Dear Honorable Minister Sam George,
The Motorcycle Couriers Union of Ghana (MCUG) would like to express our appreciation for your engagement with stakeholders and the efforts of the Ministry of Communication to getting a fair working framework for Ghanaians. We also appreciate the work of the Executive Secretary of postal and courier regulatory commission and his team in addressing some of the complaints of couriers.
However, with all humility, we would like to ask some critical questions. As you always say, "laws are made to serve humans and not the vice versa." We draw your attention to your page post on September 9, 2025, where you promised that if couriers obtain a certificate, certain benefits would follow eg joining platform directly. We ask:
1. What has changed since then, leading to the sudden change in approach?
2. What is the purpose of the regulatory body if it cannot set rules or guidelines for the sector, or interfere with the operations of platforms and apps? Is its sole purpose to issue certificates?
We remind you that governance is for the people, by the people, and to the people – not for businesses. We urge you to reconsider enforcing the law, which cannot compel couriers to obtain the certificate. Instead, enhance the value of the certificate to make it worthwhile for couriers to pursue it.
The value of the certificate is crucial. If it doesn't offer tangible benefits, such as access to platforms or reduced commissions, what's the point of obtaining it? Are we prioritizing businesses over the ordinary Ghanaian citizen?
We also highlight that the Constitution of Ghana doesn't grant absolute rights to any individual or entity. Businesses have limited rights, and individual rights take precedence. If the ministry can't interfere with platform operations, how can it interfere with couriers' rights? Does the ministry have a mandate to intervene if couriers decide to act in their own interests, potentially affecting platforms?
We urge you to revisit these critical issues. If couriers decide to disrupt app activities in Ghana, will the ministry support them as citizens? We seek fair treatment and ask your ministry to review these matters for the benefit of all Ghanaian couriers.
