Hong Kong Watch Hong Kong Watch defends human rights, freedoms and the rule of law in Hong Kong.

Hong Kong Watch is a registered charity founded in 2017, consisting of Hong Kongers and friends of Hong Kong, working closely with Hong Kong community groups in the diaspora. We inform and educate legislators, policy-makers and the media, and raise awareness among the wider public, about the violations of human rights, basic freedoms and the rule of law in Hong Kong, and advocate for actions to as

sist Hong Kongers. We do this through a combination of in-depth research reports, regular topical briefings, opinion editorials, media briefings and interviews, and advocacy campaigns. We also help integrate, support, welcome and strengthen the capacity of the Hong Kong diaspora, through a programme of civic and political education and community engagement.

📰 The Epoch Times – At Least 25 Canadian Residents Targeted by Chinese Police, Court Files Reveal

//At least 25 Canadian residents have been targeted by Chinese police under an “anti-corruption program” used to repatriate Chinese nationals abroad, according to documents released as part of an ongoing case.//

//Landson Chan, advocacy officer of UK-based NGO Hong Kong Watch, told MPs of the House of Commons Subcommittee on International Human Rights in March that the Hong Kong diaspora in Canada is a target of Chinese transnational repression and have suffered harassment, intimidation, and surveillance.

He said Ottawa’s police cooperation agreement with Beijing raises concerns about safeguards and information sharing given the alleged Chinese police service stations in Canada.

Hong Kong Watch and nine other Hong Kong diaspora community groups said in a joint statement in February that the police cooperation MOU is “profoundly alarming” for communities who have fled repression. The groups said Ottawa’s silence on the MOU has “intensified fears” that the agreement could “intentionally or unintentionally, expose individuals or community networks to harm.//

//For governments across the world — throughout Europe, the Americas, Africa and Asia, and for civil society and human rights defenders in these regions too — the time has come to wake up, stand up and speak up. There is a big bully on the world stage, and it is based in Beijing.

Beijing wants to crush Taiwan, one of Asia’s most vibrant and freest democracies. It wants to silence critics in the region and beyond. And it wants to ensure its agenda, its interpretation of history, its ideology, and its interests are pursued in international fora — and that its plans prevail and its critics are repressed.

For those of us who believe in freedom, democracy, and human rights — in whichever region of the world — we must stand up and say no.

We must say clearly that human rights are not the preserve of any one culture, race, religion, or clique. Freedom does not belong to one particular civilisation alone. These are universal values. They are human values. They are for everyone, everywhere, all the time, and as such, Beijing does not have the right to shut down global gatherings — especially non-governmental ones — that exist to champion these values.//

//Altogether, these findings suggest that transnational repression against the Hong Kong diaspora extends further than commonly understood. While a small number of high-profile activists bear the brunt of transnational repression – and more should be done to protect them – our data suggests that thousands of Hong Kongers across the United Kingdom have experienced transnational repression. This appears to largely take the form of infiltration and surveillance against pro-democracy groups and events, with the implicit threat that being identified may cause problems for family members back in Hong Kong. While other authoritarian states are sometimes willing to commit acts of violence on U.K. soil against dissidents and journalists, the Hong Kong government appears to adopt a subtler approach, which is harder to expose and to prosecute.

It’s hard, but not impossible, as demonstrated by the conviction of Wai and Yuen. The U.K. National Security Law, under which the two men were convicted, gives a sufficient legal framework to prevent hostile state actors from infiltrating pro-democracy groups and harassing activists. The bigger challenge is resources. Our survey suggests that many thousands of Hong Kongers are threatened by transnational repression: their community groups and events infiltrated by hostile actors working on behalf of a foreign state; their families threatened with reprisals for participating in civic events in the U.K. To put it simply, this is a nationwide issue that requires a national response from the U.K. government. Individual activists and NGOs cannot be left to tackle this issue by themselves.//

