2. Approval of previous minutes 19th February 2026.

4. Co-option of Member.
ME received confirmation that the form submitted by CG had been completed to Perth and Kinross council requirements.
There were no objections to CG being Co-opted as secretary.

AG highlighted that co-opted members have restricted voting rights for a period of 12 months following their appointment.
5. Roads and Pavements.
No further forward regarding drawings submitted by planning dept.
KA will find out by the next meeting.

Discussion around gullies and flooding including issues Feddal Road and Loaning View.
Issues have been reported frequently. KA asked to send reference numbers to investigate why they have not been sorted.
ME re-iterated the need to report issues to Perth and Kinross Council.
If anyone reported issues Feddal Road, email PKC reference to Community Council email and ME will pass on to councillors.

Discussion with ME and KA about work for Battery storage farms and if gully cleaning is part of the developer traffic management plan, as it should not be taxpayer paying costs.

Carse View upgrade. Bridie Grant (ADT) arranging meeting with Perth and Kinross roads dept.
6. SSEN & Planning
6.01Substation and 6.02 Haul Road
KA advised that due to Judicial review, the haul road application had been withdrawn from Planning Committee and that
a special Council meeting will hear both applications.

6.03 Hydrogen Storage Facility.
LN update. Intend constructing another 5 turbines to make 9 in total (original application was 9 turbines) which will give 12 mega watts for the windfarm. If proposal goes to plan it will produce enough to fill 5 tankers per day 7 days per week and producing hydrogen 24 hours per day. If no wind, they still need to produce hydrogen so will have revised connection to Braco 275kv substation.
Impact on the community would be 5 lorries each way per day, 18 month construction period, 9 months of which would include heavy construction traffic. No construction routes decided yet, requires traffic impact assessment.
Impact could be site will have a flare stack for burning off excess hydrogen.
Review plan pages 167-174. KA asked to let councillors know any questions or comments before next Wednesday.
7 New Braco School update.
KA advised currently at design stage.
MB added that a detailed list of what the current Community Hall gets used for, equipment used and everyone who uses it, to see if the new School Hall could be used. There is a meeting arranged with PKC Friday 24th April to discuss.
8. Community Groups.
8.01 Braco Hall
MB advised Trustees and Ardoch Development Trust (ADT) have met and discussed finances and use of Hall.
Nothing else to report.
8.02 Ardoch Development Trust
AG has been asked why ADT are taking the lead and not the Community Council, and needs clarified in the minutes.
Community Council need to liaise with Mairi Milne. ME agreed to email.
ME had advised that the grant application to the ADT would no longer be required at this stage to support legal costs in relation to the PKC legal challenge. ME advised that a separate go fund me page had raised some funding towards the cost of the action, however that the sums raised are likely to be less than the costs of the action to date. This will be discussed further at the June meeting.
9. Police
Rural crime, be careful with cars with keyless fobs, keep them in in protective box.
Oil tanks, keep locked.
10. Treasurer’s Report
AG advised outstanding accounts are being examined.
Current balance £526.65

11. AOCB
Defibrillators. ADT to help fund to replace.
Dog walking Castle Drive. Dog owners are being asked to respect its lambing season and please keep dogs under control. In addition, make sure owners pick up after their dogs.

OVERNIGHT SURFACING ON THE A9 SOUTHBOUND AT BLUETON FARM AND NORTHBOUND AT GREENLOANING TO BEGIN TUESDAY 9TH JUNE



Amey is undertaking overnight surfacing improvements on the A9 southbound between east of Blueton Farm and Williamsfield Farm from Thursday 11th June to Friday 19th June. Further works will take place on the northbound carriageway between north of Greenloaning and Williamsfield Farm from Thursday 18th June to Friday 26th June.



Pre‑works will take place in advance of the main programme on Tuesday 9th and Wednesday 10th June under overnight lane restrictions between 7.30pm and 6.30am.



The £350,000 project, which Amey is undertaking on behalf of Transport Scotland, will resurface approximately 2,300 metres of the carriageways.



To ensure the safety of roadworkers and motorists, the works will be carried out under overnight convoy between 7.30pm and 6.30am. To minimise disruption, there will be no convoy works on Friday or Saturday evenings.



Please be aware that there may be delays of up to 8 minutes when the overnight convoy is in place.

