MEANINGFUL PARTICIPATION IN FOSTERING DISABILITY INCLUSIVE SOCIETIES IN BOUGAINVILLE.

International Disability Day, celebrated in Bougainville, marked a significant milestone towards advancing inclusion between CARE International PNG and the Bougainville Disabled Persons Organisation.

With the endorsement of the Autonomous Bougainville Government’s Department of Community Development, a Memorandum of Understanding (MoU) was signed between CARE International in PNG’s Bougainville office and the Bougainville Disabled Persons Organisation. The MoU reaffirmed their shared commitment to collaborate broadly and inclusively to promote and advance disability inclusion across the Autonomous Region of Bougainville (AROB).

This MoU, established with support from key disability stakeholders and advocates, including Kevin Akike, aims to enhance coordination, promote inclusive participation, facilitate knowledge sharing, encourage joint advocacy, and create opportunities for capacity building for the two organisations.

Ms Aidah Kenneth, President of the BDPO, stated that making this MoU visible sends a clear message about the governments and partners’ commitment to disability inclusion.

The Secretary for ABG’s Department of Community Development, Mr Medley Koito, reiterated that the signing of this MoU is an indication of the Autonomous Bougainville Government’s (ABG) commitment to implementing the Bougainville Disability Policy and called for a commitment to put it into action.

CARE remains committed to learning from our partners and ensuring everyone is included in community development and humanitarian responses.

Through the Bougainville Partnership, Australia and New Zealand support the MoU between the two organisations. In partnership with the ABG, Australia and New Zealand actively promote cross-sector collaboration among implementing partners and grantees to ensure that disability inclusion is integrated into programs and communities across the Autonomous Region of Bougainville.

BAMPUROMPON COMMUNITY: A SAFE AND HAPPY PLACE FOR EVERY CHILD.

CARE International in PNG through Child Protection in Education Project is supporting to build brighter futures, a safe, inclusive, and nurturing environment in communities where children can learn, play, and grow.

Bampurompon community, Wampar Local Level Government, Huon Gulf District, Morobe Province, will now benefit from their newly established Child Friendly Space (CFS) centre.

This centre is the hub of knowledge sharing and learning involving various in-door and out-door activities for children of different age groups from 3-5 year, 6-12 years and 13-17 years.

Through engaging activities, learning support, and psychosocial care, the CFS centre helps children feel protected and inspired in a way giving them the tools to dream big and thrive.

Once Bampurompon community members understood the importance of the CFS centre, interest grew with increased numbers to be trained as CFS volunteers and care givers to continue the daily CFS activities in the centre.

Together with the communities, we’re creating a more friendly and safer space where every child’s right to learn and be heard is valued.

This initiative to transform children’s learning in communities and strengthen resilience, is delivered through partnership with the National Department of Education, Morobe Provincial Government, and UNICEF, with funding from KOICA.

CARE International PNG: 📣 It's International Day for Disaster Risk Reduction! 📣

The message this year is loud and clear: We must , Not Disasters! ⛈️💰. The reality is that spending money on rebuilding after a flood or landslide costs far more than helping communities prepare beforehand. It's time to break the cycle of crisis and response!

We're celebrating action in PNG! 🎉

In Gitunuha Community in Lapegu, Goroka District, Eastern Highlands Province, CARE proudly supported the communities as we held PNG's first-ever pre-flood simulation exercise!

This meant:
✅ Local women and men practiced safe evacuation routes.
✅ Community Based Flood Early Warning Systems were tested
and strengthened.
✅ Communities took charge of their own safety.

This is what investing in resilience looks like! It means protecting families, crops, and schools—it means !

We urge international donors and the PNG government: Make sure funds go towards preparedness, and ensure every new road, building, and development project is planned with disaster risk in mind.

A Step Toward Inclusion in Bougainville

A recent workshop in Bougainville brought together local government, disability rights advocates and NGOs to discuss better ways of including people with disabilities in community work. Key takeaway? Collaboration is key.

With the facilitation of disability rights advocate Kevin Akike, participants worked on strategies to integrate disability inclusion into CARE's projects and strengthen local partnerships. Key learnings included using standardised data collection tools and database management, which is to be led by Bougainville Organisation of Persons with Disabilities (BOPD) and supported by partners such as CARE.

The big win: A draft MoU that outlines commitments for lasting change in disability inclusion!

As Ms. Aidah Kenneth, President of the BOPD, shared: “This MoU is a vital tool for advocating for the rights of persons with disabilities. It clarifies what is expected from each partner and highlights our shared roles. If we can make this MoU visible, it will serve as a powerful statement about the government and partners' commitment to disability inclusion.”

Mr. Alex Nava, from the ABG Department of Community Development, echoed: “The proposed MoU aligns with the government's existing strategic frameworks. It’s about collaboration, ensuring we all contribute to the projects CARE is implementing. Once signed, we will be able to move forward and make this initiative a reality. Thank you once again CARE International for supporting this and facilitating this workshop.”

