Consultancy Service for the Development of Mental Health and Psychosocial Support (MHPSS) and Safeguarding Manuals

Background
The Ethiopian Network of Women Shelters (ENWS) invites eligible and qualified consultancy firms to submit technical and financial proposals for the development of Mental Health and Psychosocial Support (MHPSS) and Safeguarding Manuals. The consultancy aims to strengthen ENWS's institutional capacity and improve the quality of services provided to women, girls, and vulnerable groups.
Objective of the Consultancy
The objective of this consultancy is to develop comprehensive MHPSS and Safeguarding Manuals that align with national and international standards and support ENWS in delivering survivor-centered and gender-responsive services.
Scope of Work
The selected consultancy firm will be responsible for:
• Reviewing existing ENWS policies, guidelines, and relevant documents.
• Conducting consultations with ENWS staff and member organizations.
• Developing a comprehensive Mental Health and Psychosocial Support (MHPSS) manual.
• Developing a safeguarding manual covering child protection and the protection of vulnerable adults.
• Developing reporting and referral mechanisms and standard operating procedures.
• Facilitating a validation workshop with ENWS representatives.
• Incorporating feedback and submitting the final manuals.
Eligibility Requirements
Interested applicants must fulfill the following requirements:
• Be a legally registered consultancy firm in Ethiopia.
• Possess a valid business license and registration certificate.
• Submit a renewed trade license and Tax Identification Number (TIN) certificate.
• Demonstrate proven experience in developing MHPSS, safeguarding, child protection, or gender-based violence manuals and guidelines.
Educational Qualifications
• A Master's degree (MA/MSc) in Psychology, Social Work, Public Health, Sociology, Gender Studies, Human Rights, Law, or related fields is highly preferred.
• Bachelor's degree holders may also apply; however, preference will be given to candidates with a Master's degree.
Professional Experience
• Master's degree holders must have a minimum of five (5) years of relevant professional experience.
• Bachelor's degree holders must have a minimum of ten (10) years of relevant professional experience.
• Proven experience in developing policies, manuals, and training materials related to MHPSS and safeguarding.
• Strong understanding of survivor-centered approaches and safeguarding principles.
• Excellent communication, facilitation, and report-writing skills.

Contract Duration
