*** New Section 59 legislation ***

A Lamborghini huracan was seized on the 18 August 2026 on Featherstall Road Oldham under the new legislation. The vehicle was seized for Anti-Social Behaviour driving and excessive engine revving.

Under Section 59 of the Police Reform Act 2002, as amended by the Crime and Policing Act 2026, police can now seize a vehicle immediately without first issuing a warning if the legal grounds are met. Previously, a warning was generally required before seizure.

A Vehicle Can Be Seized If:

An officer in uniform has reasonable grounds to believe the vehicle is being used:

Carelessly or inconsiderately (Section 3 Road Traffic Act 1988), or
Off-road unlawfully (Section 34 Road Traffic Act 1988),

AND

The manner of driving is causing, or is likely to cause, alarm, distress, or annoyance to members of the public.
Examples of vehicles that can be seized under ASB Vehicle Use
Street racing.
Donuts in car parks.
Wheel spinning and drifting.
Excessive revving causing nuisance to residents.
Aggressive acceleration through housing estates.
Vehicles involved in antisocial car cruises.
Motorbikes, cars, or quad bikes driven on parks, playing fields, footpaths, or common land.
Supercars (such as a Lamborghini Huracán) being driven in a manner causing alarm, distress, or annoyance through careless or inconsiderate driving.
Powers Available

Police may:

Require the vehicle to stop.
Seize and remove the vehicle.
Enter premises (excluding private dwellings) where the vehicle is believed to be located for the purpose of seizure.
Use reasonable force where lawful and necessary in exercising the power.

Operation Hurricane Update

Dear residents,

Yesterday, I had the responsibility of supervising Operation Hurricane, working alongside officers from our Neighbourhood Policing Teams and Roads Policing Unit.

Operation Hurricane is a force-wide initiative targeting the illegal and anti-social use of off-road bikes, scramblers, Sur-Rons and other nuisance motorcycles that continue to cause concern and negatively impact our communities.

Throughout the day, officers conducted proactive patrols, vehicle stops and enforcement activity, focusing on areas where concerns have been raised by members of the public.

As a result of yesterday's operation, the following outcomes were achieved:

Traffic Offence Reports (TORs) Issued – 10
Section 59 Warnings Issued – 3
Vehicles Seized (S.165 RTA) – 5
Arrests Made – 1


We understand the significant impact that nuisance bikes can have on local communities and remain committed to taking robust action against those who use vehicles illegally or in an anti-social manner.

| We have been out in in , , , and taking action on your concerns surrounding the anti-social use of bikes in the area.

As part of Operation Hurricane Oldham neighbourhood officers joined specialist teams out in Oldham, resulting in:

- One arrest on suspicion of possessing a bladed article
- Three bikes seized
- One car seized
- Six stop and searches conducted

This is one of the many days of action taking place across Oldham as you neighbourhood team continues to tackle the dangerous use of bikes, ASB and associated criminality.

PS Tom Layton from the Oldham Neighbourhood Team said: "Your reports are incredibly important to us. Anyone with any concerns in their area is encouraged to come forward and report them to us.

"Your local neighbourhood officers hear your concerns and are working hard to keep Oldham safe for all those who live and work here. Operations like this demonstrate our commitment to tackling the issues that matter most to our communities, including the dangerous use of bikes, anti-social behaviour and the criminality often associated with them.

Our Trading Standards Team have been out and about in the Borough this week seizing illicit to***co, illegal single use vapes and potentially unsafe and counterfeit ‘squishy dumplings’ with our partners at Greater Manchester Police. 🚨

14,890 ci******es and 3.25kg of hand rolling to***co with a retail value of £16,500 were seized, along with 261 illegal single use vapes and 10 potentially unsafe and counterfeit ‘squishy dumplings’.

We enforce this area of work because illegal activity undermines legitimate businesses, generates income for organised crime groups, and places an unfair financial burden on honest taxpayers. Some of the premises visited will be considered for closure orders, and referrals may be made to HMRC for financial penalties where appropriate.
