Over the past decade, Ethiopia has made remarkable strides in transforming its healthcare system. While improvements in clinical outcomes often take center stage, a critical group of professionals continues to work behind the scenes—quietly but powerfully shaping the nation’s health system. These are Ethiopia’s Health Informatics Professionals.

For more than 12 years, these experts have served as the architects of the country’s evolving health information systems. Long before “digital health” became a global priority, they were embedded across health centers, hospitals, and sub-city and zonal health offices—ensuring that every data point, every patient record, and every report contributed to better health outcomes nationwide.

A Legacy of Dedication (2012–2026)
The contributions of health informatics professionals extend well beyond recent institutional recognition. Their decade-long commitment has been foundational to several key advancements:

Strengthening Data Integrity: Transitioning from fragmented, paper-based systems to reliable and structured digital health registries.
System Implementation: Leading the deployment of Electronic Medical Records (EMR) and other health information systems in complex clinical settings.
Enabling Evidence-Based Policy: Supplying high-quality, timely data that supports the Federal Ministry of Health Ethiopia in monitoring disease trends and optimizing resource allocation.

Bridging the Gap Between IT and Clinical Care
Health informatics is far more than information technology—it is the critical intersection of healthcare delivery and digital innovation. These professionals play a vital role in ensuring that technology enhances, rather than complicates, patient care.

By managing system infrastructure, troubleshooting technical challenges, and maintaining data quality, they enable clinicians to focus on what matters most—saving lives—while ensuring that the data behind those decisions remains accurate, accessible, and actionable.

Strategic Partnerships: John Snow Inc. (JSI) continues to champion the “Information Revolution,” emphasizing that human capacity is the cornerstone of sustainable digital health systems.

The Way Forward: Integration and Recognition
As Ethiopia advances its digital health agenda, it is essential that health informatics professionals are fully integrated into national strategies and decision-making processes. Their expertise in interoperability, data governance, and system sustainability positions them as key drivers of the next phase of health sector transformation.

Recognition must go beyond acknowledgment—it should translate into structured career pathways, professional development opportunities, and leadership roles within the health system.

I serve as a Health Informatician and Digital Health Professional and the Waghemra Zonal Health Informatics Officer in the Amhara Region, positioned at the intersection of clinical service delivery, public health programming, digital health systems, and monitoring and evaluation. I have actively supported Electronic Medical Records (EMR) implementation,Electronic Community Health Information System(eCHIS), Electronic Immuinazation Registery and optimization—handling system requirements, workflow mapping, configuration, user acceptance testing, and post-deployment monitoring to ensure reliable data for clinical and programmatic use. I also provide technical support for DHIS2-based HMIS, including configuration of data elements and indicators, alignment with national standards, data aggregation from facility to higher levels, and resolving data quality and system issues. As an Overall Health Information Sysetem Officer, I support results frameworks, conduct routine data analysis to track performance and identify gaps, and promote adaptive management and learning forums for continuous improvement.

Ensuring high-quality data is core to my role. I have designed and implemented a Data Quality Audit Tool, conduct Routine Data Quality Assessments (RDQA), develop Data Quality Improvement Plans (DQIPs), and mentor health workers on documentation practices. I design data visualization dashboards and automated reports that present key indicators accessibly, support management oversight, and enable timely identification of performance gaps. I prioritize sustainability through training health workers and managers, providing ongoing mentorship, and supporting standard operating procedures. I also actively identify and mitigate risks related to system performance, data quality, user adoption, and sustainability through capacity building, stakeholder engagement, and continuous monitoring. My integrated approach as a Health Informatician and Digital Health Professional ensures that digital health interventions are effective, sustainable, and aligned with national priorities in the Waghemra Zone of the Amhara Region.

Health informatician, Digital Health Professional, Team leader, Health Informatics Advocator

I am a Health Informatics officer, Team leader working at a health center right here in Addis Ababa City. My daily work sits at the intersection of clinical service delivery, digital health systems, and information technology. I don't just work with computers—I work with nurses, doctors, department heads, and program teams to make sure that our digital tools actually improve patient care and reporting.
One of my main responsibilities is implementing and supporting Electronic Medical Records (EMR) systems at the health facility level. I help map clinical workflows, configure the system to match real needs, test for bugs, train health workers, and stay around after deployment to fix problems and ensure data is complete and accurate. Because I have both IT knowledge and a strong grasp of health terminology, I can speak the language of software developers and also understand the clinical realities of a busy health center.
Beyond EMR, I also support our HMIS and DHIS2 reporting systems. I make sure that every department's data is aggregated correctly, that monthly reports are timely, and that our facility meets national health information standards. I conduct Routine Data Quality Assessments (RDQA), design data visualization dashboards for management, and lead training sessions to build the capacity of my colleagues. I believe that good data leads to good decisions—and my job is to make sure that data is reliable, visible, and used.
At the end of the day, I am a digital health professional who ensures that technology serves people. Whether it is troubleshooting a system downtime, mentoring a nurse on proper documentation, or presenting performance trends to facility management, I work to make digital health interventions sustainable, effective, and aligned with Ethiopia's health priorities—starting from the health center level in Addis Ababa.

In the heart of this transformation lies a clear mission: "Shaping the Future of Oromia’s Healthcare through Data and Innovation." Achieving this requires a deep understanding of modern technology and the dedicated leadership to implement it across the Ethiopian health sector.
​AI and Data Science: The Engine and the Fuel
​To understand digital health, one must understand its core pillars: Data Science and Artificial Intelligence (AI). While often used interchangeably, experts distinguish them by their distinct roles in the technological ecosystem.
​Data Science is the foundation—the fuel. It is the multidisciplinary practice of extracting meaningful insights from massive, complex datasets. It involves statistics, data processing, and analytical methods to understand historical trends and current realities within patient populations and health systems.
​Artificial Intelligence (AI) is the application—the engine. AI involves building systems capable of performing tasks that typically require human intelligence. In healthcare, this means using the insights gathered by data science to create predictive models, automate diagnostics, and personalize patient care.
​The Expert Perspective: At an expert level, the distinction is clear. Data Science asks, "What is happening and why?" while AI asks, "What will happen next, and what action should the system take?" You cannot build robust AI without a strong Data Science foundation.

​In Ethiopia, and specifically within the Oromia region, applying these technologies means shifting from reactive to proactive healthcare. By leveraging data, health bureaus can track disease outbreaks in real-time, optimize resource allocation to rural clinics, and streamline patient records for faster, more accurate treatment. Digital health initiatives ensure that critical medical data moves faster than the diseases it tracks.

​Visionary technology requires visionary leadership. As the Director of the Health Information Technology Directorate (HITD) for the Oromia Health Bureau, Tesfu Negasa stands at the forefront of this digital revolution.
​His personal efforts extend far beyond administrative duties. As a Health Informatician, AI & Data Science Expert, Tesfu actively bridges the gap between complex technological capabilities and practical public health needs.

As a health informatician and M&E officer, I work at the intersection of clinical services, public health programs, and digital health systems—ensuring that data is not just collected but meaningfully used to improve decision-making and patient outcomes.

​We are thrilled to announce the successful completion of our year-long project in partnership with JSI-Ethiopia (DUP) and the Ministry of Health Ethiopia.
​This year has been a transformative chapter for the Ethiopian Health Informatics Technology Professionals Association (EHITPA). Beyond project deliverables, we have significantly strengthened our institutional capacity in grant management and technical ex*****on. Today, EHITPA stands ready and fully capable of leading large-scale digital health initiatives.
