👮‍♀️ Workshop on gaps in protection in the area of domestic violence

Over the past two days, EQUALFORCE II and the General Police Inspectorate of the Republic of Moldova brought operational police officers and leadership together for an intensive workshop on high-risk domestic violence cases, risk assessment and threat management.

Together with our police expert Holger Schmidt from Munich Police Headquarters, we looked closely at the actual workflow of domestic violence cases – from the first 112 call through police intervention, investigation and further protective measures.

Our joint analysis therefore focused on some very concrete questions:
❓ How can high-risk cases be identified as early as possible?
❓ How can risk and lethality assessments lead to clear operational decisions?
❓ Who has responsibility for a high-risk case as it moves through different police structures?
❓ How can information be consolidated so that warning signs are not viewed in isolation?
❓ And how can risk assessment develop into effective threat management, including a stronger focus on perpetrators and escalation risks?

The workshop resulted in concrete proposals for the next steps: strengthening internal police workflows and responsibilities, further developing risk and threat management, translating lessons learned into training, and testing practical approaches within the EQUALFORCE pilot regions.

The objective behind all these efforts remains very clear: to strengthen the ability of the police to recognise dangerous escalation early, act decisively and prevent the most serious forms of domestic violence.

👮‍♀️ EQUALFORCE II: Preventing Domestic Violence and Protecting Schools

How can gender equality reforms address concrete security challenges?

Building on the achievements of EQUALFORCE I, EQUALFORCE II continues to strengthen gender equality within the security sectors of Ukraine and the Republic of Moldova, while focusing on two clearly defined protection priorities.

📣 In Moldova, the project works with the National Police to strengthen the prevention of and response to domestic violence. This includes improving institutional capacities, developing inter-agency approaches to victim protection and work with perpetrators, strengthening community policing and coordination, and contributing to the implementation of the Istanbul Convention.

📣 In Ukraine, EQUALFORCE II works with the National Police of Ukraine, particularly its Educational Security Service, to strengthen the protection of schools and educational infrastructure. Through prevention, preparedness and coordinated action, we help build safer learning environments in times of war.

Across both countries, EQUALFORCE II combines technical assistance, strategic advisory services, structured workshops, policy consultations, and cooperation with civil society actors.

By linking gender equality with clearly defined protection priorities, the project aims to strengthen the effectiveness and resilience of security institutions in both countries.

🏃‍♀️ Running for inclusion, equality and stronger communities in Moldova 🇲🇩

On 26 September, the BORDER MARATHON 2026 brought together members of the Moldovan Border Police and other security institutions, citizens, families and partner organisations in the southern border region of Moldova.

Through our EQUALFORCE project, we were pleased to support this year’s event. With its focus on Women, Peace and Security (WPS), the involvement of families and the promotion of women’s equal participation, the BORDER MARATHON closely aligns with the objectives of EQUALFORCE. At the same time, the event provided an opportunity to strengthen our cooperation with the Moldovan Border Police on gender equality and WPS and to reach members of different security institutions.

❤ We are glad to support initiatives that bring security institutions and communities together while creating greater visibility for equal participation.

🚓 The institutional evaluation of the Moldovan police is entering its second phase

The focus is now on the working methods of the territorial and specialised units of the General Inspectorate of Police. In consultation with senior management and staff, the experts are analysing, amongst other things, work processes, coordination between central and territorial levels, resource management, and cooperation with members of the public and institutional partners.

❓ The findings will be incorporated into the final report and are intended to help identify specific development and modernisation measures for the Moldovan National Police and to develop a prioritisation matrix setting out key areas of focus for the next five years.
The project is being implemented on behalf of the Federal Foreign Office.
We are pleased to support this important process for the sustainable institutional development of the police.

👮‍♀️🌍 Women Leading Global Change

EQUALFORCE was proud to support the participation of delegations from the Republic of Moldova and Ukraine in the 63rd Annual Training Conference of the International Association of Women Police (IAWP), held under the theme “Women Leading Global Change”.

Supporting women in law enforcement means investing not only in individual careers, but in stronger institutions, more responsive policing and safer communities.

The conference provided an important platform for women in law enforcement to strengthen professional networks, exchange operational experience and discuss new approaches to the future of policing. Topics included leadership development, Women, Peace and Security, community confidence, effective partnerships, prevention and intervention, emerging technologies and innovative policing practices.

For Moldova, this international exchange connects closely with EQUALFORCE’s work to prevent and respond to domestic and gender-based violence, strengthen victim protection and improve institutional and operational responses.

For Ukraine, it complements our efforts to strengthen community-oriented policing, prevention, resilience and safe environments for children and communities – while recognising the essential contribution of women in law enforcement during Russia’s war against Ukraine and in shaping the country’s future security structures.

International professional networks are particularly valuable in times of crisis and transformation. They enable practitioners to learn from one another, compare approaches and build relationships that continue well beyond a single conference.

📣 Strengthening risk management skills at Moldova’s General Police Inspectorate

Our third monitoring session for subdivisions of Moldova’s Ministry of Internal Affairs (MIA) took place on 24–25 September, this time with the General Police Inspectorate.
✏️ The two-day training focused on Risk Management in Project Writing, supporting participants in integrating risk analysis throughout the project cycle – from identifying and assessing risks to developing mitigation measures and incorporating them into project documents.
Through practical exercises, case studies and group work, participants worked with tools such as the probability-impact matrix and risk register and applied them to real or planned projects.
