Furthermore, from the point of view of operational and organisational effectiveness, this suboptimal level of access to (and in many cases, understanding of) emerging technology such as cloud infrastructure and Software-as-a-Service (SaaS) is characteristic, not just of society in general, but of public service design, development and delivery at local and wider levels. The reasons for this are complex but can be simplified as a “perfect storm” made up of a lack of funding, deprioritisation and an absence of consistent and committed political will. The service gap is clear, undeniable and, as the forecasted impact and potential benefit of next generation digital infrastructure technology becomes more apparent with each passing financial year, pressing.
