Hong Kong Watch Hong Kong Watch defends human rights, freedoms and the rule of law in Hong Kong.

Hong Kong Watch is a registered charity founded in 2017, consisting of Hong Kongers and friends of Hong Kong, working closely with Hong Kong community groups in the diaspora. We inform and educate legislators, policy-makers and the media, and raise awareness among the wider public, about the violations of human rights, basic freedoms and the rule of law in Hong Kong, and advocate for actions to as

sist Hong Kongers. We do this through a combination of in-depth research reports, regular topical briefings, opinion editorials, media briefings and interviews, and advocacy campaigns. We also help integrate, support, welcome and strengthen the capacity of the Hong Kong diaspora, through a programme of civic and political education and community engagement.

📜 支聯會鄒幸彤、李卓人「煽動顛覆國家政權」罪成 香港監察譴責政權懼怕真相

支聯會前正副主席李卓人和鄒幸彤今日被裁定「煽動顛覆國家政權」罪成,香港監察強烈譴責裁決。支聯會解散前連續三十年舉辦「六四」維園燭光晚會,每年吸引數萬人參加,直至2020年被迫停辦。

支聯會、鄒幸彤、李卓人和另一位前副主席何俊仁在2021年被捕,其後被控違反《國家安全法》下「煽動顛覆國家政權」罪。何俊仁在案件開審當日認罪,李卓人和鄒幸彤則否認控罪,鄒幸彤選擇自辯。

相關人士被捕後不久,香港警方國安處凍結支聯會220萬港元(280,500美元)資金。支聯會同月解散。

鄒幸彤和李卓人自被捕以來已被還押超過1,800日,是香港國安案件平均審前羈押時間的五倍以上。 2023年,聯合國任意拘留問題工作小組裁定當局對鄒幸彤的拘留屬「任意性質」,並呼籲釋放她。兩人今日被裁定罪成,最高可被判十年監禁。

香港監察政策總監Megan Khoo表示:

「今日的裁決從一開始就已成定局,與被告行為是否構成犯罪毫無關係。這揭示一個脆弱的警察城市懼怕真相的力量,也懼怕選擇銘記真相者的勇氣。

在一個懼怕被鮮花與燭光顛覆的政權下,支聯會成員唯一犯下的『罪行』就是敢於尋求真相、追求公義與民主,以及紀念在追求過程中喪生者的犧牲。」

📜 Hong Kong Watch condemns guilty verdict in the trial of Hong Kong Tiananmen vigil leaders

Hong Kong Watch strongly condemns today’s guilty verdict in the trial of Chow Hang-tung and Lee Cheuk-yan, former leaders of the now-defunct Hong Kong Alliance in Support of Patriotic Democratic Movements of China. For three decades, the Alliance organised Hong Kong’s annual Tiananmen Square massacre candlelight vigil, drawing tens of thousands of people each year, until it was halted in 2020.

The Alliance, Chow, Lee, and a third former leader, Albert Ho Chun-yan, were arrested and charged in 2021 with “inciting subversion” under the Hong Kong National Security Law. Ho pleaded guilty before the trial began. Lee and Chow contested the charges, with Chow representing herself.

Immediately following their arrests, the Hong Kong National Security Police froze HK$2.2 million (US$280,500) worth of Alliance assets. The Alliance disbanded in the same month.

Chow and Lee have been held in detention for over 1,800 days since their arrests, more than five times the average pre-trial detention period for national security cases in Hong Kong. In 2023, the UN Working Group on Arbitrary Detention found Chow’s detention to be arbitrary and called for her release. Following today’s guilty verdict, they face a maximum sentence of ten years’ imprisonment.

Megan Khoo, Policy Director of Hong Kong Watch, said:

“Today’s verdict was a foregone conclusion from the start and has no bearing on the criminality of the defendants, but has revealed a fragile police state which fears the power of truth and the courage of those who choose to remember it.

Under a regime that fears subversion from flowers and candlelights, the only “crimes” the members of the Alliance have committed are for daring to seek the truth, pursue justice and democracy, and commemorate the sacrifice of those who lost their lives in its pursuit.”

//Financial company Wise is to reactivate three bank accounts belonging to a “wanted” Hong Kong pro-democracy activist based in the UK after they were suddenly closed. The accounts included one for diaspora news outlet Points Media.

Finn Lau, an activist, said on Monday that Wise had reactivated his three accounts after press freedom NGO Reporters Without Borders and the UK-based Hong Kong Watch intervened. The reactivation was pending a “final confirmation,” Lau added.

The activist said on X last Friday that Wise had closed the accounts on the grounds of internal policies and “agreements with banking partners.”//

//Four UK parliamentarians issued a joint letter to Wise following Lau’s disclosure last week, demanding clarity.

