We’re pleased that the Chancellor has announced an uplift to the Approved Mileage Allowance Payment (AMAP) to enable volunteer drivers to be reimbursed tax-free up to 55p per mile.

Thank you to everyone who has been part of our campaign to end the outdated 2011 rate. We’re proud to have brought together a dozen leading voluntary sector organisations and mobilised hundreds of CTA members since 2022 to successfully make the case for change to Ministers, MPs and officials.

However, there is still work to be done, as Community Transport now needs the financial resources to implement the new AMAP rate. Central, devolved and local government should deliver uplifts to grants and contracts which cover the additional costs. Voluntary organisations’ bids for grants and contracts for 2026/27 were based on the previous rate of 45p at a time when their budgets are already being squeezed by inflation and rising demand.

We’ll be urging the Chancellor to address this at the earliest opportunity or in the next Budget.

Dylan Gallanders has been part of the CTA team for several years, joining in 2019 as a Development Officer for North Wales. He now serves as Deputy Head of Training, bringing a wealth of experience and insight to the role.

Over the years, Dylan has played a key role in a range of impactful projects, most notably the transformation of the Minibus Driver Awareness Scheme (MiDAS) and the Passenger Assistant Training Scheme (PATS) - programmes used by thousands of drivers annually. Following his achievement of a Professional Diploma in Digital Learning Design from the Digital Learning Institute, Dylan made a significant contribution to the development and content of these updated learning schemes.

We’d like to extend a huge thank you to Dylan for being part of the CT26 Awards judging panel for the MiDAS categories. His expertise and extensive knowledge of the scheme brought real value to the judging process, and we’re incredibly grateful for his support.

Rachel Bealing has worked in the Community Transport team at Hampshire County Council for 13 years, and has been involved in a number of different work areas in that time. Her most significant involvement has been working on the Minibus Driver Awareness Scheme (MiDAS) including PATS, having built up in-depth knowledge and experience of developing the MiDAS product.

Over the years, she has built a strong reputation for her expertise and dedication, working closely with colleagues, drivers, and partners to maintain high standards and deliver meaningful impact across the sector.

A huge thank you to Rachel for being a judge on the panel, with her wealth of knowledge proving invaluable - and we are delighted to have her involved in recognising excellence at the CT26 Awards.

Liz Wilson is Deputy Director for Accessibility, Coaches, Community Transport and Taxis at the Department for Transport.

She has worked at DfT for 10 years, with roles covering HS2, local transport and the safety of women and girls. In her current role, Liz has policy responsibility for community transport, accessibility, coaches, taxis and private hire vehicles.

A huge thank you to Liz for being part of the CT26 judging panel this year. Her extensive experience across transport policy brought valuable insight to the judging process, and we’re very grateful for her support.

Our D1 Campaign consultation period has now concluded and we are currently reviewing the findings and will share our conclusions and next steps in due course.

A Maths graduate, Anna Whitty began her career in transport with British Airways before joining Ealing Community Transport in 1989. She went on to become CEO in 2008, with a consistent focus on passengers and the importance of every journey.

Anna developed the original Community Transport Social Value Toolkit in 2018. She also chaired Mobility Matters during its successful campaign to defend Section 19 licensing, and helped deliver accessible shuttle services for spectators at the London 2012 Olympic and Paralympic Games - bringing together CT operators from across London and the country to demonstrate what good accessible transport looks like on a world stage.

We're grateful to Anna for serving on the CT26 judging panel this year. With more than three decades at Ealing Community Transport, including 13 years as CEO, she brought real depth of knowledge and experience to the process.

CTA is calling for a fully funded uplift to the Approved Mileage Allowance Payment (AMAP) rate so that organisations can support volunteers without added financial pressure.

The AMAP rate helps ensure volunteers aren’t left out of pocket when using their own vehicles, but it has stayed the same since 2011 and is due an uplift.

With increasing fuel and vehicle costs, there’s growing concern that the current rate no longer reflects reality. A new rate is likely to be announced by the Chancellor, Rachel Reeves MP, in her Autumn Budget and we are calling for a fair review.
