Prompted by the latest research, showing that AEDs were only used by bystanders in 9% of out-of-hospital cardiac arrest cases, the Memorial Fund has launched HEART 2026; a campaign focusing on why this is so & looking at ways to address it.
When cardiac arrest occurs, immediate commencement of CPR is imperative. Where this is in conjunction with the use of an AED within the first 5 minutes of the incident (almost always before the emergency services can arrive), the casualty’s prospects of survival can be improved by over 50%.
Whether or not an AED is used will largely depend on 2 factors - bystander knowledge (& confidence) alongside the proximity of the nearest registered AED. These areas are covered by the mnemonic HEART - see image 1 below.
The 2 biggest issues with ‘proximity’ are AED registration (thousands of AEDs remain unregistered - see image 2) and restricted availability of many registered AEDs (see image 3). These issues appear to be most prevalent within the state-funded school sector.
Each school has been issued with at least 1 AED by the DfE, with guidance on how to register their AED and ideally provide for 24/7 community access (via an external cabinet) as part of their social responsibility. 30% of cardiac arrests take place within 300 metres of a state school. Over 20,000 AEDs exist in these schools.
Sadly, 3 years down the line, 8500 of those AEDs remain unregistered, with consequencial concerns about how well they are being maintained and many more are only accessible by the public during school opening hours, which taking into account holidays, account for just 18% of the total hours in a calendar year. This results in a very material dilution of the benefit these AEDs could be delivering throughout communities.
Locally, we have sampled 240 schools - only 13% have made their AED available 24/7, 39% haven’t even registered it & 48% have restricted availability as above. This is disappointing. We have now taken this up with local MPs and other stakeholders. We will update as discussions unfold.