📰 棱角──香港監察調查:逾六成受訪港人感跨國鎮壓威脅 促英政府審查經貿辦及加強對華監管

//香港監察(Hong Kong Watch)周一(11日)發布最新問卷調查結果,顯示逾六成受訪港人認為自己面臨跨國鎮壓威脅,其中約 17%形容風險屬嚴重水平。該組織呼籲英國政府將中國納入「外國影響力登記計劃」進階級別,並全面檢視香港駐倫敦經濟貿易辦事處(經貿辦)的運作及其外交特權與豁免安排。

該調查於 2026 年 2 月 27 日至 3 月 17 日進行,共收回 1,005 份有效回應,受訪者為在英港人,包括持英國國民(海外)(BN(O))簽證人士。調查以中英文雙語進行,內容涵蓋對英國政府對華取態、對相關新聞的關注程度,以及對跨國鎮壓的憂慮與親身經歷。

結果顯示,約 66% 受訪者認為自己處於跨國鎮壓風險之中,主要擔憂包括港人社群或活動被滲透,以及在公開活動中被識別、拍攝或起底等情況。在表示關注跨國鎮壓的受訪者中,25.6% 表示過去一年曾經歷社群或活動被滲透,19.5% 曾被拍攝或公開識別或起底,10.3% 曾收到恐嚇訊息。

調查亦指出,在相關受訪群組中,約 34.5% 關注資產安排可能受影響,包括強積金等問題;約三分之一關注網絡騷擾及數碼威脅;約10.6% 則擔心人身安全風險。

另外有約 86% 受訪者認為在英國參與公開活動會對香港家人構成風險,約 42% 表示因跨國鎮壓風險而避免參與英國公共活動。

香港監察倡議及研究主管、前英國國會研究員湯柏森(Thomas Benson)表示,最新調查顯示跨國鎮壓影響已遍及廣泛的在英港人社群,而不僅限於少數民主活動人士。他指出,許多在英居住的普通香港人擔心,自己在當地參與公民或政治活動,可能會對家人構成影響。

湯柏森又提到,繼上星期經貿辦案件罪成裁決後,英國政府應立即將中國納入「外國影響力登記計劃」進階級別,以回應相關安全風險。//

//Meanwhile, Hong Kong Free Press reported that the Hong Kong Trade Development Council paid close to $11 million to U.S. lobbying firms between 2014 and 2020 to kill legislation supporting Hong Kong’s pro-democracy movement, with the Economic and Trade Office in Washington directing the operation. These are not neutral trade offices: They are political actors operating behind a shield built for a different era.

That shield was constructed by executive order on June 30, 1997, the day of Hong Kong’s handover, on the assumption that the city would retain autonomy. That assumption is dead. Beijing imposed the National Security Law in 2020. The Hong Kong security law followed in 2024. The free press is now gone. Dozens of pro-democracy figures, including British citizen Jimmy Lai, are in prison. The legal and political basis for those 1997 privileges no longer exists.

The London trial makes plain what that means on the ground. A Hong Kong Economic and Trade Office official directed a shadow policing operation against people living in Britain. He tasked operatives to surveil a Hong Kong woman in her own home and ultimately force their way in. She held a British National (Overseas) passport, exactly the kind of person a democratic government had made a commitment to protect. London’s Hong Kong Economic and Trade Office had become a command center for transnational repression.

There is ample reason for concern about whether the three American offices are categorically different, because China likes to throw its weight around on U.S. soil. Bounties have been issued against Hong Kong activists in the U.S., including a U.S. citizen and a U.S. resident. Liu Jianwang was convicted this week of running a secret Chinese police station in Manhattan’s Chinatown on Beijing’s orders. This is a reminder that this infrastructure is already present in America.

These trade offices sit within that broader ecosystem, protected by privileges that make oversight harder and accountability rarer.

The Certification Act would not automatically shut anything down. But it would require the president to go on record, once a year, about whether these offices still deserve the protections given them in 1997.

