عن المشروع:
مشروع "الاستعراض الدوري الشامل كأداة لتحسين السياسات العامة خلال المرحلة الانتقالية", تنفذه مؤسسة ماعت للسلام والتنمية وحقوق الإنسان بتمويل من الاتحاد الأوروبي على مدار عامين بين يناير 2016 – ديسمبر 2017.
هدف المشروع:
يسعى المشروع لتعزيز دور الاستعراض الدوري الشامل لتحسين السياسات العامة وإصلاح حقوق الإنسان في مصر من خلال إشراك منظمات المجتمع المدني, النشطاء والإعلاميين بفعالية في الم
راقبة والدعوة للإصلاح الضروري لحقوق الإنسان, بالإضافة لتبني سياسات جديدة متوافقة مع المعايير الدولية لحقوق الإنسان بناءا على نتائج الاستعراض الدوري الشامل 2014.
مناطق تنفيذ المشروع:
إقليم القناة وسيناء وشرق الدلتا، إقليم وسط وغرب الدلتا، إقليم القاهرة الكبرى، إقليم شمال الصعيد، إقليم جنوب الصعيد.
أنشطة المشروع:
1. تعزيز قدرات المنظمات الأهلية المحلية: من خلال بناء قدرات 120 كادر من العاملين في 60 منظمة أهلية على متابعة تنفيذ مصر لتعهداتها أمام الاستعراض الدوري الشامل .
2. تأسيس "تحالف منظمات المجتمع المدني من أجل الاستعراض الدوري الشامل": سيضم التحالف 25 منظمة مجتمع مدني كأعضاء مؤسسين وستكون العضوية مفتوحة للمنظمات الأهلية الراغبة في الانضمام للتحالف.
3. توفير المساعدة التقنية لأعضاء التحالف: لمتابعة أعمال الحكومة المحلية وتحضير تقارير التقييم. وسينتج عن المساعدة التقنية ما لا يقل عن 100 تقرير محلي.
4. تعزيز قدرات الصحفيين والناشطين: من خلال بناء قدرات 100 شخص من العاملين بوسائل الإعلام والصحفيين, بالإضافة لبناء قدرات 50 من نشطاء الانترنت على الآليات الدولية لحماية حقوق الإنسان ومتابعة تنفيذ مصر لتعهداتها أمام الاستعراض الدوري الشامل.
5. تطوير تطبيق الاستعراض الدوري الشامل للهواتف الذكية: ويستهدف التطبيق الصحافيين والناشطين والإعلاميين لتزويدهم بمعلومات سهل الوصول إليها ومحدثة يوميا, مع التركيز على التزامات مصر أمام الاستعراض الدوري وتقدمها.
6. رفع الوعي المجتمعي: من خلال 100 حدث متعلق بالاستعراض الدوري الشامل في 25 مجتمع مختلف تنظمها منظمات المجتمع المدني الأعضاء في التحالف.
7. تنظيم عمل السياسات والقوانين المتعلقة بمتابعة التزامات مصر أمام آلية الاستعراض الدوري الشامل: من خلال "وحدة تحليل السياسة العامة وحقوق الإنسان"، التي ستكون بمثابة بيت تفكير مستقل مسئول عن إصدار 8 مسودات تشريعات, 18 ورقة سياسات و 4 تقارير نصف سنوية حول القضايا المرتبطة بالاستعراض الدوري الشامل.
8. مشاركة خبراء السياسات في المسودات التشريعية: من خلال 8 اجتماعات مائدة مستديرة لما يقدر ب 200 خبير سياسات من فرق التدريس بالجامعات، مراكز البحث، بيوت التفكير، منظمات المجتمع المدني والكيانات القانونية ذات الصلة.
9. الضغط من أجل الامتثال لتوصيات آلية الاستعراض الدوري الشامل: من خلال 6 جلسات استماع رفيعة المستوى سوف تعقد في البرلمان المصري، أو خارجه, بالمشاركة مع خبراء السياسة, قادة المجتمع المدني، وأعضاء من نواب البرلمان.
10. ضمان الأثر المحلي للمشروع: من خلال تأسيس اللجنة التوجيهية للمشروع والتي تتكون من 10 من أعضاء مجلس النواب المصري, قادة بمنظمات المجتمع المدني, إعلاميين ونشطاء اليكترونيين ومدونين من المهتمين بقضايا حقوق الإنسان, ومن خلال 6 اجتماعات للجنة التوجيهية للمشروع سيتم متابعة تنفيذ أنشطة المشروع في الإطار الزمني المحدد, بالإضافة للإشراف على تنفيذ أنشطة المشروع ونتائجه في المجتمعات المحلية المستهدفة. "The Universal Periodic Review as a Tool to Enhance Public Policy" project is implemented by MAAT for Peace, Development and Human Rights and funded by the European Union between January 2016 – December 2017. Project Objective:
To promote the role of the Universal Periodic Review (UPR) to enhance public policy and human rights reforms in Egypt. Via actively involving civil society organisations, activists and media operators in monitoring and advocating for necessary human rights reform; and adopting new public policies consistent with international standards on human rights based on the 2014 Universal Periodic Review. Locations of the Action:
Sinai, Canal and East Delta; Middle and West Delta; Greater Cairo; North Upper Egypt; and South Upper Egypt. Enhancing capacities of local NGOs: via building the capacity of 120 cadres representing 60 NGOs on monitoring Egypt implementation to its UPR commitments.
2. Establishment of the “Egyptian Stakeholders Coalition for the UPR”: the Coalition would compose 25 CSOs as founding members, the membership would be open for willing NGOs to join the Coalition.
3. Providing Technical Assistance to the Coalition Members: to monitor the local government actions and to prepare evaluation reports, the technical assistance shall result in no less than 100 local reports.
4. Enhancing the Capacity of Journalists and Activists: via building the capacity of 100 media professionals and journalists, and 50 internet activists on the international mechanisms to protect human rights and to monitor Egypt UPR commitments.
5. Development of a UPR Mobile App: This mobile App would target journalists, activists and media figures to provide them with accessible up-to-dated information with a focus on Egypt UPR commitments and their development.
6. Community Outreach: via 100 events linked to the UPR in 25 different communities conducted by the CSOs Coalition members.
7. Organising the policy and legal work related to UPR commitments follow up: via the "Public Policy Analysis and Human Rights Unit", which would be an independent think tank responsible for the issuance of 8 legislation drafts, 18 policy briefs, 4 semi-annual reports on related issues to the UPR.
8. Engaging Policy Experts in legislation drafts: via 8 roundtables for a total of 200 policy experts from university staffs, research centres, think tanks, CSOs, and relevant legal entities.
9. Lobby for Compliance with the UPR recommendations: via 6 high level hearing sessions that would be conducted inside or outside the parliament, in participation of policy experts, civil society leaders, and MPs.
10. Ensuring the Local Impact for the Project: via he establishment of the project facilitation committee composing 10 members of MPs, Civil Society leaders, media professionals, activists and bloggers from concerned in human rights issues. And via 6 meetings for the steering committee, the project activities implementation in adequate time would be observed, as well as the project implementation and its results in local communities.
