A Big Thank You from the Windlesham Society!

It was wonderful to see so many familiar faces at The Hub last night, Tuesday 3rd March, for our Annual General Meeting (AGM).

A huge thank you to everyone who spared their evening to join us. From long-standing members to our local councillors, your presence adds tremendous value. We hope you enjoyed the warm welcome from our committee members, Brian and Tom, and found the updates from our Chairman, Richard, and Treasurer, Tom, insightful.

Our AGM is important for us to stay transparent and open as a society, sharing how we use our funds and resources for the village. And, hearing directly from you about what matters most in our community.

Seeing so many of you stay for a drink and a catch-up afterward, was wonderful. Community is a huge part of why we exist.

The big news already this year is that Surrey Heath Borough Council has officially passed the resolution for Windlesham Village to have its very own Parish Council! A huge win for local representation.

But we’re not quite at the finish line yet.

There is another stage of the consultation, open until 20th March, and your voice one more time will help make sure the future village vision stays on track.

How you can help in 2 minutes:

The survey asks a few simple questions about how the new council should look (like its name and number of councillors), but it also asks if you still support the proposal. We’d love for you to hop on and powerfully reinforce why we want this to happen.

A quick heads-up on the "fine print"

You might be aware of some assumptions in the consultation regarding new offices, extra staff, and a "16% precept increase." We feel this sounds a bit more alarmist than it actually is.

In reality, we’re think that we’re talking about an increase of roughly £9.71 per year, less than the price of a couple of coffees! If you feel like we do, that this is a small price to pay for our village’s independence, please feel free to use the "other comments" box to say so.

📢 Update on the Community Governance Review results and next steps

We’re delighted to share that the results of the Community Governance Review (CGR) have been published by Surrey Heath Borough Council (SHBC), following strong engagement from residents across Windlesham.

A total of 1,331 responses were received, representing 38.47% of the electorate, with 96.54% in favour of Windlesham having its own Parish Council. This is an exceptional result and a clear indication of how strongly residents feel about the future representation of our village.

It is in no small part to the many people across our community who contributed time and effort to encourage participation, and that has clearly made a difference.

As a result, the CGR will be an agenda item at the upcoming SHBC Council meeting this week, where councillors will consider the findings and the recommended next steps.

🗓 Wednesday 18 February
🕖 Meeting starts at 7pm
📍 Surrey Heath Borough Council, Camberley

Residents can attend in person to observe, as the Council considers the proposal to move forward with the creation of a new parish for Windlesham. Everyone is welcome to watch this important moment in the future of our village.

***ONE WINDLESHAM - VICTORY FOR DEMOCRACY***

The people have spoken.

A huge number of Windlesham village residents took part in the consultation to decide whether the village should have its own parish council. 96.5% voted in favour. This does not surprise me because so many people have told me over the years that this is what the public here demand.

I started this Community Governance Review process back in March 2024 and I am blown away by the success of the campaign. It is such a great display of village unity and community spirit. Thank you to everyone who took part and especially the volunteers who delivered leaflets, hosted garden signs or knocked on doors.

The next steps will be debated at SHBC full Council on 18 February and it will be live on YouTube on the council's feed: https://www.youtube.com/

🌳 Windlesham Village Committee – Meeting Update

Following the Windlesham Village Committee meeting held on Monday 19 January, the following key points were agreed and discussed:

💷 Grants approved for both the Over 60s Lunch Club and the Derby and Joan Club.

🚦 Village speed surveys have now been completed, and Surrey County Council Highways has confirmed that Windlesham has been prioritised in Tranche 2 of the county’s 20mph programme. This means the village will now move into the next stage of the process, including proposal design and public consultation before any final decisions are made. Further updates will be shared as SCC outlines the next steps.

🗺️ Neighbourhood Plan review progress was considered. The working party will take forward the next steps, with further updates to follow.

💧 A groundwater risk assessment has been carried out at Windlesham Cemetery. Options are now being explored, and further information will be provided when available. This forms part of a wider project to address surface water flooding and drainage issues within the cemetery, particularly on paths in the central area.

A once-in-a-generation opportunity for Windlesham.

After careful consideration, the Windlesham Society Committee is unanimously in favour of Windlesham having its own Parish Council.

We believe this would give our village:
• a stronger and clearer local voice
• decisions made solely in Windlesham’s interests, not across three villages
• fairer representation, so issues affecting Windlesham are decided by Windlesham councillors
• greater ability to protect village assets and keep local funds local, including CIL funds linked to development

Other villages of similar size already operate successfully with their own Parish Councils, and we believe Windlesham is equally capable of doing the same.

If you agree that Windlesham should be represented independently and have greater control over decisions that affect our village, we encourage you to vote in favour as part of the Community Governance Review.

🗓 Deadline: 26 January
