3. OTHER PLANNING MATTERS:
a) Neighbourhood Plan
Deferred from August’s meeting, Councillor Nolan has proposed that because of the Government’s new Planning Reforms, Hessle Town Council re-examine if a Neighbourhood Plan should be considered for Hessle.
b) Hessle Local Cycling and Walking Infrastructure Plan 2024 - 2034
To receive the email from Helen First, ERYC Principal Transport Policy Officer together with a copy of the ERYC LCWIP for 2024-2034. As previously, each LCWIP will encompass a three year programme of minor schemes. Funding is now granted from within the Local Transport Grant (LTG) from Department for Transport (Dft) to the Hull and East Riding Combined Authority (HEYCA). The emphasis is on small or medium projects although larger schemes or route lengths can be requested but these will be considered as part of a longer-term aspirational programme. ERYC are now requesting ideas/suggestions from Hessle Town Council for any schemes which will be appraised and considered for inclusion in the next LCWIP programme.
c) Old Beech Cottage, 30 Swinegate – Works to roof
Members to receive and note the attached email and photos of works undertaken to the cottage roof. Cllr Nolan to provide any further information/update.
4. TRAFFIC MATTERS:
There are currently no traffic matters to discuss.
a. Prestongate ANPR - Committee to receive an update from the Clerk in relation to the monitoring of the Prestongate ANPR.
b. ERYC Planned Carriageway resurfacing – Boothferry Road/ Heads Lane Junction – committee to receive and note the attached email and correspondence in relation to carriageway and footway improvement set to begin 24th August 2026 for an estimated 4 weeks.
c. East Riding of Yorkshire Bus Forum Meeting- 4/11/26 – Committee to note the attached invitation and to consider if any other members wish to attend. To note that Cllr Toogood has already agreed to attend and represent the Town Council.
d. Humber Rescue Event – 9/8/26 – Members to note that attached email complaint and photos of the traffic/parking problems along Woodfield during the event. And to note the response from ERYC Highways.
