IMPLEMENTING OPLAN
“BANTAY KALIGTASAN SAN JUAN 2026”
AND PLACING ALL CONCERNED MUNICIPAL OFFICES, BARANGAY OFFICIALS, RESPONSE UNITS, AND VOLUNTEER ORGANIZATIONS ON HEIGHTENED ALERT STATUS DURING THE CELEBRATION OF THE FEAST OF ST. JOHN THE BAPTIST ON JUNE 24, 2026
WHY THIS ORDER?
The Feast of St. John the Baptist draws thousands of residents and visitors to coastal areas, beaches, rivers, swimming pools, resorts, and other bodies of water. This order mobilizes all government resources and community volunteers to ensure a safe, peaceful, and orderly celebration.
OBJECTIVES
✓ Prevent drowning, sea mishaps, accidents, injuries, and other emergencies.
✓ Ensure the safety of residents and visitors.
✓ Protect lives, property, and the environment.
✓ Provide effective medical and emergency response.
ACTIVATION PERIOD
FROM 12:01 A.M. OF JUNE 24, 2026
UNTIL 12:00 MIDNIGHT OF THE SAME DAY
For the purpose of preventing drowning incidents, sea mishaps, accidents, injuries, and other emergencies in all coastal areas, resorts, swimming facilities, rivers, creeks, fishponds, and bodies of water within the Municipality of Valladolid.
HEIGHTENED ALERT STATUS
All municipal offices, barangay officials, response units, and volunteer organizations are placed on HEIGHTENED ALERT STATUS to ensure immediate response to any emergency situation.
KEY DIRECTIONS AND PROVISIONS
1. IMPLEMENTATION OF OPLAN “BANTAY KALIGTASAN SAN JUAN 2026”
The Municipality of Valladolid shall implement OPLAN “BANTAY KALIGTASAN SAN JUAN 2026” from 12:01 A.M. of June 24, 2026 until 12:00 Midnight of the same day.
2. CREATION OF UNIFIED SAFETY AND RESCUE TASK FORCE
A Unified Safety and Rescue Task Force is hereby activated composed of the following agencies:
Municipal Disaster Risk Reduction and Management Office (MDRRMO)
* Philippine Coast Guard (PCG)
* Philippine National Police (PNP)
* Bureau of Fire Protection (BFP)
* Bantay Dagat Units
* Municipal Health Office
* Municipal Social Welfare and Development Office
* Municipal Engineering Office
* Municipal Information Office
* Volunteer Organizations
* Concerned Barangay BDRRMCs
3. BARANGAYS COVERED
The following coastal barangays are directed to activate their respective safety and response teams:
* Barangay Bagumbayan
* Barangay Central Tabao
* Barangay Tabao Proper
* Barangay Sagua Banua
* Barangay Poblacion
* Barangay Palaka
Barangay officials, volunteers, and emergency responders shall ensure safety and preparedness throughout the operation.
4. DEPLOYMENT OF SAFETY STATIONS
Each coastal barangay shall establish a Safety and Rescue Station equipped with:
First Aid Kit
* Life Rings
* Rescue Rope
* Flashlights
* Communication Equipment
* Emergency Contact Directory
These stations shall serve as the first point of response for emergencies.
5. SAFETY REGULATIONS
Child Safety
Children below twelve (12) years old shall not be allowed to swim or enter deep water areas without adult supervision.
Alcohol Restrictions
Persons under the influence of alcohol or prohibited substances shall not be allowed to swim, operate boats, or engage in water-related activities.
Boat Safety
No overloaded boat shall be allowed to operate. All boat operators shall comply with Coast Guard regulations.
Weather Advisories
All water-related activities shall immediately cease whenever severe weather conditions, thunderstorms, strong waves, or official warnings are issued.
6. MEDICAL AND EMERGENCY RESPONSE
MDRRMO, BFP, Municipal Health Office, and participating rescue groups shall maintain emergency response teams and ambulance units on standby throughout the operation period.
7. PUBLIC INFORMATION CAMPAIGN
Safety reminders and emergency contact information shall be disseminated through:
* Public Address Systems
* Social Media Platforms
* Barangay Information Drives
* Community Announcements
8. RESPONSIBILITY OF THE PUBLIC
All residents and visitors are encouraged to cooperate with law enforcement officers, rescue personnel, barangay officials, and volunteers.
Safety is a shared responsibility.
9. INCIDENT REPORTING
Any emergency, accident, drowning incident, missing person report, or suspicious activity shall be immediately reported to the nearest:
* Safety and Rescue Station
* Barangay Officials
* Philippine National Police (PNP)
* MDRRMO
* Philippine Coast Guard
* Bureau of Fire Protection (BFP)
10. FUNDING
Necessary funds for the implementation of this Executive Order shall be charged against available municipal funds subject to existing accounting, auditing, and budgeting laws, rules, and regulations.
11. EFFECTIVITY
This Executive Order shall take effect immediately upon issuance and shall remain in force until the completion of OPLAN “BANTAY KALIGTASAN SAN JUAN 2026.”
