Humanitarian Statement and Commitment of Horn Comprehensive and Access Development (HOCAD)

Horn Comprehensive and Access Development (HOCAD) reaffirms its unwavering humanitarian commitment to stand with communities affected by the devastating impacts of recurrent drought. The prolonged climate crisis continues to inflict severe hardship on vulnerable populations, particularly in the Somali Region and parts of the Oromia Region, where livelihoods, food security, and access to basic services are under immense strain.

Guided by the principles of humanity, solidarity, and collective responsibility, HOCAD calls upon partners, stakeholders, and humanitarian actors to collaborate in alleviating the suffering of our communities. At this critical moment, unity of action and shared commitment are essential to address urgent needs and to prevent further loss of life and dignity.

HOCAD is actively and closely engaging with its partners and stakeholders to coordinate meaningful interventions in response to the ongoing drought. These discussions are focused on mobilizing resources, delivering timely humanitarian assistance, and supporting sustainable recovery efforts that strengthen community resilience.

Together, through collaboration and compassion, we can help our communities overcome the pain of drought and lay the foundation for long-term stability and development.

Subject: Memorandum of Understanding (MOU) Signing between Horn Comprehensive and Access Development (HOCAD) and Santex Leaders in Personal Hygiene.
A significant Memorandum of Understanding (MOU) was signed today in Addis Ababa between Horn Comprehensive and Access Development (HOCAD) and Santex Leaders in Personal Hygiene, under the official title “MOU Stakeholder for Humanity.”

The ceremony highlighted the remarkable diplomatic efforts of Ambassador Dr. Jemal Beker and Ambassador Atif Sharif, whose dedication and leadership in strengthening relations between the two countries have culminated in this important humanitarian partnership.

The signing event held in Addis Ababa was attended by senior government officials, dignitaries, development partners, HOCAD representatives, and members of the press. The occasion marked a new chapter of humanitarian collaboration aimed at improving hygiene, health, and community welfare across Ethiopia and the Horn of Africa.

This MOU establishes a formal partnership between HOCAD and Santex to promote humanitarian assistance and support the distribution of hygiene and personal care products to schoolgirls, underprivileged students, orphans, the poor, and other marginalized communities.

Under the terms of the agreement:
• Santex will supply hygiene and personal care products such as soaps, detergents, and sanitary materials.
• HOCAD will ensure transparent, fair, and accountable distribution to the intended beneficiaries and jointly conduct community awareness campaigns on health and sanitation.

Both organizations reaffirmed their shared commitment to humanity, compassion, and transparency, emphasizing that this partnership will enhance dignity and improve the well-being of vulnerable populations.

The agreement will remain in effect for three (3) years, renewable upon mutual consent, and stands as a model of ethical, people-centered humanitarian cooperation in the Horn of Africa.

This Memorandum of Understanding was executed in accordance with the laws of the Federal Democratic Republic of Ethiopia and in compliance with the regulations governing civil society organizations.

It was a great honor and privilege for Us, to take part in the Pakistan, Africa Trade, Development, and Collaboration Conference. The event was truly remarkable, an occasion of opportunity, partnership, and meaningful networking with diverse stakeholders.

On behalf of HOCAD Organization, we successfully built trust with many partners and established valuable connections with distinguished individuals and delegates from Pakistan and across the African continent.

The conference was jointly organized by the Ministry of Commerce of Pakistan 🇵🇰 in collaboration with the Ministries of Trade and Transport of Ethiopia, reflecting the growing strength of Africa–Pakistan diplomatic relations. The outstanding leadership and efforts of Ambassador Dr. Jemal Beker were especially noteworthy.

The gathering was graced by several high-level dignitaries, including H.E. Dr. Alemu Sime Fayisa, H.E. Jam Kamal Khan, the Honorable Minister of Commerce of the Islamic Republic of Pakistan, as well as various state ministers and ambassadors.

Conclusion, this conference symbolizes a new era of hope and cooperation between Africa and Pakistan, an inspiring testament to our shared vision for sustainable trade, mutual growth, and enduring friendship among our peoples.
