Illicit financial outflows continue to drain critical resources needed for Ghana's development. According to available data, illicit financial outflows increased from $4.7 billion in 2013 to over $9 billion in 2021, before declining to approximately $6 billion in 2022.

These losses represent funds that could have been invested in education, healthcare, infrastructure, and job creation for millions of Ghanaians.

Strengthening transparency, accountability, and effective asset recovery mechanisms is essential to protecting our nation's wealth and ensuring sustainable development for future generations.

Criminal Confiscation
• Requires conviction of an individual
• Higher burden of proof
• Focused on punishing the offender
• Often takes years to secure an order

Civil Confiscation
• Focuses on the link between assets and criminal activity
• Does not require criminal conviction of the owner
• Lower standard of proof (“balance of probabilities”)
• Often faster and more effective in disrupting criminal enterprises
