Barcelona's mayor has made his position clear: he does not want cruise ship day-trippers in the city. Jaume Collboni announced on May 13, 2026, that he wants to double the tax on short-stay cruise passengers from 4 to 8 euros per person, per day. And he wants it done within months, not years.

The original plan, approved by Barcelona's City Council in 2024, was to phase in that increase gradually over four years. Collboni is now pushing to skip the timeline entirely. "I want to discourage cruise ship passengers from coming to Barcelona," he said in a local TV interview. His stated goal is to bring the number of cruise stopovers down to zero.

Here is the reality behind that number. In 2025, Barcelona handled 832 cruise ship calls and nearly 4 million passengers. Most of them spent only a few hours in the city before sailing on. Residents have long complained that these short visits flood the historic center without contributing much to the local economy. The new tax is designed to make Barcelona a less attractive stopover while encouraging cruise lines to use it as a homeport instead, where passengers actually stay overnight and spend money in the city.

This comes as part of a wider shift. Barcelona has already reduced its cruise terminals from seven to five, doubled its general tourist tax in early 2026, and plans to eliminate all short-term vacation rental apartments by 2028.
