What do the Care Quality Commission's five key lines of enquiry actually look for?

The CQC assesses services against five questions: are they safe, effective, caring, responsive and well led? Each one involves a distinct set of evidence, from medication management and incident records to how well leaders understand their service and act on feedback.

𝗛𝗮𝘃𝗲 𝘆𝗼𝘂𝗿 𝘀𝗮𝘆 𝗼𝗻 𝘁𝗵𝗲 𝗻𝗲𝘄 𝗧 𝗟𝗲𝘃𝗲𝗹 𝗶𝗻 𝗦𝗼𝗰𝗶𝗮𝗹 𝗖𝗮𝗿𝗲

Over the past two years LinCA has been lobbying the government for the need for a T Level course specific to adult social care, which would allow students aged 16 and over to undertake placement learning in care.

The good news is that the government has listened and has confirmed to us that a T Level in Social Care will be developed for 2028.

The Department for Education has launched a consultation on the proposed outline of the content for T Levels in Social Care this morning.

We encourage all care providers to respond and share your views!

This is an opportunity for you to help shape what students will learn as part of this qualification, ensuring it reflects the skills, knowledge and behaviours needed for learners to progress in the relevant sectors.

The consultation asks for your views on:

✅ The proposed breadth and depth of core knowledge and technical skills in social care
✅ How well the proposed outline content aligns with industry expectations and workforce needs
✅ How well the proposed outline content supports students to progress into employment in a skilled technical role in the relevant sectors, either directly or following further or higher level study.

Your input will help to ensure that the new T Level is relevant to careers in social care, high-quality and fit for purpose, and designed to prepare learners for successful careers and progression.

𝗛𝗼𝘄 𝗖𝗤𝗖 𝗶𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻𝘀 𝗮𝗰𝘁𝘂𝗮𝗹𝗹𝘆 𝘄𝗼𝗿𝗸 - 𝗮𝗻𝗱 𝗵𝗼𝘄 𝘁𝗼 𝗽𝗿𝗲𝗽𝗮𝗿𝗲 𝗳𝗼𝗿 𝗼𝗻𝗲

CQC inspections are unannounced, and the findings affect everything from reputation to occupancy. Inspectors don’t just review paperwork - they speak with residents, observe care in practice, and assess services across five key lines of enquiry.

One way providers prepare is through a mock inspection, where former CQC inspectors assess the service using the same methodology as the real visit. The output is a rated report and a detailed action plan.

Our Chair Melanie Weatherley MBE is looking forward to speaking at The King’s Fund conference 'Sorting Out Social Care’ in London on 2nd June 2026.

This inaugural summit will bring the adult social care sector together at a pivotal moment. Around 200 delegates from across the sector will come together to have an honest conversation about the future of social care and to consider the tough and courageous decisions that need to be made – and the trade-offs that come with them.

Sessions will explore practical approaches and solutions through focused breakout discussions, hear directly from national leaders, and move past diagnosis towards a shared vision for change.
