It was such a pleasure to moderate this August group as we discussed the that makes governing possible. Because we cannot govern what we cannot measure, we cannot measure what we cannot access, and we cannot scale what does not interoperate.

👏 Historic moment at : entered the AI governance conversation.

The Committee’s UN Working Group on discrimination against women and girls joined (including the B-Tech Project), UN Women, and for a roundtable on Enhancing CEDAW through AI Governance and Tech Value Chains.

It was the first high-level platform to introduce CEDAW-compliant KPIs for tech . Esther Eghobamien-Mshelia chaired this roundtable with Professor Olga Jurasz, Nicole Karlebach, and Caitlin Kraft Buchman, alongside opening remarks from H.E. Clara Chappaz and H.E. Julien Thöni.

The goal: CEDAW compliant KPIs to make genderparity in tech value chains measurable and enforceable, grounded in CEDAW Articles 2, 5, 11, 13, 16 and GRs 35, 36, 37, 40.

Ignoring ’s health means leaving half the economy and the next frontier of biological innovation on the table. This morning at with Oriana Kraft and Yu Ping Chan UN Development Programme we made the case that high-risk AI systems are being deployed on women who were never in the . Clinical trials defaulted to male physiology until 1993. Diagnostic guidelines were calibrated on , and were shaped by decades of gendered credibility assessments.

⚠️ The numbers are stark. AI systems trained on misrepresentative health data reduce diagnostic accuracy by 11.3 percentage points.
➡️ Cardiac disease prediction algorithms are consistently less accurate for women, even on sex-balanced datasets.
➡️ Judicial risk assessment tools systematically overpredict women'’ recidivism: women rated "“igh risk"”reoffend at less than half the rate of men with the same score.
➡️ State-of-the-art language models produce different clinical assessments from identical case notes depending on whether the patient is labelled male or female.
➡️ These are the predictable outputs of structurally incomplete data, hidden by the aggregate metrics we use to evaluate highperforming systems.

🟥 The session drew on two pieces of research: ▪️ InvisiblebyDesign: Women’s Health as the Blind Spot in AI and Medicine (with FemTechnology, 2025)
▪️GenderBias in Judicial Algorithms: A Global Analysis of Algorithmic Discrimination (our CSW70 Expert Paper, 2026)

Together they show the same structural failure playing out identically across healthcare and criminaljustice.

🟥 The goal: a framework statement ready to feed directly into the Global Dialogue process, EUAIAct implementation consultations, and CEDAW General Recommendations 40 & 41.

At , we brought together Action Line facilitators, government representatives, and civil society for a roundtable on gender equality and AI governance. Three themes anchored the conversation:

🔹 Why gender matters in AI development. Without integrating gender considerations, AI development misses the insights and innovation of women and gender-diverse groups, and fails to address harms like technology-facilitated gender-based violence.

🔹 Actionable indicators, not just principles: more women and gender-diverse people in AI leadership, gender-responsive design training for AI practitioners, meaningful connectivity for women, and public financing for gender-responsive AI services in the .

🔹 Mainstreaming across parallel processes: from the Global Digital Compact to other digital governance tracks, gender equality can’t sit in a silo. The conversation was grounded in Resolution A/RES/80/173, which mandates gender mainstreaming across all WSIS Action Lines and calls for indicators to monitor progress. It’s a step forward but as we discussed, the Resolution still has critical gaps on AI specifically, and doesn’t fully reckon with the fact that AI systems are not neutral and often reproduce structural inequalities, and disproportionately expose women, girls, and gender-diverse people to online harms.
Closing those gaps is urgent and directly aligned with the gender equality commitments coming out of the WSIS Process +20 review.

As part of the Gender in Digital Coalition we unveiled our coalition’s Feminist Guiding Principles and Commitments for Global AI Governance, a framework of principles, commitments, and actionable recommendations tackling issues from investment in feminist AI to gendered bias and governance.

➡️ Every not written into a contract is a safeguard that does not exist, and governments are signing AI contracts at scale without the tools to write them well.

By the time a system touches a ’s life — determining benefits, flagging risk, allocating resources — the decisions that mattered most were already made, in contract terms nobody scrutinised.
