EUROMARFOR EUROMARFOR or EMF is a Maritime Multinational Force, created by France, Italy, Spain and Portugal

EUROMARFOR was born in 1995 when France, Italy, Portugal and Spain agreed to create a tailored force in order to fulfill missions defined in the Petersberg’s Declaration, such as sea control, humanitarian missions, peacekeeping operations, crisis response operations (pre-emptive deployment, maritime patrolling, mine clearing, etc) and peace enforcement.

EUROMARFOR FLEET COMMANDERS´ MEETNIG IN LISBON.

The EUROMARFOR Fleet Commanders' meeting took place last friday in Lisbon, at the Portuguese Navy Fleet Headquarters (COMNAV).
This is the annual meeting of the Fleet Commanders of the EMF member navies (France, Italy, Portugal, and Spain) and the halfway point of the Portuguese operational command mandate of the Force.

The meeting, hosted by the Commander of EUROMARFOR, Vice Admiral José Rafael Salvado de Figueiredo (who is also Commander in Chief of the Portuguese Navy Fleet, COMNAV), was attended by Vice Admiral Aurelio de Carolis, Chief of the Italian Fleet (CINCNAV), Vice Admiral Stanislas de Chargères, Chief of the Action Naval Force (ALFAN, French Navy), Rear Admiral Santiago Vila Barron Chief of Staff of the Spanish Navy Fleet (JEMFLOT).

This is an exceptional and fruitful opportunity to share the results achieved during the past 12 months of intense activities in the Mediterranean Sea and beyond (such as the Gulf of Guinea) and to consolidate EUROMARFOR intent to enhance Force’s interoperability and readiness through the ex*****on of the Activity Program for the upcoming months.
COMEUROMARFOR emphasized the significance of persistently collaborating with allies and partner navies to identify optimal training opportunities, thereby guaranteeing the Force's readiness for potential future involvement in Real-World Operations (RWO).

The goal of EUROMARFOR as a robust and efficient initiative, is to provide its role as a maritime security provider either independently or in collaboration with other international institutions and organizations such as the European Union, NATO, OSCE, and the United Nations.

EUROMARFOR flag has lowered onboard the Portuguese frigate NRP BARTOLOMEU DIAS, flagship of the EMF Task Group. The Force was activated from 03 to 25 of September, during the Portuguese navy exercise REPMUS 26.
EUROMARFOR Task Group consists of four ships, NRP Bartolomeu Dias, NRP Sines, NRP Figueira da Foz, ESPS Carnota.

For these days, tactical and technical knowledge was strengthened at all levels and the cooperation and interoperability between EMF personnel and navies was further enhanced, highlighting the primary role of the EUROMARFOR as maritime security provider.

EUROMARFOR Task Group activities are ongoing at REPMUS 26.

During REPMUS 26 exercise, NRP Figueira de Foz embarked teams from SWATTER, HENSOLDT and AUTERION, and one officer from the French Navy.

During these days the teams tested EW SYSTEMS (jamming, spoofing, GNSS and AIS) on board to check reaction against these interferences.

On September the 14th during REPMUS a TORPEX were developed, launching torpedoes from different units.

EUROMARFOR activation REPMUS 26.

EUROMARFOR flag was hoisted onboard the Portuguese frigate NRP BARTOLOMEU DIAS, flagship of the EMF Task Group. The Force was activated from 03 to 25 of September, during the Portuguese navy exercise REPMUS 26.

REPMUS 26 is an experimentation exercise which focus on maritime unmanned systems (MUS) experimentation, capability development and interoperability. It is designed to allow large-scale operational experimentation, where operational communities engage with industry and academia to promote the integration of MUS in maritime operations.


EUROMARFOR Task Group consists of four ships, NRP Bartolomeu Dias, NRP Sines, NRP Figueira da Foz, ESPS Carnota.



Throughout these days, tactical and technical knowledge will be strengthened at all levels and the cooperation and interoperability between EMF personnel and navies will further be enhanced, highlighting the primary role of the EUROMARFOR as maritime security provider.

