This was received yesterday from the Enforcement officer. Dandy was supposed to provide an update by the end of May regarding the Cathodic protection system that was never connected and still isn't.

Further - I have just seen this email so will respond in conjunction with a few minutes ago.
I do not have any further update at this time.
I cannot give advice as outside of my remit. Other than I would suggest being open and honest with any Insurer.
Factually, it appears to be an alleged breach of a Section 106 which is a legal agreement.
I am happy to review any planning conditions that you may be making an allegation have not been complied with?
Currently we are expecting an application for amended planning permission [not on any matters to which as far as I am aware form any of the basis for your complaint] and an amended S.106 for consideration by the LPA - Which I suspect will be of interest and once I am able to publish information the public realm I will be sending a substantive update.
