All recommendations were voted on and carried.

In short, as expected, there was agreement to delay the start of the Regulation 19 consultation. We'll explain why and what it all means in the next day or so on our website.

South Warwickshire Local Plan (SWLP) – Upcoming Council Meetings and Consultation Timeline

Warwick District Council will meet this evening at 18:00 (Monday 1 June) to consider the South Warwickshire Local Plan (SWLP), including the recommendations agreed at the Joint Cabinet meeting of Stratford-on-Avon and Warwick District Councils held on Thursday 28 May.

At this stage, a delay to the start of the Regulation 19 consultation is anticipated. This is to allow further work to be carried out in several key areas of the plan.

Stratford-on-Avon District Council will meet next Monday, 8 June 2026

As ever, there was a lot to take in from this evening’s SWLP Joint Cabinet Committee meeting.

A number of recommendations were agreed - including a review of non-strategic sites - which will now go forward to each council for approval.

In summary, it appears the Regulation 19 Consultation is likely to be delayed until mid-July.

We’ll update savelapworth.com with the full set of recommendations as soon as they are available, and we’ll continue to share any further developments here on Facebook.

Next on the SWLP agenda is tonight’s meeting of the Joint Cabinet Committee of Stratford-on-Avon and Warwick District Councils.

The purpose of the meeting is to approve the Regulation 19 Publication stage of the South Warwickshire Local Plan and to invite representations from stakeholders and the public.

Given the nature of the Overview and Scrutiny meetings held earlier this week, we don’t expect this to be straightforward. At the very least, we anticipate recommendations to review the inclusion of non-strategic sites and Local Growth Locations, as O&S councillors argued that retaining them may pose a greater risk to the soundness of the Plan than removing them. This could include the proposed Kingswood sites.

A quick plea – if you’re reading this and wondering what you can do…

Please don’t assume everyone around you knows what’s happening locally.

Today alone, we’ve spoken to people who had no idea about the SWLP proposals – including developments in Kingswood, Lapworth, and the wider area, as well as the proposed new settlement at Hatton.

Many are still asking, “What’s being done about this?”
The answer is simple: YOU can make a real difference by helping spread the word.

There is a huge amount of work happening behind the scenes. Groups like Save Lapworth and Keep Hatton Station Rural are dedicating hundreds of hours every week to track developments, break down the detail, and keep the community informed.

But it’s disheartening when so many people still don’t know what’s happening on their doorstep.

The SWLP is moving fast — staying informed really matters.

WDC Overview and Scrutiny Committee Meeting

Meeting adjourned after nearly 4 hours, with still a long way to go - to be reconvened tomorrow (we'll keep you posted).

Some great representations made by a number of the Councillors, including Kohler and Day. Councillors Armstrong and Aizlewood did a super job of grilling the planning officers, with a recommendation for the Joint Cabinet Committee to question the inclusion of the non-strategic sites (particularly those within the Green Belt) and whether it would be more of a risk to the soundness of the plan to include them than remove them. This would include the proposed Kingswood sites.

WDC Overview and Scrutiny Committee Meeting

Two key points to be aware of:
1. Recognition that the current proposal has viability challenges
2. Advisory visit from Planning Inspectorate flagged 2 concerns:
a) viability (needs review)
b) headroom (number of dwellings above minimum required) - concerns that it is anything but generous

WDC have issued an Addendum Report addressing the above, plus an Appendix with a note from the Planning Inspector .

This may result in a delay in the period of representations.
