identified patients.

GX’s Project Officer, OUYANG Jun-yi, shares her experience of undertaking her first overseas duty trip while leading a tour for students from Hong Kong and Macao. Reflecting on her transition from a participant in overseas service programmes to a leader, she recounts the personal growth that came with taking on greater responsibilities. Through her involvement in public health initiatives, team coordination, and community engagement, she gained first-hand insight into the challenges and significance of humanitarian work, while witnessing how sincere exchange can transcend cultural and language barriers and foster people-to-people connectivity.

與盧旺達衞生部簽合作備忘錄 啟動三年蟲媒疾病防控項目

本會於9月16日與盧旺達衞生部以線上形式簽署備忘錄，正式啟動為期三年的「全國瘧疾、登革熱及其他蟲媒疾病防控項目」，盧旺達正式成為第13個項目國。儀式由本會主席梁振英與中國駐盧旺達大使高文棋見證，並由本會總幹事陳英凝教授與盧旺達衞生部部長恩桑齊馬納（Sabine NSANZIMANA）共同簽署。

適逢今年是中盧建交 55 週年，是次合作深化了雙方在公共衞生領域的合作關係。根據備忘錄，本會將捐贈3.6萬份瘧疾和登革熱快速測試劑、1.8萬個蚊帳、6,500盞滅蚊燈、逾32萬張蒼蠅紙及大量宣傳教育材料。

MOU Signed with Ministry of Health of Rwanda for Three-Year Vector-Borne Disease Control Programme

On 16 September, GX Foundation signed a Memorandum of Understanding (MoU) online with the Ministry of Health of Rwanda, officially launching the three-year “National Malaria, Dengue Fever, and other Vector-Borne Disease Control in Rwanda” programme, with Rwanda becoming GX’s 13th project country. The signing ceremony was witnessed by Chairman LEUNG Chun-ying, and Chinese Ambassador to Rwanda, GAO Wen-qi, and signed by CEO of GX Foundation, Professor CHAN Ying-yang, Emily, and Minister of Health of Rwanda, Sabine NSANZIMANA.

This year marks the 55th anniversary of diplomatic relations between China and Rwanda, and the collaboration further strengthens bilateral cooperation in public health. Under the MOU, GX Foundation will donate 36,000 malaria and dengue rapid test kits, 18,000 bed nets, 6,500 mosquito lamps, more than 320,000 sticky fly traps, as well as a substantial quantity of public education promotional materials to support disease prevention and control efforts.

本會昨日（9月15日）於北京舉辦「眼科四周年論壇：共享四年的前瞻——超越白內障」，全面回顧「消除白內障致盲項目」啟動四年來，在五個項目國所取得的實踐經驗與成果，會上更首次公布即將應用於烏茲別克斯坦的最新升級版移動眼科手術車。

論壇出席嘉賓包括本會主席梁振英、國家衞健委國際合作司（港澳台辦公室）司長馮勇、世衞組織駐華代表馬丁·泰勒、四省區（廣西、山西、黑龍江、福建）衞健委及醫療隊代表、老撾衞生部代表、項目國駐華大使、本會理事及高級顧問林順潮教授、國際組織、內地眼科和衞生外交專家等。

截至目前，本會已累計為項目國民眾完成超過5萬4千次免費檢查及3萬1千例白內障手術。本會將持續響應世衞組織「提升2030年全球有效白內障手術覆蓋率（eCSC）」的倡議。項目的成功實踐充分證明，國際人道救援已超越傳統醫療框架，邁向跨國合作、以人為本的綜合發展新階段。

GX Foundation hosted the Anniversary Eye Forum, “GX 4 Years On – Vision Beyond Cataract,” in Beijing on 15 September to review the remarkable achievements of its “Cataract Blindness Elimination Programme” in the five project countries over the past four years. During the forum, GX Foundation also unveiled its latest upgraded Mobile Eye Treatment Centre, which will be deployed in Uzbekistan.

Participants in the forum included Chairman of GX Foundation, LEUNG Chun-ying; FENG Yong, Director-General of the Department of International Cooperation (Office of Hong Kong, Macao and Taiwan Affairs); Martin TAYLOR, World Health Organization (WHO) Representative to China; representatives of the National Health Commissions and medical teams from the four provinces and regions (Guangxi Zhuang Autonomous Region, Shanxi, Heilongjiang, Fujian Province); representatives of the Lao Ministry of Health; ambassadors of project countries to China; Board Members of GX Foundation; Dennis LAM Shun-chiu, Senior Advisor of GX Foundation; as well as representatives of international organisations and experts in ophthalmology and health diplomacy from the Chinese Mainland.