“We are concerned that, absent any specific reason or justification… this action might have occurred as the result of either illegitimate foreign state pressure or due to abuse of Wise’s system in order to force closure of the account,” the letter – co-signed by David Alton, Natalie Bennett, James Naish, and Tom Tugendhat – read.

The four MPs are patrons of Hong Kong Watch, a UK-based NGO that counts Lau as an advisory board member.//

On Saturday, Hong Kong Watch hosted an online seminar on Canada’s three levels of government as part of our Canadian Youth Initiative Program.

A Youth Initiative alumnus, who now works in Parliament, outlined the three levels of government (federal, provincial, and municipal) as well as the electoral system of Canada. She also shared how the program helped her professional development and ongoing civic engagement.

Participants then heard from our Advocacy and Communications Officer Landson Chan, who discussed his work in engaging with Members of Parliament on key advocacy issues and answered questions from the audience.

//A top Tory has called on ministers to ‘urgently investigate’ the blocking of hundreds of millions of pounds in pensions owed to British nationals from Hong Kong by banking giant HSBC.

It comes as a human rights group accused the UK-headquartered bank, which makes most of its money in Hong Kong and China, of denying withdrawal applications from people who used indefinite leave to remain (ILR) status to prove they permanently resettled in Britain.

Shadow Foreign Secretary Priti Patel said it had left thousands of people unable to access life savings, was ‘wholly wrong’ and was done to ‘appease Beijing’.//

//‘It is outrageous Hong Kongers who did everything right – who built new lives in Britain, gained settled status, and proved their permanent departure – are still locked out of their retirement savings.

This is not a technicality, but a hardship inflicted on ordinary families by an authoritarian regime’s political retaliation,’ said Megan Khoo at Hong Kong Watch.//

//Then of course there is the issue of the Chinese mega-embassy on the historic site of the old Royal Mint. The demand by Beijing that the British Government grant them the embassy, despite the fact that the local council had refused the Chinese planning permission twice, has led to the most devious dismissal of the threats posed by China.

Perhaps the greatest of these was the existence of sensitive cabling running beside the site, into the City of London. First of all the Government denied the existence of such cabling, then denied there was any security risk posed by the very close proximity to the future embassy. Yet shortly after planning permission was granted, ministers quietly admitted that not only was the cabling very close to the embassy but that they will now have to move it for security reasons.

Chinese-produced security cameras have also turned up on MoD buildings and other government sites, despite denials from the authorities. Yet it has been long known and understood that such cameras have the capability to relay data to China. Sloppily, none of this seems to be uppermost in the minds of those in government charged with our security.

It should be understood that the CCP has a voracious appetite for data from the UK and other Nato countries. Chinese law requires that all Chinese companies hand over data to the CCP as and when it is demanded. That means that there is no such thing as a private company in China. This applies to the likes of TikTok. Yet still we have ministers and civil servants continuing to use the social media platform even on the personal phones and even in their ministerial offices.

China is thought to be responsible for multiple cyber attacks on the UK, illegal data gathering and threats to those Chinese people fleeing persecution now living in the UK, and spying. Yet the Labour Government seems to have concluded that the UK must get closer to China, desperate for growth regardless of the cost to the UK.

The biggest threat is that soon the country will be swamped by state-subsidised electric vehicles and batteries, which will of course be littered with internet-connected devices that can be exploited by Beijing.

Sadly, even our allies in the US increasingly see us as the soft underbelly of the Western alliance. Small wonder when we deliberately underfinance defence and turn a blind eye to China’s attacks on us. Our weakness is obvious to all those totalitarian states to see and act upon.//

As part of our Youth Initiative Program in Canada, Hong Kong Watch hosted a seminar on Canada’s public policy and party politics (Liberal Party) in partnership with the HongKonger Community Centre Toronto on 27 June.

We were pleased to have Jean Yip MP deliver a presentation on the structure of the government of Canada and the Liberal Party. She also shared her experience as a Member of Parliament and recruited volunteers on the spot, encouraging young people to actively participate in civic life.

This seminar is part of a series of training in civic education and public engagement for our Canadian Youth Initiative Program. It introduced our participants to Canada’s political system and public service.

Today, a cross-party group of Hong Kong Watch Patrons, including Lord Alton of Liverpool, Baroness Bennett of Manor Castle, James Naish MP and Tom Tugendhat MP, have issued a letter to Wise, following the deactivation of bank accounts belonging to Hong Kong Watch Advisor 劉祖廸 Finn Lau, including the business account for Points Media.

We are concerned, absent any justification for this closure, that such a move may constitute an act of financial transnational repression against a media outlet and a prominent pro-democracy activist. We urge Wise to clarify and justify their decision as soon as possible.
