Maritime Safety Authority of Fiji (MSAF) and the Shipping Industry: Bridging Safety, Compliance and Workforce (STCW) Shortages

OP-ED by Victor Fatiaki, Maritime Executive, Rotuma Community Advocate and SODELPA Candidate for 2026-2027 Elections

The recent standoff between shipowners and the MSAF highlights a critical policy gap - that of strict safety compliance requirements colliding with severe local shortage of qualified seafarers.

To move beyond demanding compliance, MSAF and government agencies should establish a coordinated support system that helps operators meet safety standards while protecting essential domestic shipping services.

The practical lesson for Fiji therefore should be to adopt a controlled blended model: online theory, simulator exposure, recognition of prior experience, supervised onboard sea time, and short MSAF-approved in-person assessment blocks.

Mr. Fatiaki expounds on his theory that the core challenge is not whether safety standards should be upheld, but how Fiji can enforce them while creating practical pathways to rebuild the maritime workforce.

Mr. Fatiaki is a seasoned maritime and community leader with over 30 years of experience as a Ship Captain; expertise in ship management, towing operations, and executive leadership across Fiji and the Pacific.

Mr. Victor Fatiaki – is a seasoned maritime and community leader with over 30 years of experience as a Ship Captain; ship management, towing operations, and executive leadership across Fiji and the Pacific.

He is the current Chairman of the Fiji Rotuman Association (FRA), a position he has held for the past five years, and has served the Rotuman community for nearly two decades through long-standing voluntary leadership.

A proud alumnus of Queen Victoria School (QVS), Mr. Fatiaki combines strong academic grounding with extensive handson management experience.

His background spans senior executive roles, consultancy work, and directorships across major maritime and logistics organisations.
