*Theft of Tools of Trade (Sentencing) Bill*
Several things need to happen to reduce the frequency and impact of tool theft.
Van makers need to prioritise load-space security. Police forces need to take action, not just hand out crime numbers. Car boot operators and online sales platforms need to act to stop the reselling of stolen goods. Insurers need policy wording that is fit for purpose.
And on the all-to-rare occasions that a thief is arrested and charged, the courts need to sentence appropriately.
Although the maximum sentence for theft is 7 years, with 14 years for handling stolen good, it is rare for a tool thief to get a custodial sentence. This is because of the way that the sentencing guidelines are worded.
At Van Watch we have long advocated that the theft of tools of trade should be treated as an aggravating factor, and that the total financial cost to the victim (including repairs to a vehicle, and the costs of business interruption) should be considered when sentencing.
If the sentencing guidelines were modified to take these two points into account, many more tool thieves would get custodial sentences and fewer tools would get stolen.
On Wednesday 11th Dec 2024, Portsmouth North MP, Amanda Martin, will lay before parliament the Theft of Tools of Trade (Sentencing) Act, which would give effect to these small but important changes.