CARE is committed to continuously learning from our partners and ensuring everyone is included in community development and humanitarian responses.

This workshop was funded by the Australian Government, through the Australian NGO Cooperation Program (ANCP) and the New Zealand Government.

From Conflict Zones to Peace Hubs: Enga Province's Remarkable Transformation

"This community was completely broken," shared Mr. James Kakana from Aiyokolam Ward in Enga Province – a former "drug lord" now committed to peace. This powerful sentiment underscores the profound impact of CARE in PNG's recent Conflict Analysis Training.

Our program equipped 529 individuals, including community and church leaders, youth, and women, with the tools to dissect and address the complex drivers of conflict. By fostering a deep understanding of issues like GBV (Gender-Based Violence), SARV (Sorcery Accusation-Related Violence) and unfulfilled compensation, we're enabling communities to build their own solutions.

A key outcome: the establishment of eight Community Peacebuilding Committees (CPCs) and Community Action Plans (CAPs). These local structures are now actively developing Community By-Laws and leading conflict prevention efforts. This is a powerful example of localized leadership driving sustainable peace.

The Power of Local: Hege Village's Blueprint for Climate Resilience

"I will not purchase rice for some years because now I have my own grown rice!"

What an incredible statement of independence from Chairman Saffty Auso of Hege Village! 🌱 This isn't just a personal victory; it's a shining example of the transformation happening in communities across Papua New Guinea through resilience-building.

For years, recurrent droughts meant families in Hege struggled with food insecurity. But under Saffty's visionary leadership, and with vital support from CARE's AHP Disaster READY program, change has truly blossomed!

A critical turning point for Hege Village, and for Saffty's own farm, was the acquisition of a farming tractor. This vital piece of equipment, facilitated by CARE's engagement with the Ungai Bena District Development Authority (UB DDA), revolutionized their agricultural potential. Combined with training in climate-smart agriculture and drought-resilient crops, it means fields like Saffty's are now thriving.

His extensive rice farm is a direct result of this partnership and commitment to sustainable solutions. It symbolizes a fundamental shift – from dependency to self-sufficiency, from vulnerability to a harvest of hope. Saffty's dedication is an inspiration to his entire community, proving that with the right tools and knowledge, there's always a way forward.

Enga Province is Choosing Peace! 💖

In an inspiring step forward, communities in Enga are embracing peace, with CARE International in PNG's peacebuilding efforts now directly supported by Governor Sir Peter Ipatas!

A powerful moment came during our Kaipale Village training where 172 participants formed a Peacebuilding Committee, even symbolically uprooting illicit drugs and surrendering home-brew while chanting, "Mipla laik senisim pasin!" (We want to change our ways!)

As Governor Ipatas said, "CARE International in PNG has taken a positive approach to unite broken communities, demonstrating that peace is profoundly stronger than revenge."

This transformative initiative is proudly supported by Minderoo Foundation. Let's build a brighter, more peaceful Enga together!

Today, we took action right here in our community to commemorate this important day. Our team led a rubbish collection and clean-up around our office and the surrounding streets.
At CARE, we believe that a healthy environment is fundamental to healthy communities and sustainable development. Our vision is to empower women and girls, and we know that environmental degradation disproportionately affects those who are most vulnerable.

Peace starts in Enga Province – A Journey of Post Conflict Healing & Hope.

An unprecedented peace advocacy campaign, led by CARE International in PNG and Sirunki Secondary School, has ignited a powerful movement for change in Enga! This isn’t just about the absence of conflict; its about the presence of understanding, demonstrating that peace is profoundly stronger than revenge.

It was a first of its kind in Enga Province for such Peace Advocacy Campaign and that really touched the hearts of people particularly, Provincial Government leaders, community leaders, youths, People Living with disabilities (PLWDs), women and girls.

Enga Governor, Sir Peter Ipatas, was very inspired by the messages delivered during the campaign using Enga Dialect and he convened a meeting with CARE International to discuss ways forward to address peacebuilding and livelihood support in Enga Province.

The Peacebuilding and Livelihood Support is a pilot project targeting seven (7) wards in Wabag and Lagaip Districts. These seven (7) wards are Lyamala Ward 19, Sirunki Station Ward 1, Kaipale Ward 20, Apanda Ward 2 and Tubilyam Ward 34, Leparapus Ward 35, Lakolam Ward 4 and Ayokolam Ward 35. These wards spread across three (3) different local government areas (LLG) respectively, Pilikambi, Sirunki and Wabag Rural.

This initiative to transform post conflict communities and strengthen resilience by CARE in PNG is proudly supported Minderoo Foundation, an Australian philanthropy working to forge a fair future.
