Feeling confused? Constantly seeing food delivery e-bikes, e-bikes that look like motocross bikes and e-scooters... here's the law around them.
Thinking of riding an e-scooter or electric bike? Here’s what you need to know:
🛴 E-Scooters
Legal to own, but illegal to ride on public roads, pavements, or cycle lanes unless part of an official rental trial.
Rental e-scooters require:
A provisional or full driving licence
Insurance (provided by the rental company)
Private e-scooters can only be used on private land with permission.
Penalties for illegal use: fines, penalty points, and seizure.
🚲 Pedal-Assisted E-Bikes (EAPCs) including adapted ones (traditional pedal cycles with battery packs attached)
Legal if they meet these rules:
Motor power ≤ 250W
Assistance cuts off at 15.5 mph (25 km/h)
Must have pedals
No licence, tax, or insurance needed.
Can be ridden anywhere a normal bicycle is allowed (roads, cycle paths).
⚡ High-Powered E-Bikes (e.g., Sur-Ron)
Most Sur-Rons do NOT meet EAPC rules (too powerful, often no pedal assist) and they are classified as motorcycles/mopeds and follow the same rules:
Must be registered, insured, and display a number plate
Requires a licence and CBT training
Helmet is mandatory
Off-road models? Private land only.
Bottom line:
