National Federation of SubPostmasters The National Federation of SubPostmasters (NFSP) is a professional trade association representing post office operators.

The NFSP is the only organisation with which Post Office Ltd will discuss and consult on matters affecting subpostmasters including remuneration, terms & conditions and operational matters. In July 2015, the NFSP and Post Office Ltd signed a landmark 15-year agreement. The aim of the agreement is to support long-term investment and the development of the NFSP to become a professional trade associa

tion offering a full range of retail and business development services for its members. The agreement provides for free membership of the NFSP for all subpostmasters from April 2016. The NFSP will continue to challenge Post Office and work hard to secure the best possible terms and conditions for Post Office operators. It will also work more closely with Post Office Ltd on business and product development, ensuring the insight and expertise of subpostmasters is integrated into commercial decision-making to help improve Post Office products, services and operations.

Government launches independent investigation into Network Transformation Programme

The Department for Business and Trade has launched an independent investigation into how Post Office Ltd (PO) carried out its Network Transformation Programme between 2010 and 2019, following a campaign by the NFSP and Howe + Co Solicitors.

NFSP CEO Calum Greenhow said: “This is the result of three years of campaigning by the NFSP on behalf of affected members. Thank you to all postmasters who came forward and shared their experiences of feeling coerced, pressured or bullied into converting to new contracts, which ultimately left many worse off.

“What we have to understand is that many postmasters agreed to Network Transformation in 2011 based on guidance from government and PO that significant additional work would come to the network, providing a viable future and giving postmasters a say in the business through mutualisation.

“To date, none of that has materialised. In fact, the opposite has happened, instead of additional government work coming to post offices, services such as benefits payments have been removed.
“It is not lost on the NFSP how PO conducted itself during the Complaints and Mediation Scheme between 2012 and 2015, which was examined in detail by the Sir Wyn Williams Horizon IT Inquiry.

“It is therefore vital that PO acts openly and transparently today, ensuring Mr Tolley KC has access to all available evidence so he can determine whether PO acted inappropriately. The PO of today cannot behave in the same way as the PO of the past.”

This scheme aims to provide compensation to the relatives of postmasters who endured significant harm and stress as a consequence of the Horizon scandal. While the establishment of this scheme is a step forward, there are key areas where the current proposals fall short of providing full justice for families.

Edgware Road postmaster Dipesh Modha has received the Gold Fair Payment Code (FPC) award from the Department for Business and Trade (DBT) this week. Representatives from the Business Ministry, including the Secretary of State, attended the presentation at Plaisterers Hall in London.

The FPC is a new initiative introduced by DBT, replacing the former Prompt Payment Code. The scheme recognises businesses that demonstrate strong commitment to fair and timely payment practices. Depending on the evidence provided and the references submitted, businesses can be awarded Gold, Silver or Bronze accreditation, with Gold reflecting the highest standard.

This event was one of four NFSP roundtables, each shaped directly by our 12 Green Paper requests and informed by feedback from NFSP members across the UK.

The NFSP believes there is a significant opportunity to strengthen the role of the post office network within the UK’s banking ecosystem, and we welcome further dialogue with government to progress this work.

Post Office Ltd (PO) has produced new materials to remind postmasters of the importance of always verifying visitors.

An A5 flyer and stickers will be distributed to all branches as part of regular CViT deliveries, and PO will let the network know in Branch Focus.

- Visitors entering behind the counter or secure areas must be checked and verified with an ID, excluding CVIT
- Verify by calling Grapevine on 0345 603 4004
- Ensure visitors sign in and out using the Branch Visitor log
- Refuse entry if ID is missing, suspicious, or unverifiable
