Infected Blood Compensation Authority The Infected Blood Compensation Authority (IBCA) has been set up as an independent body to pay compensation due under the Infected Blood Compensation Scheme.

We’ve opened our compensation service to more people claiming on behalf of a deceased infected person.

We are also bringing in more claims from living infected people who have never received compensation.

We expect to open the service to more people in these groups over the coming weeks.

We are also bringing in affected claims for those nearing the end of their lives.

Tomorrow IBCA’s CEO David Foley will attend the Public Accounts Committee (PAC) evidence session on different government compensation schemes.

The PAC is an independent, cross-party parliamentary group that uses reports from the National Audit Office (NAO) to check how public money is spent.

It is exploring the challenges in planning and designing compensation schemes across government, and how to ensure schemes are effective, timely, proportionate for those making a claim, and fair.

A message from Sir Robert Francis, IBCA’s Interim Chair:

I wanted to share a personal update regarding my role as Interim Chair of the Infected Blood Compensation Authority.

As my term comes to an end in November, recruitment for a permanent Chair will now begin, and, after careful thought, I have decided the time is right for me to take my retirement and therefore not to seek reappointment.

It has been an enormous privilege to have met so many people from the community we support over the last two years. I am incredibly grateful to those of you who have helped shape IBCA and the service we provide.

The stories we hear daily are sobering reminders of an injustice that has endured for far too long. I have every confidence that the dedicated staff at IBCA will continue to deliver compensation with the utmost care and empathy until the important work of this organisation is complete.

Today we've published our latest compensation and registration figures. These are accurate as of 19 May 2026.

These figures show that we have opened the service to nearly half of all claims for living infected people who have never received compensation.

We expect to open the service to more deceased infected claims over the coming weeks, and so far have brought in more than 100 of these claims overall. We are developing and improving the service to make sure we support each new claim.

As raised by our community panel, we know there are many people registered to make a claim on behalf of a deceased infected person who have probate and documentation in place to begin their claim. We are seeing some of these in the first claims we have brought in, while others need more time to work though.

We continue to prioritise claims in line with the Infected Blood Inquiry recommendations, which means that we will prioritise those people who are sadly nearing the end of their lives. - how many people have had their compensation paid
- and the value of compensation paid

You'll also see that we’ve included the latest numbers for people who have registered their intent to make a compensation claim on behalf of a deceased affected person. That is because we opened registration for this group on 5 May.
