Southend Council is currently part of the LAD 1a & 1b consortia with 9 other local councils to deliver energy saving projects for eligible households in Southend. This funding is also available for private landlords where a minimum of 1/3 landlord contribution is required, with average subsidy cost not to exceed £5,000 per property. The measures are quite extensive but mainly include:



Solid/cavity wall insulation
Air source heat pump
Solar PV


The scheme has been very successful with owner occupiers and park homes in the area, and we’d want to make sure that private tenants could also benefit from this funding. as such, I was wondering if the private landlord forum would be a good place to help us deliver the message to landlords?



We have limited marketing budget to promote the scheme and about £500 can be allocated to help with any promotion work to private landlords in the next few months.

REMINDER: SOUTHEND LANDLORD FORUM - THURSDAY 8TH JULY 2021

Stephanie Li from Southend Council will open the session with information on the Warmer Homes scheme, see below:

Did you know? Since 1 April 2020, landlords can no longer let or continue to let properties covered by the MEES Regulations if they have an EPC rating of E or below.



If your tenant(s) in Southend has/have a household annual income of under £30,000 and your property has an EPC rating of E or lower, the Warmer Homes Local Authority Delivery (LAD) programme is here to help.



The programme provides a free energy assessment of your property and helps with accessing grant funding for any energy efficiency improvements such as solid wall insulation, solar PV panels and low carbon heating. If your application is successful, you may be able to receive up to £5,000 of funding to install energy-saving measures in your properties.

Jon Gurel, Community Safety Manager, will follow on and will explain his role and that of his team, the Community Safety Unit, in regards to Anti Social Behaviour.

Finally, Faith Addy from Southend Council will give updates and an explanation of Selective Licensing in Southend.

Please find below information from the Call B4 Serve scheme run by Southend Council. We have had very positive feedback from Landlords about this scheme.

The ‘Call before you Serve’ scheme is designed to encourage landlords and tenants to engage with the Council’s housing solution’s team to try and help resolve any issues.



Before Coronavirus, the Council has always tried to help avoid evictions take place, by liaising with landlords, offering mediation sessions to resolve problems and give financial advice to tenants. This help will continue into 2020 and beyond.

The scheme is for anyone considering issuing an S21 or S8 notice on a tenant.



The scheme offers:

• Support for landlords in what can be a very stressful time.

• Help to create a personalised housing plan agreed with the tenant.

• Rent arrears assistance through Housing benefit services, Universal credit, local government homeless prevention funds and charities.

• A financial assessment of tenants to maximise income to help ensure success moving forward.

• Referrals and signposting to specialist services for more long-term support if needed

• A mediation service between landlords, tenants and Local authorities.
