So I keep getting my learners ask this question, as well as messages and enquires also talking about this.
“I’ve heard there’s new rules for learners when they pass their test!”
So, here it is… yes there is….
In NORTHERN IRELAND !
These new rules DO NOT apply to England, Scotland, or Wales.
BUT… and a big BUT - it doesn’t mean that it won’t ever happen in the rest of the UK.
So it’s worth the read, incase they decide to expand this scheme across the UK.
Key Rules for Learner Drivers in N.I
From 1 October 2026, Northern Ireland’s Department for Infrastructure is introducing a Graduated Driver Licensing (GDL) scheme for new car and motorcycle provisional licence holders.
• Minimum Learning Period: A mandatory six-month minimum learning period before you can take your practical driving test (applies to car drivers).
• Training Logbook: Learners must track progress through a 14-module structured training programme via a digital logbook app.
• Speed Limit Change: The old 45 mph speed restriction for restricted drivers is removed.
• Transition Rule: Existing learners who started before 1 October 2026 have until 31 March 2027 to pass their practical test without being subject to GDL rules.
Key Rules for Newly Qualified Drivers (Under 24)
• Night-time Passenger Restrictions: For the first six months after passing, drivers under 24 are restricted from carrying more than one peer passenger aged 14 to 20 between 11:00 PM and 6:00 AM (family, supervisor, and carer exemptions apply).
• Extended “R” Plate Period: Newly qualified drivers must display restricted (‘R’) plates for 24 months instead of 12 months (split into design phases).
• Penalties: Breaking passenger or R-plate rules can result in a fine of up to £1,000 and 3 penalty points.
