📅 Save the dates: TIS events in 2026–27

We’re pleased to share dates for three upcoming TIS events for tenants, housing professionals, and others across the Scottish social housing sector.

Upcoming events:

Rent Setting and Affordability – Thursday 3 September 2026
Tenant Participation Summit – Tuesday 17 November 2026
Connected for Change – Wednesday 24 February 2027

These events will create opportunities to connect, learn, and share ideas on key issues including rent setting, affordability, tenant participation, scrutiny, engagement, and positive change across the sector.

Working together to strengthen tenant voices 🤝

Our Housing Directorate team at Blackwood recently took part in a really positive session with Tenants Information Service .

The session focused on how we can further improve tenant participation and engagement, making sure tenants’ voices are heard, valued and help shape the services we deliver.

A big thank you to Pedro from TIS for sharing their expertise and supporting us to keep strengthening how we work with tenants.

💬 “Tenant participation has matured over the last 25 years- but the world around it has changed.”

Our State of Play research is underway, and we’re continuing to invite tenants and social landlords across Scotland to take part.
Through our tenant and landlord surveys, we’re gathering a wide range of experiences of tenant participation to build a clear national picture of what’s working well and what could be improved. This insight will inform evidence based recommendations to strengthen meaningful tenant participation in the years ahead.

📣 Tenant survey now live!

TIS has launched a new Scotland wide tenant survey as part of our State of Play research into tenant participation in social housing.

We want to hear directly from tenants about their experiences of being informed, consulted and involved in decisions about their homes and services - what’s working well, what feels difficult, and what could be improved.

This research, delivered in partnership with the Scottish Government, will help shape future recommendations on how tenant participation can work better for everyone.

📢 Calling all housing colleagues!

We’ve launched our State of Play research project in partnership with the Scottish Government to explore how tenant participation is working across Scotland’s social housing sector - and we’re inviting housing associations, councils and social housing co-ops to take part.

📋 The landlord survey is now live.
It takes around 15–20 minutes and asks about how tenant participation is structured and supported in your organisation, including resourcing, impact, and inclusion.

This research comes 25 years after the Housing (Scotland) Act 2001 and at a time of significant change for the sector. Your insight will help build a national picture of what’s working well, where challenges exist, and what tenant participation may need to look like going forward.

This session explores the historical roots of tenant participation in Scotland, placing it within the wider context of community
development, social movements and policy change. We’ll trace how participation emerged from grassroots action, how it has evolved over time, and why its origins continue to matter for practice today.