A message from Liz Paterson and Ardoch in Bloom below:

The summer planting of pots in the villages will commence from early June and two new planters will be placed on Front Street at the bottom of Smiddy Brae.

This year Ardoch in Bloom have entered the Beautiful Scotland Competition (Small village) and we expect the judging to be done late July.

Ardoch in Bloom are reliant on volunteers to help with caring for the planted areas and pots and they are always keen for more willing hands. Regular Litter Picks are carried out and the next one will be on the 31st May and then on the 28th June, meeting at 2.00 at the Village Hall.
A small group meets every second Thursday morning at 10.00 for an hour to do gardening jobs and more volunteers would be welcome, no experience required.

Perth & Kinross Council are holding a Community Open Evening at Braco Village Hall between 6pm and 8pm on 23 June 2026 in respect of the proposed new school. PKC will post further info about this closer to the time.

Invitation to Headstone Safety Programme Demonstration



Dear All,



We would like to invite you to attend a demonstration of the Headstone Safety Programme inspection process, which will be held at Braco Steeple on Tuesday 5th May, from 10:00am.



The Memorial Safety Team and the Memorial Officer will be on site to demonstrate the inspection process. This will include an overview of how inspections are carried out, how memorials are assessed and classified as safe, unstable, or unsafe, and the notification process to lair owners.



This demonstration will provide an opportunity to gain a clearer understanding of the procedures involved and to ask any questions you may have.



We look forward to your attendance; however, if anyone is unable to attend, please feel free to contact PKC Bereavement Services, and we will be happy to discuss the programme or provide any information requested.

5 Roads

5.01 Feddal Road Proposals - PKC have been advised of preferred option, create parking bays and a pavement on the graveyard side of Feddal Road
5.02 B8033 Closure – Telecoms Installation

6 SSEN

6.01 Substation –
6.02 Members of the community and ME attended the Planning Meeting. ME made a statement on behalf of the Community Council putting forward the community’s objections. Those attending the planning meeting believed the process, procedure and key information, including EIA documents were not understood by PKC. Cllr Carr did request that the plans be approved subject to the objections of the community. PKC approved plan in full with only the requirement to upgrade the pedestrian crossing at the School.
A request for the community to lodge a legal challenge of the decision had been brought to the CC prior to the meeting. Andrew Blyth/ME had sought legal advice regarding this and gave a brief explanation of what could be challenged and how a challenge could be made without exposing the CC to significant costs in the event that this was unsuccessful. The prospects of the legal action were discussed, and advice given was that the Community Council has reasonable prospects of success. The matter was put to the vote and it was determined unanimously that the Community Council should proceed to challenge the decision to grant planning permission by PKC.
ME advised that the CC would make an application to the ADT to support the costs of taking this forward.
6.03 Haul Road Application

Request for attendance to be made, request for approval with robust conditions

7 New Primary School

No update from Cllr. MB/BG have met with PKC, no plans to date, no indication of community consultation date. Clarity over outcome of current hall once new school is in use was sought, is there any provision for the current users of the hall within the new building being main concern. PKC requested further information on Hall use. No further response to correspondence.

8 Tree Felling Application

Re application of felling of mature spruce woodland and replanting for mixed woodland at the New Cemetery, BG advised has been in discussion with landowner as this includes an area of the proposed site for the path between the villages

9 Community Groups
Braco Hall – no update, meeting scheduled
ADT – BG has been in discussion with Eel Power – taking over the battery storage project, will be reduced in, and have indicated they will begin construction in May/June, this could co incide with the substation/haul road construction.BG (ADT) have ben is discussion with Eel Power regarding community benefits, as they have stated none are required. BG is challenging this.
SSEN Community Benefit - Advised the community benefit fund is not likely to be the sums indicated in the letter sent to residents and gave a brief over view of how the Community Benefit Scheme works.
Carseview – Additional works to bring the road up to standard have come to light and a revised quote is being requested, BG is meeting with PKC
ADT AGM – 28th June 2026 new members most welcome

Defibrillators – AG has received notification that current defibs are no longer being produced and replacement batteries and pads will no longer be available, batteries and pads both have 2027 expiry dates, both defibs have 2 sets of pads – AG to research and source replacement. Grant application will be required – BG advised this is an area the ADT would be happy to fund
