Last week, Ethiopia was selected to host the 32nd Climate Change Conference (COP32) in in 2027. In this commentary, Tsegaye Nega argues that the opportunity carries significant risk, noting that Ethiopia is entering a process “engineered to reward appearances rather than delivery.”
He contends that the UN climate finance system remains trapped in a cycle of symbolism, favoring large-scale projects and high-profile pledges over measurable outcomes, thereby rewarding “visibility over impact.” The author emphasizes that this systemic bias obscures Ethiopia’s most effective climate intervention—a full transition to clean cooking, which represents a staggering $72 billion annual blind spot and offers one of the highest-leverage mitigation opportunities globally.
To break free from this optics-driven cycle, the article argues that Ethiopia must use its “thin window of agency” to shift the emphasis from performance to proof. This requires compelling climate finance to address human-scale challenges and demonstrating accountability to citizens first. Central to this approach, Tsegaye proposes, is the establishment of a COP32 Delivery Authority—an independent, transparent mechanism to track every pledge and outcome in real time.
The author states that “The world will come to Addis Abeba expecting another performance,” adding, “Ethiopia must deliver a verdict—one that bends not only the arc of its own development but also the trajectory of the global climate.”