The House has voted with near-unanimous bipartisan support. The Senate has twice let the bill die without a vote. Both chambers have now reintroduced it and let it sit. But London just showed the world what a Hong Kong Economic and Trade Office looks like when nobody is watching. Congress should not need yet another lesson.//

加拿大移民部本週二更新指引,澄清「IMM 5707 家庭資料表格」並非在加拿大申請工作簽證的必要文件,當中包括「Hong Kong Pathway」可選開放式工作簽證(OOWP)申請。

相關網頁現已註明,除非移民部要求,否則「家庭資料表格」屬可選文件:「申請不應因未提供IMM 5707表格而被拒絕。」

香港監察歡迎這項澄清。我們之前協助過因欠缺有關表格而被拒絕申請的香港人。經過我們與國會及政府聯絡人跟進後,不少申請獲批核。

🇨🇦 IMM 5707 Family Information form removed as required document for Hong Kong OOWP applicants

On Tuesday, Immigration, Refugees and Citizenship Canada (IRCC) updated guidelines to clarify that the IMM 5707 Family Information form is NOT a required document for work permit applications made in Canada, including optional open work permit (OOWP) applications under the Hong Kong Pathway.

The relevant page has now stated that the Family Information form is an optional document, unless requested by IRCC: ‘Applications should not be refused due to a missing IMM 5707.’

Hong Kong Watch welcomes this clarification. We have previously assisted Hong Kongers whose applications were rejected due to lack of the form. A number of applications were approved after our follow-up with our parliamentary and government contacts.

香港監察本週發表有關跨國鎮壓和英中關係的問卷調查結果,問卷收到過千名在英港人的回應。調查發現95%的受訪者對現屆政府的英中關係整體方向感到「略為」或「非常」不滿意,當中89%表示「非常不滿意」。

調查亦發現在英港人高度關注和憂慮英中關係相關的新聞報導。平均有83%的受訪者表示對相關新聞有所了解。問卷請受訪者對事件憂慮程度從1分(「完全不擔心」)到5分(「非常擔心」)評分,共七篇新聞報導的平均得分為4.65分。

當中,受訪者對跨國鎮壓香港活動人士報導的憂慮程度極高(4.83分),顯示在英港人最為關注跨國鎮壓和間諜風險。

This week, Hong Kong Watch published its latest survey of over 1,000 Hong Kongers in the UK on their experience of transnational repression and attitude towards UK-China relations, which found that 95% of respondents were ‘somewhat’ or ‘very dissatisfied’ with the general direction of UK-China relations under the current government, with 89% saying there were ‘very dissatisfied’.

Our survey also found high level of awareness and concern about news stories relating to UK-China relations. On average, 83% of respondents reported some degree of knowledge. In terms of level of concern, respondents were asked to rate their level of concern out of 1 (‘not concerned at all’) to 5 (‘very concerned’) and the 7 news stories scored an average of 4.65.

Reporting on transnational repression against Hong Kong activists scored extremely high for concern (4.83), indicating that Hong Kongers in the UK were most concerned about transnational repression and espionage risks.

📰 CTV News – Human rights advocates sound alarm as court documents reveal extent Chinese police harassed Canadian residents

//Security experts, human rights advocates and politicians are sounding the alarm about the renewal of a co-operation agreement between the Royal Canadian Mounted Police and China’s Ministry of Public Security as troubling details surface at a foreign interference trial.

Court documents filed at the trial of alleged double agent William Majcher reveals that at least 25 Canadian residents were targeted by Chinese police under an anti-corruption program, which doubled as a tool of transnational repression. The affidavit shows that the Chinese nationals may have been forced to return to their homeland against their will to face punishment for alleged financial crimes.//

//Lansdon Chan, an advocacy officer with Hong Kong Watch, says the expansion of official engagement with China’s police is alarming, given what was revealed at the Majcher trial.

“The least the government can do is disclose fully what is in the agreement for transparency and public confidence,” said Chan. “The Hong Kong community does not have confidence they will be protected if they speak out against China.”//

//Chan says Hong Kongers, some who are Canadian citizens, have faced surveillance, intimidation and pressure directed at themselves and their families by Chinese authorities. He wants to see if the text of the MOU contains oversight mechanisms to limit the reach of China’s security apparatus.

Parliament approved the appointment of Anton Boegman as the new foreign influence transparency commissioner in April. While Bill C-70, an act “respecting countering foreign interference,” became law in June 2024, a foreign agent registry has yet to be created. Chan worries the fighting foreign interference is taking a back seat to increasing economic ties with China.//
