AGM Update – Important Notice

Unfortunately, we had to postpone yesterday’s Annual General Meeting as the required quorum of 10 members (including the Committee) was not met.

Following the postponement, the Committee spent the remainder of the day researching the correct next steps under our constitution and general regulations for Residents Associations. As more than the constituted 14-month timeframe has now passed since our last AGM (the Founding Meeting on 9 November 2024), this does mean the Association is technically in breach of its constitution.

As a result, we are required to call an Extraordinary General Meeting (EGM). We will share more details shortly, but it will likely be in February. The purpose of this meeting will be to:
• Elect a new Committee
• Make any necessary constitutional amendments
• Vote on other required matters

In the meantime, the current Committee will continue to operate as an Interim Committee until a new Committee is elected at the EGM, to ensure continuity and day-to-day functioning of the Association.

We’ve had a full year of the FRA now with some amazing work completed and many residents met. Now it’s time to elect a new Committee and continue the work for the Community.

Today the Residents Association Chair, Jacob Short, visited St Francis Church in to support discussions around forming a Hilsea Residents Association, exploring what work it would involve and what’s needed to get it launched

This initiative has the full support of all three Hilsea Ward Councillors: Cllr Russell Simpson, Cllr Emily Strudwick and Cllr Matthew Cordy 👏

We’ve been delighted to share a copy of our Constitution and Code of Conduct to help them shape their own, along with guidance on committee structure and banking setup

It’s inspiring to see more areas building Residents Associations led by residents, for residents, with strong backing from local representatives 💙

Crime & ASB Community Meeting – Update (Saturday 11th October)

Thank you to everyone who joined us today for our Crime and Anti-Social Behaviour Community Meeting at Fratton Community Centre.

A special thanks to PCSO Gibson-Ford and PCSO Hardwick for attending on behalf of Portsmouth Police (following PC Middleton being unable to attend), and to Councillor Dave Ashmore for passing on information to share with residents regarding Portsmouth Trading Standards Service even in his absence.

We don’t have formal meeting minutes, but PCSO Gibson-Ford kindly shared some notes from Portsmouth Police, which if you would like to receive once we’ve had them, please get in touch.

We discussed a wide range of issues before reviewing the results of our community survey. Key topics raised included:
🔹 Neighbour disturbances
🔹 Drug dealing and anti-social behaviour at Kingston Rec and Fratton Road
🔹 The importance of more visible policing in the area

Below is a summary of our survey results (49 responses - anything in brackets is how many responses that option had):

• Daytime: Most answered - 3 (somewhat safe)
• Night-time: Most answered - 1 (very unsafe)

🚷 Avoiding areas due to safety concerns:
Yes – 33 | No – 16
Commonly mentioned: St Mary’s Church, Kingston Rec, Kingston Cemetery, Fratton Road

👀 Witnessed or experienced crime/ASB in past year:
Yes – 34 | No – 15
Common: Drug dealing, shoplifting, fights, groups gathering

⚠️ Top issues impacting Fratton (top 5):
Drug dealing (20), drinking in the street (16), loud music (15), neighbour disputes (13), dogs barking (12)

🔪 Concern about knife crime:
Most answered 5/5 (very concerned)

🚓 Do residents feel there’s enough visible policing?
Yes – 1 | No – 48

📞 Satisfaction with police response (top 3):
Neutral (23), Dissatisfied (11), Very Dissatisfied (10)

🔉 Confidence that noise and ASB are handled seriously:
Most answered 1/5 (not confident)

📢 Fratton Residents Association – FINAL REMINDER

Join us tomorrow (Saturday 11th October) from 11:30am to 12:30pm at Fratton Community Centre, Room 5, for our Crime & Antisocial Behaviour Meeting.

We’ll be reviewing the results of our recent community survey and holding an open floor discussion about local issues, concerns, and ideas for improving safety and wellbeing in Fratton.

We hope Portsmouth Police representatives will be there, we may have two PCSOs attending in PC Middleton’s place but haven’t had complete confirmation, but should no one attend we will pass along all concerns.

Don’t forget our Crime and Anti-Social Behaviour meeting next Saturday (11.10.2025) 11:30am-12:30pm at Fratton Community Centre.

We will also be reviewing our Crime and Anti-Social Behaviour Survey which closes on Thursday 9th October. So please fill that in, it only takes 5 minutes and will help us hold the authorities to account.

We’re asking residents within the red zone (shown at the top of the form) to take part in our Community Survey on crime and anti-social behaviour. Your views are vital in helping us represent the concerns of local people.

Thank you to everyone who joined in with today’s Jumble Trail!

We’re so grateful to all the residents and businesses who took time out of their day to take part, and to those who helped us by putting posters up around Fratton to spread the word.

We’d also like to apologise if you didn’t hear about the trail, or if your stall didn’t manage to sell as much as you’d hoped. As a committee, we worked hard to advertise the event as widely as possible on and offline; especially after having to reschedule from last weekend due to the weather.
