LAND EAST OF PARK VIEW/AYLESBURY ROAD, HOCKLEY HEATH (WITHIN LAPWORTH PARISH)

As we flagged back in July, land promoter Lone Star Land (based in Henley-in-Arden) have been promoting a "small-scale development of around 60 houses to the east of Park View" with the intention to submit a planning application.

The outline planning application (with all matters reserved except for access) for residential development for up to 61 dwellings (use
class C3), public open space, landscaping, drainage, and other
associated infrastructure has now been submitted.

You have until 3 November 2026 to make your views known.

LAND ADJOINING MILL LANE

We have also been informed that the PR company representing Northern Trust Land, which submitted the land adjoining Mill Lane (KGW.2) as part of the South Warwickshire Local Plan process, will be attending the Lapworth Parish Council meeting on Monday 19 October.

Please note: Members of the public are welcome to attend, and the first item on the agenda is a 15-minute Public Forum, during which residents may raise matters that are not on the agenda.

However, this meeting is not an open consultation or public forum specifically regarding this potential development proposal. If you wish to attend, it may be a useful opportunity to hear more information, but please do not expect a full public discussion, debate, or consultation on the proposal at this stage.

We've received information that SP Broadway have submitted their application for Permission in Principle on behalf of Mac Mic Land to WDC.

As soon as we have the details, we'll share.

National Planning Changes Could Reduce Local Influence Over Development Decisions

From 31 October 2026, major changes to England's planning system will come into force through a new National Scheme of Delegation (NSD).

In simple terms, many planning decisions that can currently be referred to elected councillors on Planning Committee will instead be determined directly by planning officers.

The current triggers that can lead to an application being considered by committee, including:
- Parish Council objections
- Councillor call-ins
- Large numbers of public objections or support letters
will no longer apply.

While some major developments may still be considered by Planning Committee, they will first need to meet strict national criteria and be referred by a new Planning Applications Panel.

What does this mean for Lapworth & Kingswood?

For communities like ours, it means that gaining a public hearing before elected councillors could become more difficult.

In future, the fact that a proposal is unpopular locally, attracts significant public objection, or is opposed by the Parish Council may not be enough on its own to secure Planning Committee scrutiny.

Instead, the focus will increasingly be on demonstrating that a proposal raises significant planning, environmental, social or economic issues.

This is particularly relevant for rural communities facing potential large-scale development, where concerns around Green Belt protection, infrastructure capacity, road safety, biodiversity, heritage and village character may need to be clearly evidenced if an application is to be considered by committee.

The quality and substance of planning representations will therefore become even more important than the quantity.

Save Lapworth will continue to monitor these changes and keep residents informed about what they could mean for future development proposals affecting Lapworth and Kingswood.

A reminder that the deadline for responding to SP Broadway regarding the Mac Mic Land proposal for up to 125 homes on land east of Station Lane is this Sunday, 28th September 18:00.

As we've already stated, it is important to understand that:
- This is a developer-led consultation
- No planning application has yet been submitted.
- Residents can still provide comments directly to the developer.

The question many residents may wish to ask is:
Why is a site that was removed from the South Warwickshire Local Plan now being promoted for a major housing development of up to 125 homes?

We encourage everyone to:
• Read the proposals for themselves
• Consider the implications for traffic, road safety, infrastructure, drainage, local services and the rural character of the area.
• Submit their own comments if they wish.
• Consider whether this 'consultation' process has been conducted in a transparent and accessible manner. The website has been unavailable to a large number of people during this period of feedback, restricting residents' ability to review the proposals and supporting information.

Evening folks! Now that the SWLP Period of Representations (Regulation 19) has closed, we can turn our full attention to the Station Lane development proposal.

What Residents Need to Know
As we've already posted, approx. 1000 households have received a letter from SP Broadway outlining proposals for up to 125 homes on land east of Station Lane, Kingswood.

This proposal relates to a site that was assessed during the South Warwickshire Local Plan process but was removed from the latest publication proposed allocations.

While the Local Plan representation period has now closed, developer interest in this site has clearly not gone away. Save Lapworth will therefore be examining these proposals carefully.

It is important to understand that:
- This is a developer-led consultation
- No planning application has yet been submitted.
- Residents can still provide comments directly to the developer.

A huge thank you and well done to everyone at Keep Hatton Station Rural for your hard work, persistence, and support. The scale of this undertaking has been enormous, and the time, energy, and commitment you have invested on behalf of Hatton and the wider community are incalculable.

You have given a voice to local residents and worked tirelessly to protect the interests of our rural communities. We hope the outcome reflects the strength of your case and is a positive one for the community you have represented so passionately throughout this process.

A very big thank you to everyone who has supported Keep Hatton Station Rural over the past thirty months... yes how time flies! I hope that everyone who wanted a say in the future of South Warwickshire has been able to negotiate what has been a quite difficult Regulation 19 consultation system.

Now we wait. In the meantime we just hope that our elected representatives will take notice of what people have said and make an informed decision when they vote in December. KHSR will continue to engage with parish and district councillors. The fight to remove Hatton (HAT) from the plan continues.

This is the last chance for the public to have a formal say before the draft plan goes to the Planning Inspectorate.

Land East of Station Lane Update

As we expected, we now have sight (as many of you may already) of the proposal for 125 houses on the land east of Station Lane (KGW.1 and KGW.3 in the SWLP).

A letter has been issued to interested parties (see attached) and a website covering the proposals is now live: https://www.landeastofstationlane.co.uk/

The deadline to make your views known is 6pm on Sunday 27th September.

Save Lapworth is exploring some form of public forum to address residents' concerns. We'll post more shortly.

SWLP & Planning in Lapworth – If you haven't already, NOW is the time to act!

The deadline for submitting representations to the SWLP is Tuesday 8 September, and time is running short.

As anticipated, planning applications linked to the proposed development strategy are already beginning to appear. This means that we not only need to respond to the SWLP itself, but also start preparing for the individual planning applications that are likely to come thick and fast in the weeks and months ahead.

This is a critical period for Lapworth.

What can residents do now?
- Read and familiarise yourself with the SWLP proposals affecting Lapworth (while the sites have been removed from the latest publication, it doesn't mean they won't be added back in at a later stage of the process).
- Submit your own representation before 8 September.
- Keep an eye on emerging planning applications and be ready to comment.
- Encourage friends, neighbours and family members in the parish to get involved.

The more residents who engage now, the stronger Lapworth's voice will be in shaping the future of our village. Please don't assume others will do it for you. Every representation and every objection counts.

And please don't forget our neighbours who are facing an even bigger assault on the surrounding countryside - the proposed site at Hatton.

We in Lapworth might not live immediately adjacent to the site, but we will all feel the impact for decades, whether we are competing for essential services (e.g. Warwick Hospital) or coping with gridlocked roads. If you care about our countryside, if you want to support British farming, if you enjoy strolls along the canal, you will want your voice to be heard.
