New findings from our 2025 State of the Profession survey of more than 2,500 planners reveal that 20% of respondents in the United Kingdom expect to leave the profession within the next three years – with no clear pipeline to replace them.

A shortage of qualified planners could bring the system to a standstill, with insufficient staff to process planning applications or ensure developments meet local needs.

Adding to the concern, recent Government plans to restrict the Level 7 planning apprenticeship scheme to applicants aged 16–21 could deepen the recruitment crisis.

Key findings:
👉 20% of respondents in the UK expect to leave the profession within the next three years (15% plan to retire, 5% say they intend to leave the profession entirely).

👉 58% report being overstretched frequently or all of the time in their roles.

👉 66% of public sector planners say their teams lack the capacity to meet demand.

👉 Despite this, more than 50% were happy working in planning

Tonight, we launched It Takes Planners and You at the Baltic Centre for Contemporary Art in Gateshead, bringing together planners, partners, and community members to mark the start of the campaign.

The striking large-scale projection traced a journey from an industrial landmark to a thriving cultural hub and celebrated the impact of planning across the UK and the people who make it possible.

Thank you to everyone who joined us this evening and to those who continue to support the profession and the places we serve.

The RTPI has launched Empower 2030, its strategic plan for 2025–2030, setting a route to strengthen the planning profession, enhance member value, and grow its membership.

Empower 2030 is underpinned by five core elements and organised around three future-priority pillars, Purpose, Practice, and People.

The plan reflects the RTPI’s role as the voice of over 27,000 planning professionals across the UK, Ireland, and internationally, and charts how the institute will further support planners, planning systems, and the communities they serve.

Developed by members, for members, Empower 2030 is the outcome of extensive consultation and engagement across all four nations, the institute’s regions, and international networks.

It was reviewed by RTPI officers, the general assembly, and the board of trustees, and is informed by member feedback.

As national and local governments intensify efforts to address housing need, infrastructure delivery, climate resilience, and place quality, Empower 2030 positions the RTPI to champion planning’s essential contribution and to equip planners with the skills, standards, and recognition they deserve.

This is more than a new logo or updated colours, it’s a fresh identity that reflects who we are, what we stand for, and how we support our members, volunteers and the wider profession today, and into the future.
