As you may be aware, Winchburgh Community Centre’s management committee (a small group of local volunteers) are not proceeding with any of the Council options for continued management of the Centre due to the high level of work, time and risk involved. As a result, the Council will fully manage the Centre from 1st April 2026 and the management committee will be dissolved.

A vote by members at an EGM is a required step in that process. Please do join if you can.

The Community Centre’s management committee has made the very difficult decision - after more than a year of work, research and discussions - to not proceed with any of the options put forward by West Lothian Council due to the enormous scale of the task. As such, the Council will take over full management of the centre and implement their operating model from 1st April 2026.

The silver lining is that the centre will remain open.

A heartfelt thanks on behalf of the management committee to the whole community for their support, love for and continued enjoyment of Winchburgh Community Centre over the years.

We will share details of a final members meeting and community event in due course.

Abercorn, Pardovan, Kingscavil & Winchburgh Parish Church Christmas Fair is on Saturday 22 November
10am - 1pm in the church and marquee.

Entry to the Fair is free, and lots to see and do. Stalls selling homebaking, some unique Christmas gifts along with the ever-popular chocolate tombola and the new lucky card game, a prize every time. The coffee bar will be open during the event selling filled rolls, homebaking and refreshments including gluten free options.

West Lothian Council has launched its Budget Consultation – we’re inviting residents, staff and partners to share their views on how the council should respond to the nationwide financial crisis.

The consultation will run from today (Thursday 16 October) to Sunday 16 November, and we’re asking people to consider a range of options – and provide feedback.

Why does the council have to implement budget savings?

Like all councils across Scotland, West Lothian Council faces significant financial pressures.

Rising costs are combined with significant increases in demand for some services. Costs and demand for services are far outstripping council funding, leaving the council having to find around £23 million through savings and income over the next two years.

Legally, the funding the council spends on services must be equal to the amount of funding the council receives. Legally, the council must balance its budget, so ways to save money must be found and agreed if sufficient levels of funding aren’t provided by the Scottish Government.

The survey can also be found on the council’s website. If you prefer to complete and return a paper copy, the survey is included within the council’s newspaper Bulletin – which is being delivered to every home in West Lothian. Paper copies can also be found within Partnership Centres and other council buildings. A FreePost address is included within the paper copy and will allow residents and groups to return their survey at no cost.

The consultation explained in detail:
The proposals outlined do not add up to exactly the amount which needs to be saved, but rather the proposals illustrate action that could be taken under five themes.

• Increasing Efficiency and Developing New Ways of Working
• Generating Income
• Reducing the Number of Council Facilities
• Responding to Demographic Change
• Reducing Spending on Non-Statutory Services
The council has not agreed to implement any of these measures – they are only proposals at this stage.

Residents in West Lothian will be able to pick up stocks of salt for gritting again this winter. The salt pick ups were introduced a few years ago and are over and above the gritting service that the council provides. The proposed list of self-help salt pick up points below is being recommended for approval at Tuesday's Council Executive, as part of the 2025/26 winter plan.

The new list is now in Alphabetical order!

Winchburgh Parish Church are hosting a craft fair on Saturday 4 October from 10.30am to 2.30pm.
The new event will see 25 stalls selling a wide range of unique handcrafted gifts and products. From woodturners, jewellery makers, knitters, sewers and many more, the Fair will have something for everyone. Some stallholders are coming to the area for the first time with some new and unusual crafts, and a home baking stall will offer you the opportunity to take some cakes and tablet home.
Entry to the Fair is free, and a coffee bar will be open all day offering filled rolls, home baking and refreshments.

AS OPPOSITION to West Lothian Council's review of local community centres continues to mount, another management committee has come forward to express its bewilderment as to how savings will be made.
Earlier this week, we posted how Bathgate Community Centre had made substantial donations to local community groups.
Following that post, Eddy Goodfellow, Chair of East Calder Community Resources Association (ECCRA), told West Lothian NEWS: "We too have given donations to worthy causes and community groups, a total of £22,234 since our building was opened in 2017.
"We have also spent a total of £83,895 since 2017 on the upkeep in the Dave King Partnership Centre on repairs, decoration, TV and PPL Licences, CCTV system, window cleaning, tables and chairs, kitchen equipment, furniture, shelving, stainless steel bollards to pavement and temporary night-time security."
Eddy added: "All the above items were paid for by the income generated by the lets in the building."
And he stated: "We find it hard to fathom how the council are going to reduce the energy and staffing levels with the new model by 22 per cent and train new officers in each community centre, including the additional non-domestic rates to deliver the costs saving that they are hoping for."
On Tuesday, a Notice of Motion by Councillor Pauline Stafford calling on all 33 councillors to be given a say on the future of West Lothian's community centres and not just the 13 on the Executive Committee was blocked from being heard by the Depute Provost.
Tomorrow, we will reveal how just 21 days means that if you are represented by one of the councillors below, they won't be getting a say on your behalf, as they are not on the council's Executive Committee, where the final decision on the future of the county's community centres will be made on 28 October:
