LIM's 2025 Annual General Meeting will be held this Friday 13 June, 7.15pm at Village Kitchen, Mui Wo (18A Mui Wo Ferry Pier Road).

See below LIM's email to the Ombudsman re: Investigation into Animal Management and Welfare in Hong Kong - Water Buffalo & Brown Cattle Herds on Lantau Island:

As part of the investigation you announced on 27th December last year, Living Islands Movement (LIM) would like to offer the following comments on the deteriorating situation of Lantau’s Water Buffalo and Brown Cattle herds:

The Government’s stated policy towards Lantau Island as expressed in the mandate of Sustainable Lantau Office is “Development in the North, Conservation in the South”.

Much work has been done in recent years to, for example, rezone the South Lantau Coast to reflect this policy and designate certain parts as Conservation Areas - including the Pui O wetlands, which is noted for the fine buffalo herd there and symbiotic flora and fauna.

However, as regards the conservation of much-loved Buffalo and Brown Cattle herds, we find that AFCD’s approach towards them has been ambivalent and inconsistent over a long period of time.

This appears to reflect the divergence in opinion between development interests represented by bodies such as LANDAC, Island District Council and Rural Committees, which see the animals as an obstacle to the building of more Village Houses (“Small Houses”) etc., and the wider public.

On the other hand, the great majority of ordinary residents, visitors and tourists greatly value the Buffalo and Cattle and the contribution they make to the peaceful, natural, bio-diverse ambience of rural Lantau.

Some senior management of AFCD have in the past stated that they do not consider that Buffalo (in particular) have any conservation value. This is highly controversial among other experts and it is clear that the wetland environments mentioned will be radically altered if buffalo are not present.

At the same time, AFCD Cattle Management Division have implemented a programme of Capture, Sterilization (particularly of female animals) and Return. The stated intention is to stabilize the populations at sustainable levels so that the Buffalo and Cattle can co-exist with the people of Lantau and Hong Kong.

Unfortunately, however, recent events, including the sad death of the only buffalo calf born last year on Lantau, the fact that no new brown cattle calves have been born for several years and the abrupt removal of a (unknown) number of animals, strongly suggest that this policy has been pushed too far. We believe it should be reviewed and corrected.

We welcome your decision to investigate animal management issues in Hong Kong and in particular those concerning the Buffalo and Brown Cattle Herds on Lantau. We trust that the outcome will lead to a more clear, open and effective management regime that ensures the long-term survival of Lantau’s iconic herds, in a sustainable manner, to the benefit of all.

We learned that CEDD/Lands Department have withdrawn a notice of application for a permit to conduct ground investigations near Wang Tong Village, intended as part of the feasibility study for a possible Road Tunnel to connect Mui Wo to North Lantau, due to the high number of objections.

However, a new application is being posted for a permit to conduct the same works, with a slightly reduced footprint (e.g. no notice of land reclamation in the Silvermine Bay area). We have been advised that this will be the only ground investigation for the road tunnel feasibility study and that it covers both potential options (i.e. a tunnel via Discovery Bay or a tunnel to Siu Ho Wan).

Government Departments (CEDD and Lands) are drawing up plans to construct a Road Tunnel from Mui Wo to North Lantau. As the public notice states, one option that is being seriously considered is to site the entrance to the tunnel on Silvermine Beach.

This would entail permanent closure of the public beach, reclamation of the central section of the waterfront and demolition of all the buildings and facilities between the mouth of Wang Tong River and Tung Wan Tau.

LIM is strongly opposed to this proposal and has lodged objection to the ground investigation works to try to prevent it from getting off the ground. The CEDD feasibility study is due to report in mid-2025. It is clearly not in line with the CEDD Sustainable Lantau Office mandate for “Development in the North, Conservation in the South”.

This Sunday, 28 July, will be the closing date for comments on the initial ideas for the South Lantau Eco-recreation Corridor. The Government's website with all available information can be found at https://www.lantau.gov.hk/en/corridor/ - The initiative includes the development of leisure, recreation and vacation facilities at Shek P*k, Shui Hau, Cheung Sha and Pui O.

Apart from the formal business of the AGM, Mr. Peter Broome from the Mui Wo Face Lift project team will update us on the progress and forward planning of this major infrastructure project, followed by a Q&A.

+++ Protect the Pui O wetlands with us +++

Following the proposed rezoning of the Pui O wetlands, LIM will conduct a baseline survey on Saturday 13 April, and we welcome everyone to take part! It'll be from 2pm to 4.30pm starting in Ham Tin. The aim is to create a comprehensive database of the pre-existing status of the new Conservation Area from photographs with accurate cross-references to official maps. This record can then be used to identify and report any new examples of misuse, so that these can be actioned by the government departments.