To date, GX Foundation has provided more than 54,000 free screenings and completed over 31,000 cataract surgeries for people in its project countries. GX will continue to support WHO’s initiative to increase the global effective Cataract Surgical Coverage (eCSC) by 2030. The success of the programme demonstrates that international humanitarian assistance has evolved beyond the traditional healthcare framework, entering a new stage of comprehensive development characterised by cross-border collaboration and a people-centred approach.

毛塔白內障項目完成逾3千例手術 與黑龍江省衞健委合作延至2031年

在本會主席梁振英見證下，總幹事陳英凝教授與黑龍江省衞健委主任欒楓今日 (9月14日)以線上的形式簽署新的五年合作備忘錄，將「消除白內障致盲項目」合作延續至2031年。

自2023年10月以來，黑龍江省衞健委已派出11批醫療隊，先後赴毛里塔尼亞首都努瓦克肖特及距首都逾600公里的基法市，為超過1.3萬名當地民眾提供眼科檢查，並完成逾3300例免費白內障手術，受到當地民眾廣泛好評。

Over 3,300 Cataract Surgeries Completed in Mauritania
Cooperation with Heilongjiang Provincial Health Commission Extended to 2031

On 14 September, witnessed by GX chairman LEUNG Chun-ying, CEO Professor CHAN Ying-yang, Emily, and LUAN Feng, Party Secretary and Director of the Heilongjiang Provincial Health Commission, signed online a new five-year Memorandum of Understanding (MOU), extending the cooperation under the Cataract Blindness Elimination Programme to 2031.

Since October 2023, the Heilongjiang Provincial Health Commission has dispatched 11 cohorts of medical teams to Nouakchott, the capital of Mauritania, and Kiffa, located more than 600 kilometres from the capital. The teams have conducted eye screenings for more than 13,000 local residents and completed over 3,300 free cataract surgeries, receiving widespread appreciation from the local community.

本會於9月4日在瓦努阿圖維拉港，圓滿完成「2026–2027瓦努阿圖衞生健康及援災無人機項目」為期五天的專業操作培訓。當地六省及國家級部門的16名學員全數通過考核獲頒結業證書，項目正式進入實施階段。

啟動儀式由中國駐瓦努阿圖大使李名剛、衞生部部長Robert BOHN、本會高級顧問劉志堂及人居環境總監陳楊出席。面對當地複雜地形與頻繁天災所造成的醫療物流困境，本會將援入先進無人機執行藥品與物資調配，為偏遠社區構築一條守護健康的「空中生命線」。

GX Foundation successfully concluded a five-day professional training programme for the "Dual-Use Drone Project for Routine Health Operations and Disaster Response in Vanuatu 2026–2027" in Port Vila, Vanuatu, on 4 September. 16 trainees representing national-level departments and all six provinces passed their assessments and received certificates of completion, marking the project's official transition into the implementation phase.

The launch ceremony was attended by LI Ming-gang, Chinese Ambassador to Vanuatu; Hon. Robert BOHN, Minister of Health of Vanuatu; LAU Chi-tong, Senior Advisor of GX; and CHEN Yang, Director (Habitat) of GX. In response to the healthcare logistics challenges posed by the region's complex terrain and frequent natural disasters, GX will deploy advanced drone technology to facilitate the delivery of medical supplies and emergency aid, establishing an "aerial lifeline" to safeguard the health and well-being of communities across Vanuatu.

帶．路共享｜物流採購人員的「民心相通」之路

本會高級供應鏈專員盧子俊於今年五月迎來首次海外出差，走進東非盧旺達的難民營與貧困村莊。他在當地親歷前線需求與後勤物流的緊密連結，深刻體會到「真正的援助」遠不止於物資運送，而是每一步都必須穩妥落實，任何延誤都可能錯過重要時機。他分享了在盧旺達的所見所感，這趟旅程不但讓他增強大局觀，更堅定他以踏實專業的態度，繼續守護這條推動民心相通的生命線。

HK01 Column Article: Belt & Road Sharing｜The Path of "People-to-People Connectivity" for Logistics Personnel

GX's Senior Supply Chain Officer, LUK Tsz-chun, Dino, went to his first overseas work trip this May, visiting refugee camps and underdeveloped villages in Rwanda, East Africa. He experienced the interrelationship between frontline needs and logistics there, realising that "real aid" goes far beyond just delivering supplies; every step has to be carefully implemented, and any delay could mean missing important opportunities. He shared that this trip not only strengthened his overall perspective but also strengthened his determination to continue guarding the lifeline which promoting people-to-people connectivity with a pragmatic and professional attitude.
