We are organizing the Facer community to bring new opportunities to the neighbourhood. We are asking the provincial government to commit resources to Facer before work begins in the midst of our neighbourhood on the Garden City Skyway Twinning project.

We are asking for:
Affordable Housing Units for Seniors
– constructed in partnership with Nest Niagara
Streetscape Improvements
– implementing plans from the 2017 Facer St. study
Hiring Commitments
– local & diverse hiring
Procurement Commitments
– local & diverse purchasing
Excess Construction Land
– returned to community or developed for community use

The Skyway project is coming. Rumours are swirling, but the government has made it clear that construction will go ahead.We must organize now if we want the government to agree to benefits for the community.

Employment Benefits are a crucial aspect of CBAs, requiring developers to hire local labour, provide apprenticeship and training opportunities for tradespeople, and consider the needs of underrepresented groups.

Example: Province of Nova Scotia
• Nova Scotia’s CBA labour requirements are provincially mandated
• 25 per cent of all craft hours worked to be performed by registered apprentices
• minimum of 10 per cent of all workforce to be comprised of underrepresented groups

Example: Staples Center, Los Angeles
• one of the earliest examples of a CBA
• funding for local hiring and training for those displaced by the project, living within three miles of the project, or living in a low-income area in the city

Procurement refers to the purchasing that a developer or a government does in the course of a project. Social procurement means thoughtfully targeting that spending to help marginalized groups and support businesses that are actively helping the community. Instead of asking only “How can we get this item for the lowest cost?” it means considering, “Who can benefit from this money? Which business do we want to support?”

Example: Vancouver CBA Policy
• the city of Vancouver is a leader in Canada in establishing a policy requiring CBAs for developments that meet certain criteria
• developments must source a minimum of 10% of material goods and services from third-party-certified social impact or diverse or equity-seeking owned businesses

A CBA can provide resources to address a variety of social concerns and priorities of the community.

Example: Rexdale - Casino Woodbine CBA
In this CBA, negotiated in connection with a large entertainment complex, local residents were able to get:
• up to $5M toward developing a childcare centre for staff and community
• at least one large-scale event per month in the entertainment venue for local community use at little to no cost

How does a Community Benefits Agreement (CBA) come into being?
1. A large development is coming.
2. The community organizes around the idea of a CBA.
3. The community approaches the developer (and the government in the case of a public infrastructure project).
4. Negotiations lead to an agreement.
5. Oversight from the community ensures that the CBA is implemented fully.
