๐ด For clarity on the Asset Transfer process ๐ด
We have followed the advice and guidance from the CAT team to the letter and are now being penalised for doing so. We initially met with the CAT team as the Community Council but told we were not eligible to apply, we suggested we register one of our other well established village groups but were told that it would be best to set up a completely new group, this gave us the additional work of having to set up new bank account, constitution etc before registering with OSCR but we were happy to do so but are now being penalised and scored down as being "financially immature" and having "limited links with community engagement " which is certainly not the case as collectively our groups have a proven track record of attaining large sums of funding, planning and project managing developments such as obtaining a new Playpark, MUGA facility, installation of christmas lights, hosting whole community fun days as well as events on a smaller scale such as Christmas and Halloween parties and selection box deliveries. We link in with other groups in the wider community, outwith Glenmavis. We currently have ยฃ3000 that was allocated by the Local Activity Fund to allow us to host another fun day which everything on the day is free, burgers, ice creams, funfair rides and experiences such as birds of prey or horse riding. On a weekly basis we run 2 toddler groups, bite & bleather group as well as monthly community council meetings and all the other things that come along with that.
On the advice of the CAT Team we established Glenmavis Community Group to be under one banner. In our application we proposed to run the centre on a keyholder basis and reestablish Glenmavis Development Group (youth club), utilise the space for the already established groups, move bite&bleather and possibly toddlers over to the community centre, as the 4 local churches are amalgamating and even with the good grace of our church allowing us the use of their church hall we understand we may need to make way for the incoming church groups and they will of course take precedent over non church groups.
We also proposed to develop an IT hub for the benefit of skills development and employability and in future the establishment of a community cafe and a much needed after school club. We would continue the past let of New Monkland Boys Brigade who since the closeure of the community centre are having to meet between 8 and 10.30pm on a Friday night in the church hall which isnt ideal especially when many of the boys have football the next morning. We also have been liasing with LRFCA (army cadets) who to support our bid were willing to pay us a 25 year lease up front for 2 nights a week & 1 saturday a month, which would allow us to focus our grants and funding applications into activities and community benefits instead of purchase fees for the CAT. ๐๐๐ ๐๐๐๐ก๐๐ง๐๐ฃ ๐ฎ๐ค๐ช๐ฃ๐ ๐ฅ๐๐ค๐ฅ๐ก๐ ๐๐ฃ๐ ๐ค๐ก๐๐๐ง ๐ฅ๐๐ค๐ฅ๐ก๐ ๐๐ฃ ๐ค๐ช๐ง ๐๐ค๐ข๐ข๐ช๐ฃ๐๐ฉ๐ฎ ๐๐ง๐ ๐๐ฉ ๐ฉ๐๐ ๐๐๐๐ง๐ฉ ๐ค๐ ๐๐ซ๐๐ง๐ฎ๐ฉ๐๐๐ฃ๐ ๐ฌ๐ ๐๐ค
and this would have allowed us to focus on that.
Reading the papers for the Communities Committee it was so disheartening to see comments like "much of the case is aspirational rather than evidence based" and " applicant has demonstrated limited links with groups and community engagement activity" which could not be further from the truth and is so dismissive of the credibility of our volunteers with one member alone having over 50+ years of community based volunteer work and collectively it would be several hundred.
The application process in no way merits the scoring and no follow up was made when conveniently some of our evidence wasnt included in the full application even though the CAT team were well aware of it being carried out. which were sent directly to the CAT team which we also received copies of. We had a list of 111 people who support but are also willing to volunteer for the group. We also held an open day to engage with the community, showcase our achievements and explain our proposals which we had to have in the church hall due to being unable to have a let for the Community Centre even though the other group were allowed a let. Which at the time we thought was unfair and now even more so.
It is mind blowing how all of this has either been disregarded, lost or hidden and applications scored in favor of a group with one primary focus and who have no established community links other than a instructor living here and a small amount of students being from the village.