POLITICAL-MILITARY WORKING GROUP IN ROME.

On the 30th June and 01st of July took place the Political-Military Working Group (POLMIL WG) in Rome.

The POLMIL WG is the executive body of High Level Inter-Ministerial Committee (CIMIN). The POLMIL WG is composed by the representatives from the Chief of Defence (CHOD's) and from the Ministry of Foreign Affairs of the member countries. It takes care of all the activities related to the development and external relations of the Force and ensures the implementation of the CIMIN decisions. The POLMIL WG also appoints a Staff of the EMF countries to act as CIMIN Secretariat, for the conduct of its daily activities and to act as the permanent interlocutor of the Commander of EUROMARFOR.

During the meeting EUROMARFOR activities and employment of the previous year were reviewed and analysed, including Multi Cooperative Exercises.

Several issues were discussed and approved such as the EUROMARFOR Activity Program for 2027-2029.

It was enhanced the important role that EUROMARFOR in our influence area, mainly with our participation in training and exercises and through the cooperation with International Organizations as European Union and NATO.

EUROMARFOR activation in ITA MINEX 26.

On May 13rd, EUROMARFOR is activated for the Italian Navy's annual, specialized Mine Countermeasures (MCM) exercise.


This exercise improve command staff and crew performance in planning and conducting Mine Countermeasures operations. Furthermore tests advanced underwater technologies, validates modern naval procedures, and trains forces to clear sea lanes and secure safe port access within a realistic, multi-threat asymmetric environment.


Leaded by the Italian Navy, bringing in minehunters, divers, and unmanned underwater vehicles from the participant allied nations.

EUROMARFOR IN MARITIME COMBAT & ADVANCED TRAINING.

EMF Task Group, composed of NRP ALVARES CABRAL and ITS BETTICA, is activated on May 11st for the exercise MARITIME COMBAT & ADVANCED TRAINING (MCAT) leaded by the Italian Navy.

The training focuses on developing tactical proficiency and operational integration. Participants will be involved in serial training events that simulate realistic operational environments, enabling units to refine their capabilities across multiple warfare domains, including ASW, AAW, ASUW, MNW and EAW.


This training aims to consolidate core competencies while enhancing readiness, ensuring that all participating elements achieve a higher level of combat preparedness and mission effectiveness.

EUROMARFOR activation in ESP MINEX.

EUROMARFOR was activated on 27th of April, in order to participate in ESP MINEX. This exercise is designated to train participant units and staffs in planning and ex*****on of MCM task Group operations in mined coastal waters and harbour entrances, in order to allow freedom of navigation and freedom of action from the sea to mainland, in a demanding tactical scenario, under medium level asymmetric and hybrid threat.


This is the first 2026 activation for MCM looking for strengthen MCM tactical and technical knowledge in an asymmetric threat environment as well as enhancing the cooperation with other international maritime entities, thus strengthening the maritime security.

EUROMARFOR SUB-WORKING GROUP IN ROME.
The first EUROMARFOR Sub-working Group meeting of the year took place on 13rd and 14th of April at the “Circolo ufficiali della Marina Militare” in Rome, attended by both representatives of the EMF Member nations Naval Staffs and the EMF Permanent Cell.
The EUROMARFOR Sub-working Group (SWG EMF) is in charge of Force’s technical and planning issues and conducts studies on training and operational topics, thus helping to support the decision-making process of the EMF Political Military Working Group (POLMIL WG).
The meeting, chaired by the Italian Navy as secretariat nation and hosted by the Italian navy, focused on the outcomes of the last 6 months activities and on the upcoming activations that will take place during the Portuguese Command (2025-2027).
A particular focus was on the incoming activations for the current year as well as the Activity Plan 2027 – 2029, that aims at developing an strong presence in EUROMARFOR influence area.
EMF will continue working to further develop the interoperability among units and personnel thus ensuring the maritime security through an high level of info sharing among the EMF Navies operational HQs as well as an endless cooperation with other international organizations, namely EU, NATO and the UN.
