Braintree District Council (BDC) has recently given the go ahead for Finchingfield and Wethersfield to develop a joint Neighbourhood Plan (NP). Several other Braintree parishes have completed their own plans (including Coggeshall and the Salings) and those of Great Bardfield and Toppesfield are well under way. A NP is a legal document that records residents’ aspirations for their community over th

e next 10-15 years. Once approved by a Government Inspector and a residents’ referendum, a NP becomes an integral part of the BDC’s Local Development Plan and has the same weight as district planning policies. This makes it less likely (but not 100% certain) that developments can be imposed upon a community. Our NP will cover 2,700 residents in 1,140 households across both parishes, including large parts of the airbase and all smaller villages and hamlets. By combining resources, we can preserve the distinct and separate identities of each parish whilst addressing our common aspirations and concerns.

🧐We see there have been some questions about BDC's Local Plan posters concerning the Airbase. These appear to refer to the need for a 'Master Plan' for the Airbase to make sure what happens there is done properly. The BDC Local Plan does not have much detail beyond that. However, it is in line with our draft Finchingfield and Wethersfield Neighbourhood Plan for which we are still awaiting approval. A Local Plan and Neighbourhood Plan sit together once approved.

MUCH more detailed proposed policies relating to the Airbase can be found on pages 95-96 in the Reg 15 draft version Neighbourhood Plan on our website. As Michael Staines wrote, our NP draft lays out detailed guidelines as to what should (or should not) happen at the Airbase in the future. These will form the basis for planning policy alongside BDC's Local Plan and frame how any future Master Plan will be laid out.

Our draft Plan for both parishes was submitted to BDC in August, 2025, so we awaiting next steps. It reflects surveys, public meetings and public consultation conducted by Finchingfield and Wethersfield Parish Councils' Neighbourhood Plan team and is soon (hopefully) to be subject to another round by BDC once they have completed their due diligence processes.

As the Airbase is also partly in Toppesfield parish, planning will also have to be consistent with their Neighbourhood Plan which is currently at the slightly earlier Reg 14 stage.

Hi folks - The redrafting of the Neighbourhood Plan is (finally) nearing completion. (Believe us 2 years is fairly quick!) It now reflects the (very) large volume of comments we received. We have also been waiting for some key research to be completed. We aim to produce what’ is called our ‘Regulation 15’ version for approval by Parish Councils during August, so we can submit to Braintree District Council (BDC). BDC will do a consultation, send the Plan for Inspection and then it comes back to the community for a referendum. This Plan will be published on our website https://www.fw-np.org/Community Group

The Plan will also include the results of our ‘Valued Landscape’ study which found that two-thirds of our area satisfied the criteria for designation. The idea of a ‘Valued Landscape’ can be important in planning applications. This does not mean that non-designated areas are not important to us all, just that they do not quite get over the line to meet the Landscape Institute’s strict criteria. We would like to thank everyone for their fantastic help in gathering evidence of why residents and visitors alike find our area so amazing. We have also just found out that our submission for the Airbase’s inclusion in the Local Nature Recovery Strategy (LNRS) was successful. The Airbase is now defined as a ‘Strategic Opportunity’. According to the LNRS documenthttps://essexnaturepartnership.com/wp-content/uploads/2025/07/lnrs-june-2025.pdf this is important in several ways:
- Provides information that may be a ‘material consideration’ in the planning system
- Helps prioritise areas for nature recovery
- Highlights key areas that development footprints should avoid where possible to maintain opportunities for habitat creation.

Research concerning the possible designation of the Airbase as a Conservation Area (Action 5 of the Neighbourhood Plan) and discussions with the Home Office regarding an Airbase Master Plan (Action 14 of the Neighbourhood Plan) are ongoing.

The Neighbourhood Plan Team also helped Finchingfield and Wethersfield Parish Councils submit very detailed responses to BDC’s Local Development Plan review. This includes a number of local proposed development sites (which were rejected in June) and the Airbase (which will be debated by BDC on 24th September).

We continue to work with Finchingfield and Wethersfield Parish councils to put in place the rest of the 14-point Action Plan in our Neighbourhood Plan that addresses some of the concerns you told us about last autumn, such as footways, public transport, and danger points.

🤫 We’ve been a little bit quiet recently, but we promise there is lots going on behind the scenes!

Thank you so much for all your feedback to our Neighbourhood Plan draft. We are now going through all your comments, as well as those from other consultees including Essex County Council, Natural England and the NHS.

In light of our (mostly favourable) comments, we will assess how we need to amend our draft and then present our suggestions to Finchingfield and Wethersfield Parish councils for their approval at their February and March meetings.

Our amended plan will then go to Braintree District Council who will consult further before sending for external Inspection.
