📢 Kiltarlity Community Council – Meeting Update
A quick update following the latest Community Council meeting:
There have been ongoing concerns around electric scooter use in the village. As a reminder, scooters are not currently permitted on roads or pavements. Reports of near misses, riding in dark clothing, and tandem use have been highlighted. This poses risks not only to others, but to riders themselves.
We’re also seeing continued issues with fly tipping at the Village Hall. Clothing left outside the recycling bins cannot be reused and has to be destroyed, and other waste (including tile grout) has been left at the bottle bank. CCTV has captured this, and it is being treated as fly tipping. Please use these facilities responsibly.
At Belladrum Estate, damage to infrastructure has been reported. It’s disappointing given how lucky we are to have access to these beautiful walks. CCTV installation is being considered to help prevent further issues.
Dog fouling is on the rise again across the village—please remember to clean up after your dogs.
Concerns were also raised about speeding through the 20mph zone, with limits regularly being exceeded. Speed monitoring has been requested to assess the situation.

SSEN has published its Scoping Report for their Black Bridge Replacement Works. You can view it (and all related documents) here:

To summarise:
SSEN Transmission is proposing to submit an application for planning permission under the Town and Country Planning (Scotland) Act 1997 (as amended) for consent to construct a replacement bridge at (or adjacent to) Black Bridge, over the River Beauly, near Kilmorack and to potentially demolish the existing bridge. The bridge replacement is required to enable access for heavy vehicles for an associated project, ‘Fanellan 400kV Substation and Converter Station’ (planning ref 25/00826/FUL) which is a proposed new strategic transmission hub together with other proposed SSEN Transmission developments in the area.

The Community Council will post more information once it's had a chance to review and assimilate all 233 pages!

Good morning everyone.

Those who submitted objections to the Fanellan application should have received an email today. The most effective course of action at this stage is to respond directly to the appeal team to reaffirm your position. Responses should be sent to [email protected]. You may wish to use wording along the following lines: My position has not changed, and I remain opposed to this development. I fully support the stance being taken by both The Highland Council and the Community Council in opposing this appeal.

We are writing to let you know about ground investigation works that will be taking place on the north and south sides of the River Beauly near Black Bridge.
This email sets out information about the ground investigation works that are planned, what they involve, and what you may notice while they are underway.

About the works
The works will involve a small specialist team carrying out surveys and drilling to collect ground information. These are temporary activities and will be completed in stages as the work progresses.
The works are currently expected to start from Monday 13 April and continue for approximately six to eight weeks, subject to weather conditions and site progress.
During this time, you may notice a small team on site, specialist equipment, and some vehicle movements.

Why these works are necessary
The ground investigation works are required to support ongoing design development for the proposed Black Bridge works. Collecting detailed information about ground conditions helps ensure that any future designs are safe and appropriate for the location.
These works are being carried out under Class 40 permitted development rights for survey activities. The Highland Council has been informed of the works.

What to expect
Short-duration lane closures will be required only for the loading and offloading of equipment. Each unloading activity is expected to last around 40 minutes, with stop/go signs in place.
The following dates are noted for these:
• North side of Black Bridge (between A831 junction and the bridge): 13 April
• North side of Black Bridge (entrance to core path): 22 April, 8 May, 12 May
• South side of Black Bridge (entrance to car park): 13 May
• South side of Black Bridge: 2 June

A further single-lane closure will be required, with traffic lights in place to manage traffic. Starting 27 April for up to ten days.
Plant equipment access to the south side of Black Bridge will be via Kiltarlity. This route is expected to have minimal impact, as vehicle movements will be limited and managed.
The car park on the south side of the Black Bridge will be closed to parking for the duration of the works, with the agreement of the landowner. Access will be maintained for the cemetery and for the fishing syndicate to reach their bothy.

Message from SSEN regarding work at Ruttle Wood, Fanellan:

As part of ongoing environmental assessments for the proposed Spittal – Loch Buidhe – Beauly 400kV overhead line project, specialist ecology surveys will be carried out in Ruttle Wood from 24 to 26 March 2026. These surveys will be non intrusive and will not impact on public access to the woods.
This information is being shared for awareness.

*Community Benefit Fund Criteria*

Applications can be accepted from third sector (voluntary or community groups ),
community councils, schools and registered charities within Highland Council area.

Applications which relate to energy efficiency, sustainability and work towards net zero will be prioritised, however the fund will consider applications from other perspectives
where a clear benefit to the local community/ organisation is demonstrated.

Please note:
The funding cannot be used to cover running costs of items/projects
Example projects are equipment for schools or community open spaces/building
upgrades for lighting/commercial equipment for community projects
Checks will be made to confirm land ownership/liability status etc

The maximum grant funding available per project is 2,500

Grant awards will be treated as one off contributions.

Applications must be submitted to energy efficient [email protected] by
Friday 20th February 2026.

Successful applicants will be notified by no later than Friday 6th March 2026.

Submissions will be considered by a cross sector panel of evaluators with the final decision at the discretion of Union Technical, the fund provider.
